HomeMy WebLinkAbout11/14/1955 Business Meeting7_30 NOVEMBER_.14, 1955 The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey present on roll call. The minutes of the regular meeting of Monday, November 7, 1955 and the adjourned meet thereof, were approved as read. This being the time for receiving bids for the purchase of a truck and chassis for the Fire Department the following were received: Bolt Truck Company 6,990.7$ Northwest Truck Sales Company 7,314.92 Feenaughty Machinery Company va91987.00 Moved by Huza, seconded by Huey that said bids be turned over to the Fire Chief for compilation and award made at a later date: carried, Burns, Huza and Huey voting aye on roll call. This being the time for receiving bids for a calculator for the Irrigation department; the following bids were received: Pinnell Office Equipment Company $865.00 Monroe Calculator Company $''775.00 Friden Calculating Machine Company 4775.00 Moved by Huza, seconded by'Huey, that said bids be tabulated and taken under advisement: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that the petition of Floyd H. Board and others for annexation of territory to the City of Yakima bounded on the North by Mead Avenue on the South by Pierce Street; on the East by Third Avenue South and on the West by Cornell Avenue be accepted and the City Attorney instructed to prepare the necessary proceedings therefor: carried, Burns, Huza and Huey voting aye on roll call. This being the time for the hearing on the assessment roll covering L.I.D. No. 812, pro- viding for the construction of a sewer and domestic water system in Glenview Addition, and there being no objections in writing or otherwise to said assessment roll, or any part thereof; it was MOVED by Huza, seconded by Huey that Ordinance No. B -1779, confirm- ing said assessment roll, and every part thereof, bepassed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B =1779, AN ORDINANCE confirming the assessment roll covering Local. Improvement District No. 812 as created and established by Ordinance No. B -1710 of the Ordinances of the City of Yakima. Moved by Burns, seconded by Huza that Ordinance No. B -1780, amending Section 56 of the Traffic Code prohibiting vehicles from being driven on parking strips or on sidewalks and that no person shall drive or park a vehicle, either loaded or unloaded weigh 5000 pounds or more, upon over or across any curb in said city, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1780, AN ORDINANCE amending Section 56 of Traffic Code Ordinance No. B -1526 entitled "AN ORDINANCE relating to and regulating traffic, travel and transpor- tation and their incidents upon the streets and other ways open to the public; prescrib- ing the powers and duties of officers and others in relation thereto; defining offenses; providing penalties, and repealing Ordinances No. B -131 and' all amendments thereof and all other ordinances in so far as they are in conflict therewith, and declaring an emergency" as amended, and declaring an emergency. Moved by Huey, seconded by Huza that Resolution No. C -1305, providing that Lots 1, 2 and 3 of Homeland Tracts be added to L.I.D. No. 823, heretofore created by Ordinance No. B -1747, and. made a part of said L.I.D. be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C -1305, WHEREAS, Ordinance No. B -1747, passed on September 19, 1955, created Local Improvement District No. 823, for the purpose of constructing pipe sewers with the necessary wye branches, manholes and flush tanks for the purpose of providing sewage facilities for all of the property within said District No. 823; and it is now mutually desired to add the following described property to said district; now, there- fore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That Lots 1, 2, and 3 of Homeland Tracts, according to the official plat thereof now on file and of record in the office of the Auditor of Yakima County, Washington, said lots being owned resp which property is adjacent included within said Local property shall be assessed have been assessed had the and created. C -1306, A RESOLUTION providing for a special city election to be held in the City of Yakima on Wednesday, December 28, 1955, and prescribing the form of ballot therefor. 0 1 1 1 1 1 1 1 NOVEMBER 14, 1955 WHEREAS, on November 9, 1955, Ordinance No. Be -1777 relating tc the airport bond issue was passed and approved by the City Commission of the City of Yakima, and a certified copy thereof was duly transmitted to the County Auditor of Yakima County4 and said ordinance provides for a special election to be held thereon or December 2$, 1955, and prescribes the form of ballot proposition therefor; and, WHEREAS, on November 9, 1955, Ordinance No. B -1778 granting a non - exclusive twenty -five (25) year franchise to Cascade Natural Gas Corporation, a Washington corporation, was passed and approved by the City Commission of the �;ity of Yakima, subject to the approval of the electors of said city as provided in the City Charter; now, therefore, BE IT RESOLVED BY THE CITY C01`' MISSION OF THE CITY OF YAKIMA: Section 1. That qn emergency with reference thereto exists 'by reason of the urgent need for funds for expansion and improvement of the Yakima Municipal Airport and by reason of the expiration of the former gas franchise ordinance on September 18, 1955; and that a special city election shall be held at the polling places in the City of Yakima on Wednesday, December 2$, 1955, between the hours of 8 o'clock a.m. and 8 o'clock p.m. for voting upon the said two propositions and for the approval or disapproval of said airport bond issue and for the approval or disapproval of said gas franchise ordinance by the electors of said city. Section 2. That as provided in Section 7 of said Ordinance No. B -1777, the caption of the ballot and the ballot proposition used at said special election with reference to said airport bond issue shall be as follows- "AIRPORT GENERAL OBLIGATION~' BONDS ­4350)000 Shall the City of Yakima, Washington, borrow $350,000.00 and. issue its negotiable General Obligation Bonds therefor, payable by annual tax levies to be made without limitation as to rate or amount, bearing interest at a rate or rates not to exceed 4% per annum, payable semi - annually', and maturing in from two to not more than twenty years from date of issued, for municipal capital purposes only, other than the replacement of equipment, to -wit: for the purpose of making additions to and betterments and extensions of the Yakima Municipal Airport, all as provided by.Ordinance No. B -1777 of said City? fr BONDS YES BONDS NO Z= Section 3. That the caption of the ballot with reference to said Ordinance No. B -1778 be used at the said special election, and the statement of the ballot proposition shall be as follows: "GAS FRANCHISE ORDINANCE Shall Ordinance No. B -177$, granting a non - exclusive franchise to Cascade Natural Gas Corporation, including the right to conduct a general gas business in the City of Yakima and the right to place and maintain facilities therefor in the streets and alleys for a period of twenty -five (25) years, and imposing a 2% franchise tax on its local gross revenue, be approved? That the City Clerk shall forthwith certify to the County Auditor of Yakima County the foregoing captions and statements of ballot propo- sitions. Moved by Huey, seconded. by Huza a hearing be had on the petition asking for the annex- ation of the property on the north side of Mead Avenue; on the south by Pierce Street; on the east by Third Avenue South and on the west by Cornell Avenue; for Monday, November 21, 1955, at 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huza, seconded by Huey that the City Attorney is hereby authorized and in- structed to prepare a resolution relative to the construction of a sewage lift station and an' 'air compressor station complete with all equipment, auxiliaries and pipe lines, for the South Sewer Interceptor Sewage Project, now under construction; and the City Clerk is hereby instructed to advertise for bids for said work for Monday, the 19th day of December at 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call. Moved by Burns, seconded by.Huey that we do now adjourn to meet Thursday, November 17, 1955 at 2 :30 P.M.: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huza, seconded by Huey that the bid of the Northwest Truck Sales Company for a truck and chassis for the Fire Department in the sum $7,314.92 F.O.B. Yakima, be acceptec as the best bid: carried, Burns, Huza and Huey voting aye on roll call. Moved by Huey, seconded by Huza that Ordinance No. B -17$1, providing for the annexation by the City of Yakima of -the property between Nob Hill Boulevard and Tieton Drive, ex- tending west from 36th Avenue South, be passed as read: carried, Burns, Huza and Huey voting aye roll call. ORDINANCE NO. B -17$1, AN ORDINANCE providing for the annexation by the City of Yakima, Washington, of certain property contiguous to the City of Yakima, Washington.
