The City Commission met in regular session, Mayor Buck and Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, February 28, 1949, were approved as read,
Moved by Clark,, seconded by Bishop that this being the time for receiving bids on two
cars for the Police Dept., the following were received: Burrows Motor Co.,$2518.20
including trade -in of one 1946 Tudor',car of $800.00; Cheshire Motors, One Pontiac
Streamliner $2019.00 and One Pontiac Chiefton $2040.00, trade -in $500.00; Cormier
Chevrolet Co., Two 1949 'Chevrolet sedans $2915.00. The bid of Burrows Motor Co,. was
accepted as the lowest and best bid: carried.Buck, Bishop and Clark voting aye on roll
call.
ORDINANCE NO. B -983, fixing the time of delinquency of installments-of assessments
levied for the payment of the cost of the improvement in Local Improvement District Yo.
608, and providing for the issuance of bonds with coupons attached for the payment of
the unpaid portion thereof.
Moved by Clark, seconded by Buck that Ordinance No. B -983 be passed as read: carried
Buck, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -9841 fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No.
626, and providing for the issuance of bonds with coupons. attached for the payment of
the unpaid portion thereof,

Buck, Bishop and ,Clark voting aye on roll call.
ORMINANCE NO. B -985, fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District No:
628, and providing for the issuance of bonds with coupons attached for the payment of
the unpaid portion thereof.
Moved by Clark, seconded by Buck that Ordinance No. 8 -985 be passed as read: carried
Buck, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -9861 amending Ordinance No. B -99 entitled: "AN ORDINANCE relating to
and regulating plumbing, drainage and gas fitting in the City.of Yakima, providing for
the enforcement thereof, providing penalties for violation, and repealing Ordinances
No. A -810, A-699,-A-642, A -641, A -387, A -367, A -.124, and all other ordinances and parts
of ordinances in conflict therewith," and declaring an emergency.
Moved by Buck, seconded by Clark that Ordinance No. B -986 be passed as read: carried
Buck, Bishop and ',Clark voting aye on roll call.
ORDINANCE NO. B -987, repealing Ordinance No, B -975, which said Ordinance amended Sec-
tion 6 of Ordinance No. B -239 entitled: "AN ORDINANCE relating to health and sanitation
providing for and regulating the collection and disposal of garbage, refuse and dead
animals in the` City of Yakima; regulating the operation of the City Dump and the 'City
Incinerator; providing penalties for the violation hereof; repealing Ordinance No. A -619
and Section 103 of Ordinance No. A -205, and all other Ordinances and parts of Ordinances
in conflict herewith ".
Moved by Bishop, seconded by Clark that Ordinance No. B -987 be passed as read: carried
Bishop and iClark voting aye on roll call. Buck voting no.
ORDINANCE NO. B -988, amending Ordinance No. B -533 entitled: "An Ordinance relating to
animals or fowls at large, or found, in the City of, Yakima, contrary to any ordinance
of the City of Yakima; providing for the taking up, impounding, keeping, and disposition
of such animals or fowls, fixing the charges therefor and the disposition of money re-
ceived in connection therewith; providing for a ,City Pound and the maintenance thereof
by the Yakima County Humane Society; _,appointing a Poundmaster under Ordinance No. A -268
as amended by Ordinance No. B -327, and providing for payment and compensation to the
said society, and declaring an emergency."
Moved by Buck, seconded by Clark that Ordinance No. B -988 be passed as read: carried
Buck, Bishop and !Clark voting aye on roll call.
ORDINANCE NO. B -989; providing for classifying and licensing, for regulation and
revenue, the location, operation and control of amusement devices commonly known as
"Pinball machines" and other devices and games for use by the public; providing penaltie,
for the violation :hereof; repealing ordinance No. B* -642 and all other ordinances in con-
flict herewith, and fixing the effective date of this ordinance.
Moved by Buck, seconded by Clark that Ordinance No. B -989 be passed as read: carried
Buck and Clark voting aye on roll call. Bishop voting no.
RESOLUTION NO. C-819.9 BE IT RESOLVED BY THE CITY OF YAKIMA, WASHINGTON:
That it is its intention to construct a domestic water system
to serve all of the lots and tracts of land included within the following described dis-
trict situated in Yakima County, Washington:
Lots 1 to 12, inclusive,
Addition; also the E2 of
East and the West 2 of
East 2 of the SVV-! of the
Township 13 North, Range
of Village Heights
the West � of the
the East 2 of the
NWT of Section 23,
18 E.W.M,
Said improvement to consist of the installation of the necessary
mains, fire hydrants, valves and other appurtenances for the purpose of supplying water
for domestic use, and to be constructed in full accordance with the plans and specifi-
cations to be prepared by the City .Engineer and filed with the,City rClerk.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objection, if any, at a meeting of the

City Commission, to be held at its office in the City Hall in the City of Yakima,
Yakima Oounty, Washington, at the hour of 10 :00 o'clock A.M., on Monday, the 28th day
of March, 1949, which time and place are hereby fixed for the hearing on all matters
relating to the said proposed improvement, or objections thereto, and for determining
the method of payment therefor; and the City Clerk is hereby directed to give due
notice of said hearing and.of the intention to make the aforesaid improvement.
The cost and expense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying, advertising, inspection,
publication of notices and all other expenses incident thereto shall be borne by and
assessed against all of the property legally and properly assessable therefor, as pro-
vided by law and as above described; and the City Engineer is hereby directed to sub-
mit to the 'City Commission at or prior to the date fixed herein for said hearing, all
of the data and other information required by "law to be by him submitted.
ADOPTED BY THE CITY (COMMISSION this 7th day of March, 1949.

Moved by Clark, seconded by Buck that Resolution No. C -819 be *adopted as read: carried

RESOLUTION NO. C -820, WHEREAS the City of Yakima, Washington, under date of September
6, 1938, entered into a contract with the United States of America, which contract.
provided for the delivery by the,United States to the City of 3,000 acre -feet of water
from the Naches River, and
WHEREAS the purchase price of the said water was 30,000.00,
all of which has been paid for by the Irrigation Fund of the City of Yakima, and
WHEREAS it is deemed for the best interests of the City to
transfer one -half of the water acquired under said contract to the Water Department of
the City of Yakima.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA, WASHINGTON:
That the ,City Treasurer be and is hereby authorized and directed
to transfer the sum of $15,000.00 from the Water Department of the City to the Irriga-
tion Fund of the .City, and that in consideration of said payment an undivided one -half
interest in and to the said contract and the water included therein is hereby trans-
ferred to the Water Department of the City of Yakima.
