The minutes of the regular meeting of Monday, September 19, 1949, and special meeting thereof were approved as read. Moved by Clark, seconded by Buck that this being the time for receiving bids for the construction of curbs and gutters on Sharon Way, L.I.D. No. 679, the following were received: Gallagher & Brandt $2289.06, J.M. DeBlasio $2154.76. The bid of J.M. DeBlasic was accepted as the lowest and best bid and the Mayor and City Clerk authorized to enter into a contract on behalf of the ;City of Yakima for doing said work upon receipt of the filing of the proper bond: carried Buck and Clark voting aye on roll call. Bishop ab- sent. Moved by Buck, seconded by !Clark that this being the time for receiving bids on a 4- door sedan for the Fire Dept., the following was received: Cormier Chevrolet Co. $1327.10. The awarding of the bid was postponed to Thursday, September 29, 1949, at 2 :30 O'clock P.M: carried Buck and Clark voting aye on roll call. Bishop absent. Moved by Buck, seconded by Clark that this being the time for the hearing on Resolution No. C -860 providing for the improvement of the alleys between So. 4th St. and Naches Avenue from Chestnut to Walnut between South Naches Avenue and South 6th Street between East Yakima Avenue and Chestnut Street and between North 7th Street and North 8th Street from East A Street to East Yakima Avenue by grading and paving same with asphaltic con- crete on a gravel base, and there being insufficient protest against said improvement or any part thereof; It is ordered that Ordinance No. B -1046 creating a Local Improve- ment District be passed as read: carried Buck and Clark voting aye on roll call. Bishop absent. ORDINANCE NO. B -1046, providing for the improvement of the alleys between South 4th Street and Naches Avenue from C hestnut,to 'Nalnut Street; between South Naches Avenue and South 6th Street between East Yakima Avenue and Chestnut Street; and between North 7th Street and North 8th Street from East "A" Street to East Yakima A venue, by grading and paving the same with asphaltic concrete placed on a gravel base; establishing a Local Improvement District, providing for the method of payment therefor, and, creating a special fund. Moved by Clark, seconded by Buck that this being the time for the hearing on Resolution No.-C-859 providing for the construction of curbs and gutters on No. Hillcrest from Summitview to Lincoln and there being insufficient protest to said improvement or any part thereof; It is ordered that Ordinance No. B -1047 creating a Local Improvement District be passed as read: carried Buck and Clark voting aye on roll call. Bishop absent. ORDINANCE NO. B -1047, providing for the improvement of certain property by grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing a Local Improvement District, providing for the method of payment therefor and creating a special fund. Moved by Clark, seconded by Buck that Resolution No. C -862 be adopted as read: carried Buck and Clark voting aye on roll call. Bishop absent. RESOLUTION N0. C -862, BE IT RESOLVED BY THE CITY (COMMISSIO,N OF THE CITY OF YAKIMA, WN: That it is its intention to improve the west side of North Eighth Street from East "D" Street to East "E" Street by constructing a portland cement concrete sidewalk six feet in width, according to plans and specifications to be prepared by the City Engineer and filed with the City 'Clerk. The district to be served and especially benefited by and assessed for the above described improvement is situate in the {City of Yakima, Yakima County, Washington, and described as follows, to -wit: Lots 1 to 8 inclusive of Block 146, Becks Addition, College Addition and Grafton's Addition, in the City of Yakima, Washington. All persons who may desire to object to said proposed improve- ment are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the+City Hall in the =City of Yakima, Yakima {County, Washington, at the hour of 10 o'clock A.M., on Monday, the 17th day of October, 1949, which time and place are hereby fixed for the hearing of all matters re- lating to said proposed improvement or objections thereto, and for determining the meth- od of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. The 'cost and expense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, publication of notices, and all other expenses incident thereto, shall be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Comm- ission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted. BUCK Mayor Moved by Clark, seconded by Buck that the .City Clerk be instructed to advertise for bids for paving alleys on South 4th St. and Naches Avenue, all in L.I.D. No. 681, and for bids on curbs and gutters on North Hillcrest from Summitview Avenue to Lincoln in L.I.D. No. 682, said bids to be received on Monday, October 10, 1949 at 10 o'clock A.M: carried Buck and Clark voting aye on roll call. Bishop absent. �` 1_6 r, 0 September 26,, 1949 RESOLUTION NO. C -863, WHEREAS, the City of Yakima has heretofore leased certain por- tions of the Yakima-Municipal Airport to F. 0. SCHWEITZER° AIRCRAFT 'COMPANY, INCORPORATED a corporation, and to (CHARLES D._ McALLISTER, doing business as McALLISTER FLYING SERVICE under separate leases, the particular portions of said Municipal Airport premises being more fully described in said leases; and WHEREAS, each of said leases have now expired and the Lessees are desirous of each entering into a new lease with the City of Yakima for a period of Twenty (20) years with an option to renew for ten (10) additional years, and it is con- sidered for the best interests of the City of Yakima to enter into new leases with said Lessees; NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION: That it is for the best interests of the City of Yakima that new leases with F. 0. Schweitzer Aircraft Company, a corporation, and with Charles D. Mc- Allister, doing business as McAllister Flying Service, for a portion of the Yakima Municipal Airport premises, to be more fully described in said leases, and for a period of twenty (20) years from and after May 1, 1949, with an option to renew in each lease for an additional period of ten years, be negotiated and executed., Said leases shall cover such usages as are normally permitted for fixed base operators and shall in so far as practicable be standardized in all of the provisions therein. The Mayor and City-Clerk are hereby authorized, empowered and directed to execute said leases for and on behalf of the City of Yakima. ADOPTED BY THE CITY COMMISSION this 26th day of September, 1949. Moved by Clark, seconded by Buck that the ordinance authorizing the expenditure of funds for the purpose of constructing additions to the City Sewer Systems °and for the disposal of sewage, be introduced and laid on the table for one week: carried Buck and Clark voting aye on roll call. Bishop absent. Moved by Buck, seconded by (Clark that we do now adjourn to meet Thursday, September, 29th, 1949, at 2 :30 P.M: carried Buck and Clark voting aye on roll call. Bishop ab- sent. ADJOURNED M- FETING, THURSDAY, SEPTEMBER 295 1949 The ,,City (Commission met pursuant to adjournment, Mayor Buck and Commissioners Bishop and Clark present on roll call. Moved by Bishop, seconded by Clark that the bid for a 4 -door sedan for the Fire Dept, be awarded to Cormier Chevrolet Co., in the sum of $ 1712.01, less trade -in of old car in the sum of $385.00 or the sum of $1327.01: carried Buck, Bishop and Clark voting aye on roll call® The adjournment on the application of Roberta A. Smith, for an auction merchants sale at Hiram's, 410 East Yakima Avenue, came on for hearing. Mrs. Smith was represented by counsel, Richard Greiner, and Charles Lyon represented the merchants. Mr.Lyon agreed to waive an irregularity as to the form of the application providing that said business was actually closing out their merchandise at 410 East Yakima A venue, to which Mrs. Smith consented and it was therefore agreed at said meeting that an auction merchants license would be granted to Mrs. Smith upon her further application for said license to be in all respects in compliance with Ordinance No. B -18 and amendments thereof.
