DECEMBER 27, 1955
The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call..
The minutes of the regular meeting of.Monday, December 19, 1955, were approved as read.
A delegation representing the Teamsters and Carpenters Union and the secretary of the
Chamber of Commerce appeared and recommended that various places for registration of
voters be established throughout the city, and presented an ordinance for approval of
the City Commission; it was MOVED by Huza, seconded by Huey that the matter be taken
under advisement: carried, Burns, Huza and Huey voting aye on roll call.
This being the time for the hearing on the assessment roll covering L.I.D. No. 813, pro-
viding for the Lenox Avenue curb and gutter district, and there being no objections in
writing or otherwise to said assessment roll, or any part thereof; it was MOVED by Huey,
seconded by Huza that Ordinance No. B -1800, confirming said assessment roll and every
part thereof, be passed as read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1800, AN ORDINANCE confirming the assessment roll covering Local Im-
provement District No. 813 as created and established by Ordinance'No._B -1711 of the.
Ordinances of the City of Yakima.
This being the time for the hearing on the assessment roll covering L.I.D. No. 817, pro
viding for the Clinton Way irrigation district, and there being no objections in writin
or otherwise to,said assessment roll, or any part thereof; it was MOVED by Huey, second
ed by Huza that Ordinance No. B -1801, confirming said assessment roll and every part
thereof, be passed as read: carried, Burns,.Huza and Huey voting aye on roll call.
ORDINANCE NO. B -18019 AN ORDINANCE confirming the assessment roll eovering.Loeal Im-
provement District No. 817 as created and established by Ordinance No. B -1723 of the
Ordinances of the City of Yakima.
This being the time for the hearing on the assessment roll covering L.I.D. No. 822, pr
viding for Lots 1 to 19, inclusive, of the Glenview Addition irrigation system, and ,
there being no objections in writing or otherwise to said assessment roll, or any part
thereof; it was MOVED by Huey, seconded by Huza that Ordinance No. B -1802, confirming
said assessment roll, and every part thereof, be passed as read: carried, Burns, Huza
and Huey voting aye on roll call.
ORDINANCE NO. B -1802, AN ORDINANCE confirming the assessment roll covering Local Im-
provement District No. 822 as created and established by Ordinance No. B -1746 of the
Ordinances of the City of Yakima.
Moved by Huza, seconded by Huey that Ordinance No. B -1803, providin for the purchase o
a calculating machine for the Irrigation Department, in the sum of 1800.23, be passed a
read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1803, AN ORDINANCE proving for the expenditure of funds not budgeted
the payment of the purchase price of a calculator machine for the city irrigation dep
ment, and declaring An emergency.
Moved by Huza, seconded by Huey that Ordinance No. B -1804, fixing the time of delinqu
cy of installments and prescribing the form of bond in L.I.D. No. 804, providing for
21st Avenue South domestic water system, be passed as read: carried, Burns, Huza and
Huey voting aye on roll call.
ORDINANCE NO. B -1804, AN ORDINANCE fixing the time of delinquency of installments of
assessments levied for the payment of the cost of the improvement in Local Improvement
District No. 804, and 'providing for the issuance of bonds with coupons attached for the
payment of the unpaid portion thereof.
Moved by Huey, seconded by Huza that Ordinance No. B -1805, providing for the annexation
of beginning at a point on the center line of West "I" Street 320 feet east of the
center line of 6th Avenue North; thence north 244 feet; thence southeasterly to a point
which is 82 feet east at right angles to the line above described and 212.17 feet north
of the center line of West "I" Street; thence south to the center line of West "I"
Street; thence west along the center line of West "I" Street to point of beginning, be
passed as read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE N0. B -18059 AN ORDINANCE providing for the annexation by the City of Yakima,
Washington, of certain property contiguous to the City of Yakima, Washington.
Moved by Huey, seconded by Huza that Ordinance No. B -1806, providing for the annexation
to the City of Yakima, of beginning at the intersection of the center line of Plath
Avenue with the center line or 16th Avenue South; thence south along the center line of
16th Avenue South to its intersection with the center line of Mead Avenue extended from
the east; thence west along the south line of Lot 63, First Addition to Suburban Acre
Homes to the southwest corner thereof; thence north along the west line of Lot 63 and
Lot 62 of said Addition to the center line of Plath Avenue; thence east along the center
line of Plath Avenue to the point of beginning, be passed as read: carried, Burns, Huzi
and Huey voting aye on roll call.
ORDINANCE NO. B -1806, AN ORDINANCE providing for the annexation by the'City of Yakima,
Washington, of certain property contiguous to the City of Yakima, Washington.
Moved by Huza, seconded by Huey that Ordinance No. B -1807, providing for the purchase
of •a used typewriter for the City.Planning Commission, be passed as read: carried,
Burns, Huza and Huey voting aye on roll call.

budgeted items of the Tahoma Cemetery, and declaring an emergency.

of funds not budgeted for the payment for the acquisition of a portion of Lenox Avenue
pursuant to condemnation proceeding judgment heretofore entered,, be passed ae'read:

ORDINANCE NO. B -1809, AN ORDINANCE providing for the expenditure offhnds-not budgeted,

from the Statewide City Employees Retirement System to the Police Pension Fund of the

ORDINANCE NO. B -18109 AN ORDINANCE transferring police women from the Statewide City
Employees Retirement System to the Police Pension Fund of the City-of Yakima, and declar-
ing an emergency.-
Moved by Huey, seconded by Huza that Resolution No. 0-1320, being a resolution of inten-
tion-to improve-Lots 1 to 18 of Petzel Addition by the construction of a pipe sewer
system, and fixing Monday, the 16th day of January, 1956, for the hearing thereof, be
adopted-as read: carried, Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO. C -1320, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve the property within the
following described district by constructing a pipe sewer with-the- necessary manholes and
wye branches;-all of said improvement to be constructed in full accordance with the plans
and specifications to be prepared by the City Engineer-and filed with the City Clerk.
The district to be served by and specially benefited by and assesll
ed for the above described improvement is situate in.the City of Yakima, Yakima County,
Washington, and described as follows:
- Lots 1 to 18 inclusive of Petzel Addition to the City of Yakima,
according to the plat thereof recorded in the office of the
Auditor of Yakima County, Washington.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objections, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10- o'clock a.m. on Monday the 16th day-of January,
1956; which time and place are hereby fixed for the hearing of all matters relating to
said proposed improvement, or ,objections thereto., and for determining the. method of paymen
for said improvement; and the City Clerk is hereby directed to give due notice of said
hearing and of the intention.to make the aforesaid improvements.
All costs and expenses in connection with the construction.of sai
improvements, including the engineering, inspectlon,.advertising, publication of notices,
obtaining right -of -way easements and all other expenses incident thereto, shall be levied
and assessed against the above-described property as provided by law; and the City Engi-
neer is hereby directed to submit to the City Commission at or-prior to the date herein
fixed for said hearing, all of the data and other information required by law to be by
him submitted.

particularly described in said resolution to the irrigation maintenance rolls, be adopted

RESOLUTION NO. C -1321, A RESOLUTION adding certain property to the irrigation maintenanol
rolls.
WHEREAS, at the request of and by agreement with the hereinafter
named property owners or contract buyers their property hereinafter described, all of
which is situated within the city of Yakima, has been-added to the irrigation maintenance
rolls of said city and added to the irrigation local improvement districts hereinafter
designated respectively; and it is deemed for the best interest of said city and its irri.
ga.tion department that said property be added to said irrigation maintenance rolls and to
said local improvement districts; now, therefore,.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That pursuant to said agreements the following described parcels
of property situated within said city are hereby added to the irrigation maintenance ro11E
of -said city and are hereby added to the following designated local improvement districts
respectively, so that as provided in said agreement each of said parcels of property shalt

items from the Electrical Department, Irrigation Department and Street Department more
particularly described and set forth in said resolution, be adopted as read: carried,

RESOLUTION No. C -1322, WHEREAS, the following - departments of the City of Yakima during
the calendar year 1955 have overspent certain items budgeted for said departments and
sufficient funds therefor are available from certain other items budgeted for said de-
partments, and it having been ascertained that said sums will not be entirely used for
said items; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the following respective .sums budgeted for said items for
maintenance and operation of the following named respective departments of said city in
1955, are hereby transferred, deducted and added•as follows:
ELECTRICAL DEPARTMENT:
Deduct $60.00 from Auto Maintenance.and Operation and add to
Office and Miscellaneous Supplies.
IRRIGATION DEPARTMENT:
Deduct $200.00 from Electric Power and add to Material and
Supplies;
Deduct $487.00 from Office Supplies, Stamps, Etc., and add to
Purchase of New Calculator;
Deduct $314.00 from Electric Power and add to Purchase of New
Calculator.
STREET DEPARTMENT:
Deduct $600.00 from Sidewalk Repair and add to Medical Aid and
Industrial Insurance;
Deduct $250.00 from Sidewalk Repair and add-to Broom.Fibre and
Wire.
That the expenditure of said funds for said purposes and in the
manner hereinabove mentioned is hereby fully and in all respects authorized.and approved;

RESOLUTION NO. C -13239 WHEREAS, the fire department of the City of Yakima during the
calendar year 1955 has overspent certain items budgeted for said department and suffi
cient funds therefor are-available from'certain other items budgeted-for said department
and it having been ascertained that said sums will not be entirely used for said items;
-now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the sum of $500.00 shall be deducted and transferred from
the maintenance and operation item of "Building & Equipment Repairs" to the maintenance
and operation item of "Utilities Expense" of -said fire department of the City of Yakima,
and the expenditure of said funds for said purpose and in the manner hereinabove mention
ed is hereby fully and in all respects authorized and approved; and the appropriate city
officials are hereby authorized, empowered and directed to do any and all thi.ngs.neees-

Moved by Huey, seconded by. Huza that the Planning Board having recommended that the Cit
Commission change Lots 1 to 8. Block 48, from Limited Business district to.Business
District, and the same to remain in Area 4, said property being on the west side of
North 3rd Street from East B Street to East C Street, said recommendation is hereby ac-
cepted and a date for hearing thereon be set for Monday the 16th day of January, 1956,

Moved by Huey, seconded by-Huza that Ordinance No. B -1811, amending Section 15 of the
Zoning Ordinance No. B-293, relative to the increased congestion of arterials in the Ci
of Yakima, and the lack of adequate parking facilities, etc., be passed 'as read: ca rrie
Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -18119 AN ORDINANCE amending Section 15 of the Zoning Ordinance No.
B -293, entitled "AN ORDINANCE regulating and restricting the location of trades and in-
dustries; regulating and limiting the use of buildings and premises; and the height and
size of buildings; providing for yards, courts and other open spaces; establishing di-
stricts for said purposes, and providing for a board of adjustment, and repealing Ordi-
nances Nos. B-22, B-35, B -430 B-51, B-71, B-126, B-1349 8-147 and B -1720; requiring that
any non - residential building or structure located'on a designated arterial shall be set
back not less than 50 feet from the front lot line, as to new construction, - except in
the downtown business district, authorizing waiver by the Building Inspector of said re-
quirement under certain conditions where adequate off - street parking is provided, and
repealing Ordinance No. B -1738•

Supplies and add $6.00 to Office Supplies; and add $9.00 to Keysi
SANITATION DEPARTMENT:
Deduct $450.00 from Gas, Oil, and Grease and add to Medical and
Industrial Insurance.

POLICE DEPARTMENT:
Deduct $1400.00 from General Expense and add $700.00 to Phone
and Telegrams; and add $500.00 to Gas, Oil and Grease; and add
$200.00 to Automobile Maintenance.
GARAGE DEPARTMENT:
Deduct $150.00 from Auto Maintenance and add to Coal and Heat.
That the expenditure of said funds for said purposes and in the
manner hereinabove mentioned is hereby fully and in all respects authorized and approved
and the appropriate city officials are hereby authorized and empowered and directed to
do any and all things necessary or proper for carrying out this resolution.

RESOLUTION NO. C -13252 BE IT RESOLVED BY THE CITY.COMMISSION'OF THE CITY OF YAKIMA:
That the Mayor and City Clerk are hereby authorized and directe
to execute on behalf of said city water pipe permit No. 78902 between Northern Pacific
Railway Company and said city dated December 23, 19559 as amplified by Northern Pacific
Railway Company letter dated December 23, 1955, whereby said Railway Company is to in-
stall 'an.8 -inch water'carrier pi a under its railway tracks in the vicinity of'Mead
Avenue'(at an estimated cost of 1162.00).and the actual cost thereof shall be reimburse
from the local improvement district for water purposes which is to be established in
said area, a copy of said permit agreement and said letter being attached hereto; and
the appropriate city officials are hereby authorized and directed to-do any and all
things necessary for carrying out said permit agreement as amplified by said December
23rd letter.
