The minutes of the regular meeting of October 22, 1956 were approved as read. Moved by Mathews, seconded by Schutt that Resolution No. C -1425 awarding the contract for repairing roofs on the Old City Hall and on the Water Department Warehouse, be passes as read: carried, Behnke, Mathews and Schutt voting aye on roll call. RESOLUTION NO. C -14251 A RESOLUTION authorizing the. award of contract for repairing roofs on the Old City Hall and on the Water Department.Warehouse, said work to exceed $500.00 in cost. WHEREAS, it is now necessary to repair the roofs on the.Old City Hall on North Front Street and on the Water Department Warehouse before winter weather makes such'repair impractical, and WHEREAS., bids - both formal and informal - have been received for doing such work,and all Contractors were given an opportunity to bid on such work, and WHEREAS, the bids for doing comparable jobs on each structure were as follows: OLD CITY HALL Bid of - Petersons Roofing Co. $857.98 Incl. tax Bid of - Yakima Valley RoTile. 855.34 Incl. tax WATER DEPT. WAREHOUSE Bid of - Petersons Roofing Co., $244.75 incl. tax Bid of - .Yakima Valley RoTile 375.66 Incl. tax WHEREAS, an emergency exists, now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the Yakima Valley RoTile firm be hired to repair the Old City Hall roof as per their bid proposal and that Petersons Roofing Company be hired to repair the Water Department Warehouse roof as per their bid proposal. time limit involved. B -1947, AN ORDINANCE providing for the improvement of certain property by grading, ballasting, surfacing, constructing concrete curbs and gutters, establishing • Local Improvement District, providing for the method of payment thereof, and creating • special fund. The hearing on Resolution No. C -1416 providing for the vacation of an alley lying between Lot 5, Block 17, ELBERTA ADDITION and Lot 12 EDSONS ADDITION in Yakima, having been continued to this date and the.City Engineer recommending.the vacation of same it was MOVED by Mathews, seconded by Schutt that Ordinance No. B -1948 providing for laid vacation be passed as read: carried, Behnke, Schutt and',Mathews voting aye on roll call. ORDINANCE NO. B -19482 AN ORDINANCE providing for the vacation of an alley in the city of Yakima mentioned and described'as follows, to -tit: The Alley lying between Lot 5, Block 17, ELBERTA ADDITION to Yakima, and Lot 122 EDSONS ADDITION in Yakima, Yakima County, Washington. Moved by Mathews, seconded by Behnke that Ordinance No. B -1949, which amends subsection "(g)" of Ordinance No. B -1811 relating to zoning, be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -1949, AN ORDINANCE amending Ordinance B -1811 relating to zoning. ORDINANCE NO. B -1950, AN ORDINANCE rezoning certain. specific property situate in-the City of Yakima, County, of Yakima, Washington. The Superintendent of the Irrigation Department having requested transfer of funds with- in the 1956 budget, "it was MOVED by Mathews, seconded by Schutt that said transfers be allowed.and that Resolution No. C -1426 setting forth said transfers be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -14269 A RESOLUTION providing for the transfer of funds in the irrigation department budget for 1956 from "Purchase 'of water stock" and from "Truck replacement" to "New structures" in the "Capital Outlay" accounts; and to transfer funds from "Electric Power" to "Material and Supplies ", and to transfer funds from "Retirement Fund" and from "Industrial Insurance and Medical Aid" and from "Water Assessment and Storage" to "Nelson Bridge Dam Repair" in "Maintenance and Operation" accounts; all for municipal purposes. 157 19 X158 0 L_ OCTOBER 29, 1956 WHEREAS., there is now-on hand certain funds in the "Capital Out- lay" accounts and in the "Maintenance and Operation" accounts of the Irrigation Depart- ment Budget for 1956, and WHEREAS, the City Commission deems it for the best interests to transfer certain of these funds to other accounts within said "Capital Outlay" and " Maintenace and Operation' accounts, NOW THEREFORE, BE IT RESOLVED RY THE CITY COMMISSION OF THE CITY OF YAKIMA: Section 1. That the City Treasurerris hereby authorized, empowe ed, and directed to transfer in the "Capital Outlay" accounts of the Irrigation Depart- ment budget for 1956, the sum of $1,600.00 from the "Purchase of Water Stock" account and $300.00 from the "Truck Replacement" account to the "New Structures" account. Section_,2. That the City Treasurer is hereby authorized, em- powered and directed to transfer in the "Maintenance and Operation" accounts of the Irrigation Department Budget for 1956, the sum of $1,000.Op from the "Electric Power" account to the "Material and Supplies" account, and to transfer 5125.00 from the "Retirement Fund" account, $450.00 from the "Industrial Insurance and Medical Aid" account and $525.00 from the "Water Assessment and Storage" account (totalling $1,100.00) to the "Nelson Bridge Dam Repair" account.; . B ,HIV KE Mayor It being for the best interests of the City of Yakima in considering fringe area problems in connection with the further growth of the City, to work with the Yakima County Planning Commission,-it was MOVED by Mathews, seconded by Behnke that Resolution No. C -1427, authorizing and directing the City Planning Commission to(advace)proposals for a Metropolitan Planning Agency for the Yakima Metropolitan area, be passed as read! carried, Behnke, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1427, A RESOLUTION authorizing and directing the City Planning Commission to advance proposals for a metropolitan planning agency for the Yakima metropolitan area. WHEREAS, the residents of the City of Yakima are confronted with a fringe area problem in connection with the further growth of the city, and WHEREAS, it is in the best interests of the city, NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA that the City Planning Commission be and it is hereby directed and authorized to take all action necessary to further and advance the attached proposals for a metropolitan planning agency for the Yakima metropolitan area, and to arrange for meetings with the County Commission and the County Planning Commission of the County of Yakima for the purpose of furthering said proposals, and to advance the best-interests-of the City of Yakima and the Cou.nty.of Yakima, particularly the areas adjacent to the City. B ®1951, AN ORDINANCE amending Ordinance No. B -1884 relating to and regu- lating the sale, installation., and servicing of heating appliances in the City of Yakima, And providing for a bond, public liability insurance and products liability insurance; and declaring an emergency.. Bids on Sewage Sludge having been received on October 15, 1956 and the bid of Washington Organic Fertilizers, inc., in the amount of $5.10 per ton, being the only bid received, and the awarding of said bid having been withheld for further consideration, it was MOVED by Schutt, seconded by Mathews that said bid be awarded and the City Attorney instructed to draw up a contract and the Mayor- and City Clerk be and are hereby author- ized to negotiate subject to contract agreement: carried, Behnke, Schutt and Mathews voting aye on roll call. This being the time for the hearing.on Resolution.No. C -1419, being a resolution of in- tention to improve Lots 6 to,20 inclusive, of Crescent Hill Homes by constructing a. water system for domestic use and fire protection, and there being no objections in writing or otherwise, it was MOVED by Mathews, seconded by Schutt that Ordinance No. B -1952 providing for said improvement and creating L.I.D. No. 849, be passed as read: carried, Behnke, Schutt and Mathews voting -aye on roll call. ORDINANCE NO. B -19521 AN ORDINANCE providing for the improvement of property in the City of Yakima, Washington by the construction of a Domestic Water System, establishing • local improvement district;- providing for the method of payment therefor, and creating • special fund. Moved'by Mathews, seconded by Schutt that Ordinance No. B -1953 providing for the acquisi- tion by condemnation or purchase of property for the relocation of'Washington Avenue and further improving the Yakima Municipal Airport, be passed as read: carried, Behnke Schutt, and Mathews voting aye on roll call. (ORDINANCE NO. B -1953, AN ORDINANCE providing for the acquisition by condemnation or purchase of certain real property situate in Yakima County, Washington, more particularly 1 1 Fil 1 u 1 1 OCTOBER 29, 1956 described below, for the purpose of providing a by -pass for Washington Avenue as part of the airport improvement program; providing for.the method of payment therefor; and declaring.an emergency. Moved by Schutt, seconded by Behnke that the City Clerk be and is hereby instructed to call for bids on two accounting machines, one being for the Treasurer's Department and one for the City Clerk's department, according to the specifications on file in the City Clerk's office; bids ­to�-Ibe received on or before the 13th day of November, 1956 at the hour of 10 o'clock a.m.: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that the damage claim filed by Edward M. Doran claimirg damage from sewage that backed up and overflowed into the basement at 802 North 4th Avenue be rejected and the City Clerk be and is hereby instructed to' notify claimant of such action: carried, Behnke, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Ordinance No. B- 1954.fixing the time of delinquency and prescribing the form of bonds for L.I:D. No. 842 be passed as read: carried, Behnke, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -19541 AN ORDINANCE fixing, the time of delinquency of installments of assessments levied.for the payment of the cost of the improvement in Local Improvement District No. 842, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Mathews, seconded by Schutt that we do now adjourn to meet again on Wednesday October 31, 1956, at the hour of 10 o'clock a.m.: carried, Behnke, Schutt and Mathews voting aye on roll call. SPECIAL MEETING, WEDNESDAY, OCTOBER 31, 1956, 10 :00 A.M. The City Commission met pursuant to adjournment, in special session, Commissioner's Schutt and Mathews present on roll call. Mayor Behnke and City Attorney Hawkins absent.
