HomeMy WebLinkAbout11/07/1955 Business Meeting2 NOVEMBER <71 1955 The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey present on roll call. The minutes of the regular meeting of Monday October 31, 1955were approved as read. This being the time for receiving bids for paving alleys in L.I.D. No. 828, the following was the only bid received: Lone Pine Paving Company $5,792.60 Said Bid was taken under advisement. Moved by Huey, seconded by Huza that the City Engineer having reported the completion of the Glacier Way Curb and Gutter District, L.I.D. No. 808 by the contractor, said work is hereby instructed to prepare an assessment roll for said district, and the City Clerk instructed to give notice of hearing on said roll for Monday, November 28, 1955, at 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call. This being the time for the hearing on the assessment roll in L..I.D. No. 804, providing for the construction of a domestic water system and there being no objections in writing or otherwise to said assessment roll, or any part thereof, it was MOVED by Huey, seco ndec by Huza that Ordinance No. B -1774, confirming said assessment roll, and every part there- of, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1774, AN ORDINANCE confirming the assessment roll covering Local Improve- ment District No. 804 as created and established by Ordinance No. B -1679 of the Ordinances of the City of Yakima. Moved by Huey, seconded by Huza that Ordinance No. B -1775 rezoning Lots 16 & 17, Block 414 Bedekerts Second Addition from „B" residence district to "C" residence district, the same to be changed from Area District 2 tb Area District 4, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -1775, AN ORDINANCE amending Section 1 of Ordinance No. B -1729 entitled TtAN ORDINANCE rezoning certain specific property situate in the City of Yakima, Yakima County, Washington." Moved by Burns, seconded by Huza that Ordinance No. B -1776, prohibiting the darrying of a knife in whch the blade thereof can be concealed in the handle, etc., and prohibiting the solicitation of business for an attorney at or near the scene of accidents or col- lision, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO. B -17761 AN ORDINANCE amending Subdivision 7 (b) of Section 1, and Sub- division 15 of Section 2, of Ordinance No. A -236, entitled: "AN ORDINANCE for the pre- servation of the public peace, safety, morality and good order in the City of Yakima; defining who are disorderly persons and vagrants; providing penalties for the. viola- tion thereof; repealing ordinances numbered 9, 11, 13, 1$2 25, 49, 862 163, 172, 1742 18; 193, 2132 214, 215, 216, 219, 223, 2272 241, 2712 286, 2952 433, 498, 521, 618, 6342 652; 7202 730, 841, 857, A -199 A -291 A -312 A -521 A -73, A -97 and A -134 and all other ordinance; and parts of ordinances in conflict hereL4ith and declaring an emergency "; and declaring an emergency. Moved by Huey, seconded by Huza that Resolution No. C- 1300 -A, providing for the resur- facing of division St., between 12th Avenue and 20th Avenue by the City Street Department at a cost of $3,814.82, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call. RESOLUTION NO. C- 1300 -A, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the City Commission does hereby authorize and approve the project of resurfacing Division Street between 12th Avenue and 20th Avenue by the City Street Department at a total cost not exceeding the cost of $3,814.82; and the appropriate city officials are hereby authorized and directed to do any and all things necessary or proper for carrying out said project and making payment of the costs..and expenses thereof, not exceeding said sum, out of the city street fund. RESOLUTION NO. C -13011 A RESOLUTION pursuant to subsection 3, section 3 of Chapter 4, Laws of the State of Washington, Extraordinary Session 1955, amending RCW 41. 4$.030, that the Governor be requested to authorize a referendum election as provided therein relative to city employees participation in Federal Old Age and Survivors Insurance. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: Section 1. That the Governor of the State of Washington be and he is hereby requested to authorize a referendum election pursuant to subsection 3, Section 3 of Chapter 4, Laws of the State of Washington, Extraordinary Session 1955, amending RCW 41.48.030, for the purpose of submitting to the City of Yakima employee members of the Statewide City Employees Retirement System the adoption of a proposed plan of the Board of Trustees of said Statewide City Employees' Retirement System, pro- viding for supplementation of the benefits of Federal Old Age and survivors Insurance coverage with the benefits provided by the Statewide City EmployeestRetirement System with no reduction in the present contribution rate to the said System, and in the event said plan is adopted the Yakima 1'ity Commission is hereby authorized to enter into appropriate agreements with the Employment Security Department and the Board of Trustees of the Statewide City Employees' Retirement System to implement said plan, the coverage provided by said plan to be effective as of July 1, 1955, with 100% prior service credits. Section 2. The above mentioned agreement with the Employment , 1 1 7 F�ul� 1 1 1 1 NOVEMBER 7, 1955 Security Department may contain provision for payment by the City of Yakima to the Employment Security Department of the pro -rated share of the costs of administering Social Security allocable to the City of Yakima and for the payment of such additional contributions as shall be necessary or proper under the State and Federal Laws, to pro- vide full coverage to the city employees as contemplated by said plan. RESOLUTION NO. C -13021 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the City of Yakima shall convey to the Metropolitan Park District of Yakima for park purposes, without payment therefor, the following ascribed real estate situate in Yakima County, Washington, to -wit: The South 396 feet of the Southwest quarter of the Southwest quarter of the Northwest 'quarter of Section 20, Township ly North, Range 18 E.W.M., excepting the West 30 feet for street and excepting that portion lying within East Maple Street on the South; and the Mayor and City Clerk are hereby authorized and directed to execute and deliver such deed on behalf of the said City. BURNS Mayor Moved by Huey, seconded by Huza that Resolution No. C -1303, providing for the mainten- ance of the signal lights at the intersection of North 16th Ave.,(-,and Fruitvale Bouleva: in consideration of the agreement with the State of Washington, through the State High- way department to maintain and keep . in repair the traffic signal lights at the inter- section of S. lst Street and Mead Avenue be adopted as read: carried, Burns, Huza and Huey_ voting aye on roll call. RESOLUTION NO. C -1303, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the City of Yakima out of its city 'Street Fund shall pay all maintenance costs and shall maintain and keep in good condition and repair the traffic signal lights at the intersection of North 16th Avenue and Fruitvale in said city, in consideration of the agreement of the State of Washington through its State Highway Department to maintain and keep in repair the traffic signal lights at the inte section of South First Street and Mead Avenue in said city; both of said traffic signal lights being located in primary state highways and on the outside boundary of the city limits of said city. RESOLUTION NO. C-1304, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That the 6ity of Yakima shall have its ordinances of a general nature, except the uniform building code, which shall be effective as of January 3, 195 or such date subsequent thereto as may be mutually agreed upon, revised, compiled, codified and indexed, and 2000copies thereof printed, including the City Charter as amended and franchise ordinances, after approval of said codification by the Yakima Cit Commission and City Attorney; and the City Clerk is directed to advertise for competi- tive bids therefor; the city reserving the right to reject any and all bids. Each bidder is also requested to bid separately on the annual charge for revising, keeping up to date and printing quarterly loose leaf supplements tc said ordinance codification for a period of seven years or such additional period as may be mutually agreed upon. Moved by Huza, seconded by Huey that Ordinance No. B -1777, specifiying and adopting a planr' and system for making; additions to and betterments and extensions of the existing airport facilities at the Yakima Municipal Airport * declaring the estimated cost thereof as near as may be; providing for the borrowing of <A350,00.00 and issuing and selling negotiable general obligation bonds to pay a part of the cost thereof, the bonds to be payable by annual tax levies without limitation as to rate or amount; providing for the submission of the proposition of incurring such indebtedneww and issuing such bonds to the qualified electors of the City of Yakima at a special election; and declaring an emergency, be passed as read: carried, Burns, Huza and Huey voting aye on roll call. ORDINANCE NO.. B -1778, AN ORDINANCE granting to Cascade Natural Gas Corporation, a Washington, corporation, its successors and assigns, a natural and /or artificial gas franchise and the right to construct, operate and maintain a gas plant and distribution system in the City of Yakima, Washington, prescribing the terms of such grant, and re -_ lating thereto: Moved by Huey, seconded by Huza that the petition of Reed Collins and others for annexa- tion to the City of Yakima of property between Nob Hill Boulevard and Tieton Drive ex- tending west from 36th Avenue South be accepted and the City Attorney instructed to pre- pare the necessary proceedings therefor, and a hearing on said petition set for Wednesday November 9, 1955 at 2 o'clock p.m.: carried, Burns, Huza and Huey voting aye on roll call. This being the time for the hearing on the petition for annexation of property between Nob Hill Boulevard and Tieton Drive extending west from 36th Avenue South, it was MOVED by Huey, seconded by Huza that on account of the objections of certain property owners to be annexed to said city, that no action be taken in the ;natter at the present time and that the time of hearing be extended to a later date: carried, Burns, Huza and Huey voting aye on roll call.
