JANUARY 20, 1960
The City Council met in regular session, Mayor Bostic, Councilman Barber, Burns, Larson
and Oliver, City Manager Allison and City Attorney Arntson present on roll call.
Councilman Coombs and Robinson absent.
The invocation was given by Councilman Larson.
The minutes of the regular meeting of.January 13, 1960, were approved as read.
This being the time fixed by the Council to set as a Board of Equalization and adjust
the assessment roll for L.I.D. No. 870, being Kenny Drive and Various Street Paving
District, said adjustment being deemed necessary after due hearing on December 6, 1959
and continuation of hearings to this date, on the protest duly filed by the Summitview
Assembly of God Church, it was MOVED by Burns, seconded by Oliver that Ordinance No. 76
deleting Parcels No. 10, 11 and 14 from said assessment roll and confirming the balance
of said roll, be passed as read:- carried, Barber, Bostic, Burns, Larson and .Oliver
voting aye on roll call. Coombs and Robinson absent.
ORDINANCE NO. 76, AN ORDINANCE deleting Parcels No. 10, 11 and 14 from the assessment
covering Local Improvement District No. $70 as created by Ordinance No. B -2287 of the
Ordinances of the-City of Yakima, and confirming the balance of said assessment roll.
This being the time fixed for the hearing on Petition No. 25, which was duly filed by
Russell 0. Price and others,requesting the vacation of certain property located on
Lincoln Avenue between Crescent-Hill Drive and Price Acre Tract, and there being no
protests in writing or otherwise to said petition, it was MOVED by Larson,seconded by
Barber that-Ordinance No. 77 providing for the vacation of said property and reserving
all necessary easements and rights of way for installation and maintenance of any and
all water mains, sewers or utilities of any kind which now exist or the City may here-
after desire to construct thereon, be passed as read: carried, Barber, Bostic, Burns,
Larson and Oliver voting aye on roll call. Coombs and Robinson absent.
ORDINANCE NO., 77, AN ORDINANCE providing for the vacation of that portion of Lincoln
Avenue described as follows, to -wit: Beginning 1258.0 feet South and 20 feet East of
the NW corner NEr,: Section 22, Township 13 North, Range 18, E.W.M.; thence East 186.1
feet; thence South 16.7 feet; thence West 186.1 feet; thence North 16.7 feet to point
of beginning. Also, beginning 1258.0 feet South and 231.1 feet East of the NW corner
NEB, Section 22, Township 13 North, Range 18, E.W.M.; thence East 291.0 feet; thence
South 16.7 feet; thence West 291.0 feet; thence North 16.7 feetto the point of beginni
Notices of Appeal from the decision of the City Planning Commission, having been duly
filed by Gottlieb Hein and others and Lyle V. Washburn and Harriet Washburn, in con-
nection with Petitions No. 22 and 23, requesting the rezone of certain properties, it
was MOVED by Burns, seconded by Barber that the City Clerk obtain from the Planning
Commission, complete records and maps on these two cases, for the Council and that
the date of February 3, 1960 be fixed for the date of hearing on said matters: carried,
Barber, Bostic, Burns, Larson and Oliver voting aye by voice vote. Coombs and Robinson
absent.
Moved by Barber, seconded by Oliver that Ordinance No. 78 repealing Ordinance No. 33
and dissolving Local Improvement District No. $$1, being the Holliday Motel Alley
Paving District, be passed as read: carried, Barber, Bostic, Burns, Larson and Oliver
voting aye on roll call. Coombs and Robinson absent.
ORDINANCE N0. 7$, AN ORDINANCE repealing Ordinance No. 33 and dissolving Local Improve-
ment District No. $$1.
Moved by'Burns, seconded by Larson that Ordinance No. 79 establishing rates of pay for
hourly men for the calendar year 1960, be passed as read: carried, Barber, Bostic,
Burns, Larson and Oliver voting aye on roll call. Coombs and Robinson absent.
ORDINANCE NO. 792; AN ORDINANCE establishing rates of pay for hourly men for the cal-
endar year 1960 and declaring an emergency.
Moved by Barber, seconded by Oliver that Resolution No. D -90 authorizing the transfer
of funds within the 1959 Budget of the Airport and Municipal Garbage Funds, be passed
as read: carried, Barber, Bostic, Burns, Larson and Oliver voting aye on roll call.
Coombs and Robinson absent.
RESOLUTION NO. D -90, A RESOLUTION authorizing the transfer of funds within the 1959
appropriation for Maintenance and Operation for 30 - Airport and 40 - Municipal Garbage.
WHEREAS, a surplus exists in some accounts of the Maintenance
and Operation classification of the Airport and Municipal Garbage, and

WHEREAS, it is necessary that funds be transferred to certain
other accounts of the Maintenance and Operation Classification of the Departments of
Airport and Municipal Garbage, and
WHEREAS, such additional amounts could not have been reasonably
foreseen at the time of the adoption of the 1959 Budget, and the action contemplated
herein is authorized by R.C.W. 35.33.120, now,therefore,
BE IT RESOLVED -BY THE CITY COUNCIL OF -THE CITY OF.YAKIMA:
Section 1. That transfers be made from accounts with a surplus
balance to deficit accounts; the classification, departments, accounts and specific
amounts being as follows:

Lessee's Interest in Airport Fixed Base Operator's Lease from Economy Helicopters to

RESOLUTION NO. D -911 A RESOLUTION CONSENTING TO ASSIGNP�TNT OF LESSEE'S interest in
Airport Fixed Base Operators' Lease from Economy Helicopters to Donald A. Larson.
WHEREAS, Carl Brady, Joseph C. Scaman and Donald A. Larson, d /b /a
Economy Helicopters are the assignees of that certain lease entered into between the
City of Yakima as Lessor and Frank Wadman as Lessee, and
WHEREAS, the said Carl Brady, Joseph C. Scaman and Donald A.
Larson, d /b /a Economy Helicopters, have assigned all of their right, title and, interest
in and to said lease and the said business conducted on daid premises, and the City
Council deems it in the best interest of the people of the City of Yakima'to consent to
such assignment, now., therefore,
BE IT RESOLVED BY'THE CITY COUNCIL OF THE CITY OF YAKIMA.:
That the City of Yakima hereby consents to the assignment of the
Airport Fixed Base Operatorst Lease hereinbefore described, from Carl Brady, Joseph C.
Scaman and Donald A. Larson, d /b /a Economy Helicopters, to Donald A. Larson, and the
City manager and the City Clerk of the City of Yakima are hereby authorized and directed
to execute the consent of the City of Yakima to such assignment, a copy of which is
hereto attached and by this reference made a part hereof.

Mrs. Leon M. Hoff, Legislative Chairman of the Nob Hill PTA, in a letter to the City
Manager, having requested. time on the agenda of this meeting and having explained such
actions as have been taken and are being taken to place the matter of a fluoridation
measure on the March 8th City General Election Ballot, in said letter, and representa-
tives of Yakima School District_ #7 Council of Parents and Teachers, Y.W.C.A., Yakima
Dental Society, American Legion, Central Labor Council, Health Office and other groups
being present, all persons interested in this matter were given time to speak for such
action. The Council believing the General Election in March to be the best time to
place such a. matter on the ballot, since the cost will be less than if the issue were
submitted to the electorate at a special election and stressing that this is a non -
discretionary matter fdr the Council, it was MOVED by Barber, seconded by Oliver that
the City Attorney be and is hereby authorized and instructed to prepare the Ordinanc e
authorizing the issue to be placed on the ballot and prescribing the form of ballot:
carried, Barber, Bostic, Burns, Larson and Oliver voting aye by voice vote. Coombs,
and Robinson absent.
Manager Allison announced that the County Commissioners have called a meeting for
January 21, 1960, to be attended by delegates from all cities and towns in the! County,
to consider regulatory measures for the use of Fireworks and further stated that the
Fire Chief and Police Chief would be the delegates for the City of Yakima.
Manager Allison requesting permission to attend a meeting of Northwest Managers which
is to be held in Salem Oregon, February 24, through the 27 °, 1960, it was MOVED by Barber
seconded by Oliver that Manager Allison be allowed to attend said meeting with expenses
paid: carried, Barber, Bostic, Burns, Larson and Oliver voting aye by voice vote.
Coombs and Robinson absent.
Manager Allison also explained to the Council that an operational plan for Civil Defense
in the City of Yakima, must be adopted in order that we may continue to participate in
the purchase of surplus properties. No formal action was taken on this matter.
There being no further business to come before the Council, it was MOVED by Larson,
seconded by Oliver that we do now adjourn at the hour of'4 :30; carried, Barber, Bostic,
Burns, Larson and Oliver voting aye by voice vote.
