The City Commission met in regular session; Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Monday, September 26, 1955, and adjourned meeting
thereof, were approved as read.
This being the time for the hearing on Resolution No. C -1286 providing for the construc-
tion of a domestic water system,on Lots 1 to 13 Chestnut Park, and there being no objec-
tions in writing, or otherwise, to said improvement or any part thereof • it was MOVED by
Huey, seconded by Huza that Ordinance No. B -1750 creating L.T.D. No. 824 be passed as
read: carried, Burns,.Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1750, AN ORDINANCE providing for the improvement of property in the City
of Yakima by the construction of a domestic water system, establishing a local improvemen'
district, providing for the method of payment therefor, and creating a special fund.
Moved by Huza, seconded by Burns that Ordinance No. B -1751 prescribing the form of ,bond
and fixing the time of delinquency of the cost of improving 44th Avenue North, curb and
gutter district L.I.D. No. 780, be passed as read: carried, Burns, Huza and Huey voting
aye on roll call.
ORDINANCE NO..B -1751, AN ORDINANCE fixing the time of delinquency of installments of
assessments levied for the payment of the cost of the improvement in Local Improvement
District No. 780, and providing for the issuance of bonds with coupons attached for the
payment of the unpaid portion thereof.
Moved by Huza, seconded by Huey that Ordinance No. B -1752 fixing the time of delinquency
and prescribing the form of bond in L.I.D. No. 789 for the construction of a sewer system
on 44th Avenue North, be passed as read: carried, Burns, Huza and Huey voting aye on
roll call.
ORDINANCE NO. B -1752, AN ORDINANCE fixing the time of delinquency of installments of

District No. 789, and providing for.the. issuance of bonds1with coupons attached for the

Moved by Huey, seconded by Huza that Ordinance No. B -1753 amending Section 88 of OrdimncE
No. B -1526, and permitting one hour parking on both sides of 5th Avenue South from Yakima
Avenue South to Walnut Street, be passed as read; carried, Burns, Huza and Huey voting
aye on roll call.
ORDINANCE NO. B -1753, AN ORDINANCE amending Section 88 of Ordinance No. B -1526, entitled
"AN ORDINANCE relating to and regulating traffic, travel and transportation and their in-
cidents upon the streets and other ways open to the public; prescribing the powers and
duties of officers and.others in relation thereto; defining offenses; providing penalties
and repealing. Ordinance No. B -131 and ali - amendments thereof and all other ordinances in
so far as they are in conflict therewith, and declaring an emergency ", and declaring an
emergency.
Moved by Huey, seconded by Huza that Resolution No. 0-1295 permitting Forrest G. Brewer
and wife and Walter Si Phillipp - and wife, to connect their property described as Lots 19
and 20, T. J. Hackett Addition, with the sewer line heretofore constructed by the City,of
Yakima, be adopted as read: carried, Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO. 0-1295, WHEREAS, FORRE ST G. BREWER and LYDIA BREWER, husband and wife,
and WALTER S. PHILLIPP'and MARIAN B. PHILIPP, husband and wife, are-the owners of the
following described real estate situated in Yakima County, Washington, to -wit:
Lots 19 and 20, T. J. Hackett Addition, according to the officia
plat thereof recorded in Volume "III of Plats, page 40, Auditor's
records of Yakima County, Washington;
the said property being located near but outside the city.limits of the City of Yakima;
and they desire to connect said property with the sewer line heretofore constructed by
the City of Yakima adjacent thereto; and they have executed a sewer connection contract
and a waiver in the customary form pertaining thereto; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the City of Yakima does hereby approve said sewer connection
contract and hereby consents.that said property owners may connect said property with the
sewer line heretofore constructed by the City of Yakima adjacent to said real estate and
said city consents that they may use the said sewer line for the disposal of sewage in
connection with the use of said property, subject to the payment of sewer charges as and
when provided therein, namely, $2.50 per month, payable annually in advance.

to improve various alleys in the City of Yakima by grading and paving with asphaltic con-
crete placed on a crushed rock-base," be adopted as read: .carried, Burns, Huza and Huey
voting aye on roll call.
RESOLUTION NO. .0 -1296, BE IT RESOLVED BY THE CITY_COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve various alleys in the _City of
Yakima by grading and paving with asphaltic concrete placed on a crushed rock base; all
of said improvements to be constructed in full accordance with the plans and specifications
to be prepared by the City Engineer and filed with the City Clerk.

The district to be served by and assessed for the above described
improvements will include the following, to -wit:
Lots 1 to 16, inclusive, Block 109, Yakima;
Lots 1 to 20 inclusive, Block 35, New Modern Addition;
L•ot's 1 to 24, inclusive, Block 2, Hillerest Addition;
Lots 1 to 18, inclusive, Block 5, Boulevard Addition;
all in the City of Yakima, Yakima County, Washington.
All persons who may desire to object to said proposed improvemen
are hereby notified to appear and present such objections, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10 o'clock a;.m. on Monday, the 24th day of October,
1955; which time and place are hereby fixed for the hearing of all matters relating to
said - proposed improvement or objections thereto, and for determirin.g the method.of pay-
ment for said improvements; and the City Clerk is hereby directed to give due notice of
said hearing and of the intention to make the aforesaid improvement.
The costs and expenses of said improvement, including the engi-
neering, inspection, advertising, publication of notices and all other expenses incident
thereto, shall be levied and assessed against the property legally and properly assessabl(
therefor as provided by law and as above described; and the City Engineer is hereby di-
rected to submit to the City Commission at or prior to the date fixed herein for said
hearing, all of the data and other information required by law to be by.him submitted.

to give - notice to bidders, by publication, as required by law for the purchase of a truck
chassis with cab for the City Fire Department; said bids to be received on Monday, the
17th of October, 1955, at the hour of 10 o'clock a.m.; specifications to be on file in the
office of the Fire Chief: carried, Burns, Huza and Huey voting aye on roll call.
.Moved by Huey, seconded by Huza that"a.letter be prepared and signed by the Mayor to the
Great American Indemnity Company relative to extension of time for the construction of
Interceptor Sewer Project; said letter to be approved by the City Attorney: carried,
Burns, Huza and Huey voting aye on roll-call.
This being the time for receiving bids for the construction of the Glenview -Addition of
curbs and gutters L.I.D. No. 821, the following'were received:

Moved by Huey, seconded by Burris that the City Engineer having reported the completion of
the construction of a sewer system on 21st Avenue South L.I.D. No. 809; said work is here-
by accepted and the City Engineer instructed to prepare an assessment roll for said di-
strict, and the City Clerk authorized to give notice of hearing on said roll for Monday,
the 24th of October, 1955 at 10 o'clock a.m.: carried, Burns and Huey voting aye on roll
call. Huza not voting.
Moved by Huey, seconded by Burns that the City Engineer having reported the completion of
the paving of the alleys in Block 132 and 133, City of Yakima L.I.D. No. 810, by the con-
tractor; said work is hereby accepted and the City Engineer instructed to prepare an
assessment roll for said district, and the City Clerk, authorized to give notice of heaein€
on said assessment roll for Monday, the 24th day of October, 1955 at 10 o'clock a.m.:
carried, Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Huey that this being the time for receiving bids for the pur-
chase of three automobiles for the Police Department, the following.was received from the
Burrows Motor Company the only bidder: Bid price in the sum of x$2,230.27 less federal
tax of x$130.00, plus sales tax of $70..00, or a total of $2,170.27 for each.car, less
trade -ins of three (3) police cars in the total sum of $2,775, making a grand total of
$3,735.81 for the three (3) cars; said bid was taken under advisement: carried, Burns,
Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Huey that this being the time for the hearing on the city
budget for the year 1956; said hearing be adjourned to Tuesday, October 4, 1955 at 10
o'clock a.m. as provided by law: carried, Burns, Huza and Huey voting aye on roll call.

The City Commission met pursuant to adjournment, Mayor Burns and Commissioners Huza and
Huey present on roll call.
Moved by Huey, seconded by Burns that the following bids be awarded: DeBlasio Brothers
in the sum of $4,988..91 for constructing concrete curbs and gutters on Glenview Addition;
Carroll and Sanislo in the sum of $3,302.77 for constructing an irrigation system for the
Glenview Addition, less the sum of $920.50 for pump which is to be purchased by the City
of Yakima, and Carroll and Sanislo in the sum of $5,569.90 for the construction of the
Swan Tracts sewer project: carried, Burns, Huza and Huey voting aye on roll call.
Moved by Huza, seconded by Burns that the hearing on the city budget for the year 1956;
be adjourned to Wednesday at the hour of 10 o'clock a.m., October ,5,.1955: carried,
Burns,.Huza and Huey voting aye on'roll call.

The City Commission met pursuant to adjournment, Mayor Burns and Commissioner Huey pres
on roll call. Huza absent.
Moved by Burris, seconded by Huey that the bid of Burrows Motor Company in the sum of
16,510..81, less trade -in of three police cars in the sum.of $2,775.00, or a total of
3,735-81 for three cars for the Police Department, be awarded: carried, Burns and Huey
voting aye on roll call. Huza absent.
Moved by Huey, seconded by Burns that we do now adjourn to meet Thursday, October 6, 195-1
at the hour of 10:00 o'clock a.m.: carried, Burns and Huey voting aye on roll call.
Huza absent.

to improve the alley in Block 89, City of Yakima, by grading and paving the same and fix-
ing the date of hearing as of Monday, the 24th day of. October, 195.5, at the hour of 10
o'clock a.m.,-be adopted as read: carried, Burns, Huza and Huey voting aye on roll call.

That it is its intention to improve the alley in Block 89, origi-
nal Townsite of North Yakima, now City of Yakima, by grading and paving with asphaltic
concrete placed on a crushed rock base; said improvement to be constructed in full accord
ance with the plans and specifications to be prepared by the City :Engineer and filed with
the City Clerk.
The district to be served by and assessed for the above describ
improvement will include the following, to -wit:
Lots 1 to 16, inclusive, of Block 89, Original Townsite of North
Yakima, now City of Yakima, according to the official plat there
of recorded in the office of the Auditor of Yakima County,
Washington.

At the hearing on the City budget for the year 1956, held at 10 o'clock a.m. members of
the budget committee from the Chamber of Commerce and others met for discussion of said
budget, the following resolution was presented by C. H. Sigman and approved by A. B.
Waters; "Be it resolved that the City government live within their present income which
has shown an increase of a substantial amount, without calling for sources of additional
income ".
It was MOVED by Huza, seconded by Burns that we do now adjourn to Friday, October 7, 195
at 10 :00 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll call.
