July 11, 1949 The City Commission met in regular session, Mayor Buck and Commissioners Bishop. and Clarkpresent on roll call. The minutes of the regular meeting of Thursday, July 7, 1949 were approved as read. Moved by Bishop, seconded by Clark that this being the time for receiving bids or re- surfacing South Second Avenue in L.I.D. No. 671, the bid of the Columbia Asphalt Paving Co. in the sum of $19,461.40, being the only one received was awarded to it and the Mayor and City .Clerk authorized to execute a contract on behalf of the City of Yakima for doing said work: carried Buck, Bishop and Clark voting aye on roll call. Moved by Bishop, seconded by Buck that this being the time for receiving bids for the construction of a sewer in the Menjanker District L.I.D. No. 672, the following were received: Gallagher and Brandt $1353.00; G.G. Teskey $1368.00 and Larry DeBlasio $1227.00. The bid of Larry DeBlasio was accepted as the lowest and best bid and the Mayor and City Clerk authorized to execute a contract on behalf of the City of Yakima for doing said work: carried Buck, Bishop and Clark voting aye on roll call. Moved by (Clark, seconded by Bishop that the City Engineer having reported the completion of the Browne Avenue-Irrigation System in L.I.D. No. 650, said work is hereby completed and the City Engineer instructed to prepare an assessment for said district: carried Buck, Bishop and Clark voting aye on roll call. Moved by Buck, seconded by Bishop that this being the time for the hearing on Resolution No. C -845, providing for the construction of a Domestic Water System on 31st Avenue South and there being no objections in writing or otherwise to said improvement or any part thereof; It, is ordered that Ordinance No. B-�1U25, creating a local improvement for said work be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B- 1025, providing for the improvement of property in the City of Yakima, Washington, by the construction of a domestic water system, establishing a local im- provement district, providing for the method of payment therefor and creating a special fund. Moved by Clark, seconded by Bishop that the City Engineer having reported the completion of the improvement in L.I.D. No,. 660, and L.I.D. 655, respectively, being sidewalk jobs on South Eighth Street and North Ninth Street, said work is hereby accepted and the City Engineer instructed to prepare an assessment roll therefor: carried Buck, Bishop and Clark voting aye on roll call. Moved by Buck, seconded by Bishop treat the deed from School District No. 7 for a 25 foot strip on Logan Avenue from 4th Avenue South to 5th Avenue South, for right of way pur- pose, is hereby accepted and filed with the City Clerk: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -10269 providing for the vacation of that part of Fifth Avenue in the City of Yakima lying between the South boundary line of Viola Avenue and the North boundary line of Logan Avenue* Moved by Buck, seconded by Bishop that Ordinance No. B -1026, providing for the vacation of part of 5th Avenue between Viola and Logan be passed as read: carried Buck, Bishop and Clark voting aye on roll call. ORDINANCE NO. B -1027, amending Ordinance No. B -648 as amended, entitled "AN ORDINANCE providing for the licensing and regulation of certain mechanical devices commonly known as "Juke Boxes ", providing penalties for the violation hereof and fixing the effective date of this ordinance ", and declaring an emergency. Moved by Buck, seconded by Bishop that Ordinance No. B -1027 be passed as read: carried Buck, Bishop and Clark voting aye on roll call. RESOLUTION NO. C -850, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WN: That it is its intention to construct a domestic water system to serve all of the lots and tracts of land included within the following described district situated in Yakima County, Washington: Beginning at the intersection of 23rd Avenue South and Bonnie Doone Avenue; thence easterly along Bonnie Doone Avenue to a point midway between 22nd Avenue South and 23rd Avenue South; thence northerly and parallel with 23rd Avenue South to the southerly right of way line of the Naches and Cowiche Canal; thence northwesterly along said right of way line to the east line of the west half of the Southwest quarter of the Southwest quarter of the Southwest quarter of Section 26, Township 13 North, Range 18 E.W.M.; thence northerly along said east line to Maclaren Street; thence westerly along Maclaren Street to 24th Avenue South; thence southerly along 24th Avenue* South. to the southerly right of way line of the Naches and.Cowiche Canal; thence southeasterly along said right of way line to the east line of the West Half of the Southwest quarter of the Southwest quarter of the South- west quarter of said Section 26; thence southerly along said east line to Bonnie Doone Avenue; thence easterly to the point of beginning. Said imPrOVement to consist of the installation of the necessary mains, fire hydrants, valves and other appurtenances for the purpose of supplying water for domestic use, and to be constructed in full accordance with the plans and specifica- tions to be prepared by the City Engineer and filed with the City C1erk. 1 1 Fl�_ f � I July 11, 1949 All persons who may desire to object to said proposed improve- ment are hereby notified to appear and present such objection, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 :00 o'clock a.m., on Monday, the 8th day of August, 1949, which time and place are hereby fixed for the hearing on all matters re- lating to the said proposed improvement, or objections thereto, and for determining the method of payment therefor; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement.. The cost and expense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, inspection, pub- . lication of notices and all other expenses incident thereto shall be borne by and assessed against all of the property legally and properly assessable therefor, as pro- vided by law and,as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to-be by him submitted. The report of the City Engineer recommending that a storm sewer be constructed beginning at 16th Avenue South and Lenox Avenue, thence west along Lenox Avenue to 23rd Avenue; thence north along 23rd Avenue to Bonnie Doon Avenue; thence west on Bonnie Doon Avenue to 27th Avenue; thence north along 27th Avenue to Arlington Avenue; thence west along Arlington Avenue to its intersection with the.County Drain, is estimated to cost $9, 268.20. An.additional line running south from Bonnie Doon to the low point on 27th Avenue and one extending west on Bonnie Doon and south on 28th Avenue to the low point in this street, would cost an additional $1,269.00, making a total of $10, 537.20. This is an estimate of the cost of construction and does not allow anything for overhead, is hereby accepted and the City Clerk instructed to give notice to contractors for,doing said work.-Said bids to be received on Monday, July 25, 1949, at 10 o'clock a..m: Moved by Buck, seconded by Bishop that we do now adjourn to meet Friday, July 15, 1949, at 2 o1clock p.m: carried Buck, Bishop and Clark voting aye on roll call. ADJOURNED MEETING, FRIDAY, JULY 15, 1949 The City'Commission met pursuant to adjournment, Mayor Buck and ,Commissioners Bishop and Clark present on roll call. Moved by Bishop, seconded by Clark that Resolution No. C -851 be adopted as read: carried Buck, Bishop and Clark voting aye on roll call. RESOLUTION NO. C -851, BE IT RESOLVED BY THE :CITY COMMISSION OF THE CITY OF YAKIMA, WN; Section 1. That surplus funds in the amount.-of $6996187 now being °held.in the-Cemetery Suspense Fund be and the same hereby "are transferred to the Cemetery Fund, and the City Treasurer is hereby authorized and directed to draw the necessary checks or warrants to effect such transfer.
