The minutes of the regular.meeting of May 6, 1957 were approved as read. The City Attorney having been instructed to rewrite the Ordinance creating L.I.D. No.853, being the South Front Street, Logan Avenue and Petzel Avenue curb, gutter and surfacing district, to delete Group "All Lincoln and Sunset Avenue portion, since more than 60% protests were filed on this part of the district, and the corrected ordinance being Ordinance No. B -2023, having been read by the Clerk, it was moved by Mathews, seconded by Alderson that said Ordinance be passed as read: carried, Alderson, Schutt and Mathews voting aye on-roll call. ORDINANCE NO. B -2023. AN ORDINANCE providing for the improvement of certain property by grading, ballasting, surfacing, constructing concrete curbs and gutters, establishing • Local Improvement District, providing for the method of payment thereof, and creating • special fund. This being the time for the second reading of Ordinance No. B -2024 creating the position of "Administrative Assistant to the Planning Director" and 'appropriating $2120.00 for the payment of salary for said assistant for the balance of 1957, it was moved by Mathews, seconded by Alderson that said Ordinance be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B- 2024. AN ORDINANCE creating the position of . "Administrative Assistant to the Planning Director" and providing for the expenditure of funds not provided for in the 1957 Budget for the payment of the salary for said Administrative Assistant and declaring an emergency. Bids having been received on Monday May 6, 1957 for the purchase of a 1/2 Ton truck for the Irrigation Department, said bids to include certified check, bid bond or -cash, it was moved by Mathews and seconded by Schutt that said bids be and are hereby rejected since they did not include certified check, bid bond or cash and the City Clerk is hereby instructed to readvertise for bids to be submitted on or before the hour of 10:00 o'clock A. M. on Monday, May 27, 1957, and that certified check, bid bond or cash be omitted from 'the advertisement upon advice of the City Attorney: carried, Alderson, Schutt and Mathews voting aye on roll call. This being the time for receiving bids for visible pocket type index equipment for the City Clerk's office the following was the only bid received: Remington Rand Imperial Kardex #C1764 - 17 tray -1275 pockets per cabinet Capacity of four - 5100 Price $1068.00 Remington Rand Standard Kardex #B6415 - 15 tray -1005 pockets per cabinet Capacity of five- 5025 Price $1013.75 said bid was referred to the City Clerk for recommendation: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Resolution No. C -1470 authorizing the Mayor and City Clerk to have prepared and submit an application for a Federal Grant for the construction of an Industrial Wastes Disposal system and other improvements to the Yakima Sewage Treatment Plant in accordance with the Water Pollution Control Act, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1470. A RESOLUTION authorizing the appropriate City officials of the City of Yakima to prepare and submit an application for a Federal Grant for the construction of an Industrial Wastes Disposal system and other improvements to the Yakima Sewage Treatment Plant. WHEREAS, the City of Yakima recognizes its responsibility to abate the pollution and contamination of the Yakima River; and WHEREAS, Federal assistance is'available under Public Law 660 - 84th Congress for such projects; NOW,THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE .CITY OF YAKIMA: Section 1. That the Mayor of the City of Yakima be, and he is hereby, authorized on behalf of the City of Yakima to have prepared and submit an application for Federal Grant as set forth, in the Water Pollution Control Act (33 U.S.C. 466 -466 j) for the construction of an Industrial Wastes disposal system and other improvements to the Yakima Sewage Treatment Plant. SMITH City Clerk ( S E A L ) JOE K.ALDERSON Mayor The Petition of George Keller,.and others, for the annexation of certain specific property in the City of Yakima, same being contiguous to the present boundaries of the City having been filed, it was moved by Mathews, seconded by Alderson that the City Clerk be and is hereby instructed to post notice of public hearing in three public places within the territory, being proposed for annexation, fixing the time and place of hearing as Monday, the 27th day of May, 1957 at the hour of 10 o'clock A.M. at the City Hall: carried, Alderson, Schutt and Mathews voting aye on roll call. 223 224 MAY 13, 1957 The Petition of Mrs. Anne G. Ulrich, and others, for the annexation of certain specific property in the City of Yakima, same being contiguous to the present boundaries of the City having been filed, it was moved by Mathews, seconded by Alderson that the City Clerk be and is hereby instructed to post notice of public hearing in three public: places within the territory being proposed for annexation fixing the time and place of hearing as Monday, the 27th day of May, 1957 at the hour of l0 o'clock A.M.- at the City Hall: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Resolution No. C -1471 being a Resolution of intention to improve portions of 40th Avenue South, Arlington Avenue and 41st Avenue by grading, ballasting, surfacing with asphaltic concrete and constructing concrete curbs and gutters and fixing the time for hearing at the hour of 10:00 A.M. on Monday, the 3rd day of June, 1957, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1471. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the following streets by grading, ballasting, surfacing with asphaltic concrete and constructing concrete curbs and gutters, together with the necessary drainage features: That portion of 40th Avenue South lying within the City between Tieton Drive and Arlington Avenue, Arlington Avenue from 40th Avenue South to 44th Avenue South, 41st Avenue South from Arlington Avenue to Nob Hill Boulevard. The proposed Local Improvement District is to embrace all property adjacent to the above - mentioned improvements which are subject to assessment. All persons who may desire to object to said proposed improvements are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10:00 o'clock a.m., on Monday, the 3rd day of June, 1957, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvements or objections thereto, and for determining the method of payment for said improvements; and the City Clerk is hereby directed to.give due notice of said hearings and of the intention to make the aforesaid improvements. All costs and expenses in connection with the construction, of said improvement, including the engineering, inspecting, advertising, publication, of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and said City shall not be liable,in any manner fvr any portion of said costs and expenses of said improvement, with the exception that on streets adjacent to the Wilson- Eisenhower School, the City shall bear the cost in excess of that required to construct standard 32 -foot residential streets; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted; all of said improvements to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. RESOLUTION NO. C -1472. A RESOLUTION authorizing the appropriate City officials of the City of Yakima to prepare and submit an application for interest -free advances of Federal funds for the purpose of making a ground water supply investigation for the City of Yakima. WHEREAS, the City of Yakima recognizes the need for an economic and adequate supply of water; and WHEREAS, Federal assistance is available through interest - -free loans as authorized under Public Law 560 83 Congress, as amended, to make such investi- gations and studies as are necessary to insure such a supply; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: Section 1. That the Mayor and the City Clerk be, and he is hereby authorized on behalf of the City of Yakima to have prepared and submit an application for interest -free advances of Federal Funds for the purpose of making a ground water supply survey for the City of Yakima. day of May, 1957. ALDERSON }.Mayor P 1 1 J 225 1 MAY 13, 1957 Moved by Mathews, seconded by Schutt that Resolution No. C -1473 providing for the transfer of $392.55 in the Current Expense-1957 Budget for the City Garage, from Gas Pump appropriation to Tools & Equipment appropriation, said Resolution being in accordance with the Minutes of April 29th, 1957, with regards to the purchase of a gas pump and compressor for the Garage, be passed as. read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION 'NO. C.-1473. A RESOLUTION providing for the transfer of funds within the Garage Department Budget. WHEREAS, a shortage exists in the Tools and Equipment appropriation of the Capital Outlay category of the Garage Department of the Current Expense Fund of the 1957 Budget, while there exists .a surplus of funds in'the Gas Pump appropriation of said category, and WHEREAS, the City Commission deems it in the best interests of the City to make certain transfers within said Garage Department appropriation; and R.C.W. 35.33.1209 WHEREAS, the action contemplated herein is authorized by NOW, THEREFORE , BE IT RESOLVED BY THE CITY COP24ISSION OF THE CITY OF YAKIMA: Section 1. That $392.55 be and it is hereby transferred from the Tools and Equipment appropriation to the Gas Pump appropriation, all within the Capital Outlay category of the Garage Department of the Current Expense Fund of the 1957 Budget, and the City Treasurer is hereby authorized, directed and empowered to make the aforementioned transfer within said fund. "; increasing the rate of tax levied upon the gross revenues of the combined water and sewer departments.
