The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews present on roll call. No City Attorney present.
The minutes of the regular meeting" of May 28, 1958 were .approved as read:
This being the time for the hearing on Resolution No. C -1584, being a resolution of in-
tention to improve Elm Street from North lst Avenue to 233.1 feet west of North First
Avenue by'- siurfacing' w.,ith_- asphaltic concrete andl�thererbeing no protests in writing or
otherwise, it was MOVED by Mathews, seconded by Schutt that Ordinance No. B -2176 creating
a local improvement district be: passed as read: carried, Alderson, Schutt and Mathews
voting aye on roll call. I
ORDINANCE NO. B -2176, AN ORDINANCE providing for the improvement of certain property
by grading, ballasting, surfacing with asphaltic concrete, and together with the necess
drainage features; establishing a Local Improvement District, providing for the method
of payment thereof, and creating a special fund.
This being the time for the hearing on the assessment roll for local improvement district
No. 857, being the Revised Swan Tract and 29th Avenue Irrigation District and there being'
no protests in wri=ting or otherwise, it was MOVED by Mathews, seconded by Schutt that
Ordinance No. B -2177 confirming all and every part thereof, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2177, All-']ORDINANCE confirming the assessment roll covering Local
Improvement District No. 857 as created and established by Ordinance No: B -2066 of tAe
Ordinances of the City of Yakima.
This being the time for the receiving bids for the lease of city owned property by the
City of akima, said property being 94 acres in the vicinity of the sewerage disposal
plant in-Sections 28 and 29, Township 13, Range'19, and the bid of Ed,King d /b /a Sanford
and King in the amount of $25.00 per month on a month to month tenancy, being the only
bid received, it was MOVED by Mathews, seconded by Schutt that said bid be taken under
advisement: carried, Alderson, Schutt and k`ath.ews voting aye on roll call.
The City Engineer reporting the following monthly estimiates for payment for work performed
on city projects during the month of May, 1958,

it was MOVED by Mathews, seconded by Schutt that the work be accepted and the City Clerk
be and is hereby authorized to issue the necessary warrants in payment of said estimates:

Moved by Mathews, seconded by Schutt that Resolution No. 01595 authorizing the construc-
tion,of a sanitary sewer extension on South 39th Avenue without calling for bids, be
passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -15951 A RESOLUTION authorizing construction of a sanitary sewer exten-
sion without calling for bids,
WHEREAS, for the construction of a street improvement on South
39th Avenue it was necessary to obtain certain right of way, and
WHEREAS, a septic tank drainfield existed within said right of
way, and
WHEREAS, it is necessary to immediately provide for the disposal
of such liquid wastes as were formerly served by said drainfield, and
WHEREAS, the construction of a sanitary sewer along West Chestnut
Avenue a distance of approximately 535'.will best provide for said disposal, and
WHEREAS, said sanitary sewer will serve additional properties in
the future, and
WHEREAS, such sewer extensions are authorized by Ordinance No.
B -19220 and
WHEREAS, informal quotations have been received for said con-
struction,
NOW,. THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA;
Section 1. That N. L. Kimball is hereby authorized to construct
approximately 535 lineal feet of rubber gasket sewer pipe 8" and 6" in diameter, together
with the necessary appurtenances, all according to the standard. specifications of the
City of Yakima and in accordance with directions of the City Engineer.
Section 2. Total cost of,said construction shall not exceed
1500.00,, payment to be made from the Water -Sewer Fund - Sewer Extensions Account.
Section 3. That an emergency is hereby declared to exist making
necessary the immediate construction of said sewer.

Policy of the City Commission regarding extension of employment beyond the retirement

age of 65 to be that no extension of time be made unless a request -.s made by the
department head of the employee concerned, setting forth definite and compelling reasons
as to why the extension is necessary, be passed as read: carried, Alderson, Schutt and
Mathews voting-aye on roll call.
RESOLUTION NO. C -1596, A RESOLUTION stating the general policy of the City Commission
of the City of Yakima regarding extension of service beyond the age of 65.
WHEREAS from time to time requests for extension of employment
beyond the retirement age of 65 come to the attention of the City Commission, and
WHEREAS the City Commission desires to consider these extentions
as objectively as possible, and
WHEREAS Social Security and Statewide City Employees Retirement
will be available to those retiring, and
WHEREAS, it is the general policy of the Commission not to ex-
tend the employment beyond the retirement age,
NOW THEREFORE,,BE IT RESOLVED BY THE CITY COMMISSION OF THE
CI`1'Y OF YAKIMA,
That no extension of time beyond the 65 year retirement be
made unless a request is made by the department head of the employee concerned, setting
forth definite and compelling reasons as to why the extension is necessary for-the best
interests of the city.

Moved by Mathews, seconded by- Schutt that Resolution No. C -1597 directing the City
Engineer to prepare a comprehensive drainage plan for the City of Yakima be passed as
read: carried, Alderson Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1597, A RESOLUTION regarding the, preparation of A comprehensive drain -
age plan -in certain. areas of the City of akima.
WHEREAS, during the past two years numerous complaints have
been made to the City of al�ima regarding personal inconvenience and property damage
resulting from storm drainage runoff in the western part of the city, and
WHEREAS, the problem will become greater as the area develops,
THEREFORE, BE IT RESOLVED BY THE CITY COMMISSI0N OF THE CITY
OF YAKIMA:
That the City Engineer be directed to prepare a comprehensive
drainage plan for the affected areas, and to begin work immediately on the plans and
specifications for storm drains in the two most critical areas as described in the
Engineer's Report "Storm Sewer Problems" dated. January, 1958.

and the City Clerk be and is hereby authorized to advertise for bids when and at such
time as the City En.gin.eer so orders: carried, Alderson, Schutt and Mathews voting aye
on roll call.
