Coom bs, Larson.and Oliver, City Manager, Allison and City Attorney Arntson present on roll call. Mayor Bostic called out of town on an emergency. Invocation was given by Jack Larson. The minutes of the regular meeting of February 10, 1960; were approved as read. This being the time for the hearing on the assessment roll for L.I.D. No. 878, being Kern Addition Sewer District and there being no protests in writing or otherwise, it wa.s MOVED by Coombs, seconded by Burns that Ordinance No. 86 confirming said assessment roll and every part thereof, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 86, AN ORDINANCE confirming the assessment roll covering Local Improvemen District No. 878 as created and established by Ordinance No. 26 of the Ordinances of the City of Yakima. In accordance with action taken by the Council at a regular meeting of February 10, 196 it was MOVED by Barber, seconded by Coombs, that Ordinance No. 87 accepting the recom- mendation of the Planning Commission for the rezone of certain property between A and C streets on North 5th Avenue from R -3 to B -3 all in accordance with Petition No. 27 as filed by John E. Scheckler and others, be passed as read: carried, Barber, Burns, C Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 87, AN ORDINANCE accepting the recommendation of the Planning Commission for the rezone of certain property located on North 5th Avenue. A petition, being petition No'. 30, praying for the vacation of an alley in Block 370 in the Capitol Addition of North Yakima, orthe alley adjacent -to Aves Millwork Co., having been duly filed by Paul A. Cook for Frank Stubbs and E. S. Prentice, it was MOVED by Larson, seconded by Burns that said petition be referred to the City Manager for recommendation: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. Moved by Burns, seconded by Barber that Ordinance No. 88, authorizing the issuance of a perpetual care agreement to Lawrence H. Morris covering Graves 1, 2, 3, 4 and 5 in the NW4 of Block 283, Section C and Graves 1, 2, and 5 in the NE4 of Block 283, Section C,;: be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call Bostic absent ORDINANCE NO. 88, AN ORDINANCE authorizing the issuance of a perpetual care receipt and agreement for certain-graves in Tahoma Cemetery in exchange for certain other graves therein, and directing the City Treasurer to transfer funds from the Cemetery. Fund to the Cemetery Trust Fund and declaring an emergency. Moved by Coombs, seconded by Larson that Ordinance No. 89 fixing the time.of delinquency and prescribing the form of bonds for L.I.D. No. 876, or the Swan Tracts and North 37th Avenue Surfacing District, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 8% AN ORDINANCE. fixing the time of delinquency of inns tallments of assess- ments levied for the payment of the cost of the improvement in Local Improvement District No. 876, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Oliver, seconded by Coombs that Resolution No. H -101 authorizing the execution of a lease for the rental of a city owned building located at 125 North 2nd Street to Irvin W. Lane, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. RESOLUTION NO. D -1011 A RESOLUTION authorizing the City Manager and City Clerk to exe- cute a lease for the west 40 feet of the building located on Lots 23 and 24 in, Block 49 of the Town of North Yakima, now Yakima, Washington to Irvin W. Lane. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Manager and City Clerk of the City of Yakima are hereby authorized and directed to execute on the behalf of said City an agreement leasing the westerly 40 feet of the building situated on Lots 23 and-24 in Block 49 of the Town of North Yakima, now Yakima, Washington to Irvin W. Lane, a-copy of which said Lease Agreement is hereto attached and by this reference made a part hereof. ADOPTED BY THE. CITY COUNCIL this 17th day of February, 1960. ATTEST: J. A. ROBINSON,JR City Clerk Mayor pro tem City Manager Allison having read a letter inviting Police Chief Oscar Soderstrom to attend the F.B.I., Academy in Washington D.C. for three months schooling, beginning March 21, 1960, and the City Manager recommending this action, it was MOVED by Coombs, seconded by Burns that Chief Soderstrom be allowed to attend thb_:F.B.I.School with expenses paid: carried, Barber, Burns, Coombs, Larson, Oliver- and Robinson voting aye by voice vote. Bostic absent. Other matters discussed by the Manager with the City Council but no formal action taken, was the Liability Insurance Coverage for the Airport, the changing of speed limits on certain streets and avenues in the City of Yakima, the breaking up of streets due to winter freezing and thawing and the cost of maintenance of streets in Yakima. There being no further business to come before the Council, it was MOVED by Larson, s seconded by Barber that we do now adjourn at the hour of 4:35P.M: •carried, Barber, Burns, Coombs, Larson, Oliver and Robinson, voting aye by voice vote.
