The minutes of the regular meeting of Tuesday, September 6, 1949, were approved as read. Moved by Bishop, seconded by Buck that the ordinance creating an emergency for the ex- penditure of funds received from the State Excise Tax in the sum of °$787.55 for the use and benefit fo the Yakima Public Library, be introduced and tabled for one week: carried Buck, Bishop and Clark voting aye on roll call. Moved by Buck, seconded by (Clark, that the report of the Planning Commission favoring the parking of cars in the center of Naches Avenue in the first blocks north and south of Yakima Avenue be accepted, and action in said matter indefinitely postponed: carried Buck, Bishop and Clark voting aye.on roll-call. Moved by Bishop, seconded by Buck that the City Clerk is hereby authorized to give no- tice to bidders for the sale of Local Improvement Bonds; said bids-to be received on Tuesday,•October 4, 1949, at 10 o'clock A.M: carried Buck, Bishop and Clark voting aye on roll calla ORDINANCE NO. B -1042, fixing the time of delinquency of installments of assessments levied -for the payment of the cost of the improvement in Local Improvement District No. 648, and-providing for the issuance of ,bonds with coupons attached-for the payment of the unpaid portion thereof, Moved by Bishop, seconded by Buck that Ordinance No. B -1042 be-passed as read: carried Buck, Bishop and (Clark voting aye on roll call. Moved by Clark, seconded by Buck that this being the time for the hearing on Resolution No. C -855 providing for the improvement of Sharon Way and a portion of 34th Avenue North by- grading, ballasting, surfacing and constructing concrete curbs and gutters, and there being insufficient protest to said improvement or any part thereof; It is ordered that Ordinance No. B -1043 creating a Local Improvement District be passed as read: ca -rried Bishop and Clark voting aye. Buck voting no. ORDINANCE NO. B -1043, providing for the improvement of certain property by grading, ballasting, surfacing and constructing concrete curbs and gutters; establishing a Local Improvement District, providing for the method of payment therefor and creating a spec- ial fund. Moved by Clark, seconded by Bishop that this being the time for the hearing on Resolu- tion No. C -854, providing for the construction of a sewer system on what is known as the "Mead Avenue Sewer District" and there being insufficient protest in writing or otherwise to said improvement, or any part thereof; It is ordered that Ordinance No. B -1044, creating a Local Improvement District be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -1044, providing for the improvement of property in the City of Yakima, Washington, by the construction of a sewer; establishing a Local Improvement District, providing for the method of payment therefor and creating a special fund. RESOLUTION NO. C -861, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WN: That it is its intention to improve 28th Avenue North, from Summitview Avenue to Lincoln Avenue in the .City of Yakima, by grading, ballasting, sur- facing and constructing concrete curbs and gutters and by constructing a reinforced con- crete bridge across the Naches and Cowiche Canal, all of said improvement to be con- structed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. The district to be served by and assessed for the above describ improvement is situate in Yakima 'County, Washington, and described as follows, to -wit: Lots 3 to 22 inclusive of Hamberg's Addition to Yakima; Also the East half of the East half of the East half of the Southwest quarter of the Northwest quarter of Section 23, Township 13 North, Range 18, E.W.M. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 o'clock a.m., on Monday, the 3rd day of October, 1949, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of pay- ment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. The cost and expense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, publication of notices, and all other expenses incident thereto shall be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City !Comm- ission at or prior to the date fixed herein for said hearing, all of the data and other information required by la-w to be by him submitted, ADOPTED BY THE (CITY COMMISSION, this 12th day of September, 1949, ATTEST: PEARL BENJAMIN (SEAL) N..K. ADJOURNED MEETING, SVMNESDAY, SEPTEMBER 14, 1949 The(City Commission met pursuant to adjournment, Mayor Buck and !Commissioners Bishop and Clark present on roll call. Moved by Bishop, seconded by Buck that this being the time for receiving bids for a heating plant for the new City Hall, the following'+oare received by J. W. Maloney, Architect and read by him as follows: 'Central Heating and Plumbing Co. $14,159.41, Fraser's Boiler Service, Inc. $13,858.65, S.M. Gilbert & Co. 12,314.64, P.S,. Lord Mechanical Contractors $14,701.31 and Valley Heating and Plumbing Co. $14,879.38. The bid of S.M. Gilbert & Coo., in the sum of $12,314.64 was accepted as the lowest and best bid: carried Buck, Bishop and Clark voting aye on roll call.
