The 'City Commission met in regular session, Mayor Buck and Commissioners Bishop and
Clark present on roll call.
The - minutes of the regular meeting of Monday, July 25, 1949, were approved as read.
Moved by:Buak, seconded by Clark that the bids received for a tractor mower on Thursday
were as follows; Wikstrom Motors Inc. $1572.41 less trade -in of old mower in the sum
of $850.00; Casey Tractor and Equipment Co. $1491.17; Howard- ,Cooper*Co. $1325.00;
Burrows Tractor Co. $1250.00; Central Tractor and Equipment Co.' ,$19 63.70. The bid of
Wikstrom Motor Co.-in the sum of $1572.41 less'trade in of old mower for $850.00:
carried Buck, Bishop and Clark voting aye on roll call.
Moved by {Clark, seconded by Buck that the City Engineer having filed the- assessment roll
in L.I.D. No. 656, with the City Treasurer, the same is hereby accepted by the City
Commission and the City Clerk instructed to give notice of hearing on,.said roll by pub-
lication-as required by law; said hearing to be on Monday, August 22, 1949, at 10 o'clocl
A.M: carried Buck; Bishop and Clark voting aye on roll call.
Moved by Clark, seconded by Bishop that this being the time for the hearing on Resolu-
tion No. C -848 providing for curbs and gutters on W. Spruce Street from Holton Avenue
to 12th Avenue, and there being no objections in writing or otherwise to said improve-
ment or any part thereof; It is ordered that Ordinance No. B -1030 creating a local im-
provement district be passed as read: carried Buck, Bishop and Clark voting aye on roll
call.
ORDINANCE NO. B -1030, providing for the improvement of the alley lying between Holton
Avenue and Twelfth Avenue South and extending from West Spruce Street to Division Street,
and vilest Spruce Street to Division Street, and West Spruce Street from Holton Avenue to
12th Avenue South and the alley East of 12th Avenue South extending from Vest Spruce
Street to West Chestnut Street, by paving the same with asphaltic concrete placed on a
crushed rock base and by constructing concrete curbs and gutters; establishing a Local
Improvement District, providing for the method of payment therefor, and creating a
special fund.
ORDINANCE NO. B -1031, authorizing the purchase of equipment not budgeted, and declaring
an emergency.
Moved by Bishop, seconded by Buck that Ordinance No. B -1031 be passed as read: carried
Buck, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -1032, providing for the annexation by the City of Yakima, Washington,
of certain property contiguous to the present boundaries of said city.
Moved by Clark, seconded by Buck that Ordinance No. B -1032 be passed as read; carried
Buck, Bishop and Clark present on roll call.
ORDINANCE NO. B -1033, relating to the removal of weeds, trees or shrubbery which inter-
fere with public travel or constitute a fire hazard; providing for notice and for re-
moval by the City after notice to the owner of property affected; providing for recov-
ery of costs of removal by the City and creating a lien upon property affected, and
declaring an emergency.
Moved by Buck, seconded by Bishop that Ordinance No. B -1033 be passed as read: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Clark, seconded by Bishop that this being the time for the hearing on the
assessment roll in L.I.D. No. 648, and there being no objections to said assessment
roll or any part thereof; It is ordered that Ordinance No. B -1034 confirming said
assessment roll and every part thereof, be passed as read: carried Buck, Bishop and
Clark voting aye on roll call...
ORDINANCE NO. B -1034, confirming the assessment roll covering Local Improvement Dis-
trict No. 648 as created and esta.b.lished by Ordinance No. B -881 of the Ordinances of the
City of Yakima.
ORDINANCE NO. B -1035, creating a special fund in connection with a federal airport pro-
ject to include the construction of an administration building on the site of the Yaki-
ma airport; and providing for the payment into said fund of all sums now or hereinafter
budgeted and appropriated for said project, and all sums received from the Department
of Commerce, Civil Aeronautics Administration, as contribution toward the expense of
said building, and providing for the expenditure of all such sums, and repealing Ordi-
nance No. B -1029, and declaring an emergency.

Buck and Bishop voting aye on roll call. Clark absent.
RESOLUTION NO. C -852, BE IT RESOLVED BY THE CITY rCOMMISSION OF THE •CITY OF YAK'IMA, WN:
That it is its intention to improve 29th Avenue North from
Summitview Avenue to Lincoln Avenue in the City of Yakima by grading, ballasting, sur-
facing and constructing concrete curbs and gutters and by constructing a reinforced
concrete bridge across the Naches and Cowiche Canal, all of said improvement to be con-
structed in full accordance with the plans and specifications to be prepared by the
City Engineer and filed with the City Clerk.
The district to be served by and assessed for the above described
improvement is situate in Yakima County, Washington, and described as follows, to -wit:
Beginning at the intersection of the east line of
29th Avenue North with the north line of Summitview
Avenue; thence easterly along the north line of
Suramitview Avenue a distance of 140 feet; thence
northerly and parallel with 29th Avenue North to
Lincoln Avenue; thence westerly along Lincoln Avenue
a distance of 330 feet; thence southerly and parallel
with 29th Avenue South to the north line of Summitview
Avenue; thence easterly along said north line to point
of beginning.
August 1., 1949
All persons who may desire.to object to said proposed improve-
ment are hereby notified to appear and present such objections, .if any, at a meeting of
the City Commission to be held at its office in the City Hall in the City- of Yakima,
Yakima ,County,, Washington, at the hour of 10 o'clock a.m., on Monday, the 22nd day of
August, 1949, which time and place are hereby fixed for the hearing of all matters re-
lating to said proposed improvement or objections thereto, and for determining the meth-
od of payment for said improvement; and the City Clerk is hereby directed to give due
notice of said hearing and of the intention to make the aforesaid improvement.
The cost and expense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying, advertising, publication of -
notices, and all other expenses incident thereto shall be borne by and.assessed against
all of the property legally and properly assessable therefor as provided by law and as
above described; and the (City Engineer is hereby directed to submit to the City Commis-
sion at or prior to the date fixed herein for said hearing, all of the data and other
information required by law to be by him submitted.

The matter of the Decontrol Rental having been considered and after due deliberation
of facts pertaining thereto; It was moved by Clark, seconded by Buck that Resolution
No.-C -853 for decontrol be adopted as read= carried Buck, Bishop and Clark voting aye
on roll call.
RESOLUTION NO. C -8530 WHEREAS, there has heretofore been filed with the City Commissioi
formal petitions requesting a public hearing for de- control of rental restrictions
within the. °.City of Yakima under and by virtue of the provisions of the Federal Housing
& Rent Act of 1947 as amended, and particularly Public Law 31 of the 81st Congress of
the United States; and
WHEREAS, the City Commission did on July 14, 1949 call a public
hearing as provided by said Housing & Rent Act of 1947 as amended, after due notice
given in the manner prescribed by said Public Law 31 of the 81st Congress of the United
States; and
WHEREAS, at said hearing evidence was propounded by all inter-
ested groups and parties, and the Commission having.duly considered all of the evidence
brought before it and having conducted an independent examination into the matter and
having duly considered the intent and purpose of the Congress of the United States as
expressed in said Public Law 31 of the 81st Congress and believing as a result of said
hearing and.such study and consideration that there no longer exists in the City of
Yakima such a shortage in rental housing accommodations as to require Federal rent con-
trol in the City of Yakima;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA:

Section 1. That there no longer exists such a shortage in
rental housing accommodations in the City of Yakima as to require Federal rent control
in the City of Yakima and that under the provisions of Public Law 31 of the 81st Con-
gress of the Uni.ted States said Federal rent control should be removed..
Section 2. The City (Clerk is hereby authorized and directed
to forthwith transmit a certified copy of this Resolution to the-Governor of the State
of Washington with a request for his approval of this Resolution, and she is further
authorized and directed, upon the return of said certified copy of this Resolution
approved by the-Governor of the State of Washington, to forthwith transmit the same to
the Housing Expediter as provided by said Public Law 31 of the 81st Congress of the
United States.
