The minutes of the regular meeting of Monday,. September 12, 1949, and adjourned meeting thereof, were approved as read. Moved by Buck, seconded by Bishop that this being the time for the hearing on the assessment roll in L.I.D. No. 650, Brown Avenue Irrigation District, written protests were filed and the same were turned over to the !City Attorney for legal advice, and the hearing postponed until Monday, October 3, 1949,at 10 o'clock A.M: carried Buck, Bishop and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that Ordinance No. B -1045, providing for the expendi- ture of the sum-of $787.55 from the State of Washington for the use and benefit of the Yakima Public Library -be passed as read :. carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -1045, relating to the support and maintenance of the Yakima Public Library, providing for the expenditure of money not provided for in the Budget for 1949 and declaring.an emergency. At a special meeting called by consent of the 'City Commission on September, 23, 1949" the following proceedings were had: At 1 :30 P:M. the (City Clerk presented to the commission the application of Jack Copper- smith and M. L. Pierce for auctioneers license and from Roberta A. Smith doing business as "Hiram's :Country Mart" for an auction merchant license. The Commission therefrom fixed the hour of 3:30 P.M. on this day as time of hearing on said applications, and at said time further consideration of said applications were resumed. At such hearing about 25 citizens appeared and a statement was made by the Mayor. Chas. Lyon appeared as attorney for protestants and agreed that the-Commission had no authority to proceed with said hearing on said applications until they had been presented at a regular meeting of said Commission. All these applicants were heard in support of their applications. Moved by Buck, seconded by Clark and unanimously carried that the hearing upon said applications be deferred until after they are presented-to the Commission at a regular meeting.
