The City Commission met in regular session, Mayor Burns and Commissioners Huza and Huey
present on roll call.
The minutes of the regular meeting of Tuesday, September 6, 1955, and adjourned meeting
thereof, were approved as read.
The following bids were received for the construction of the Westview curb and gutter
district, L..I. D. No. ,818:
Lone Pine Paving Company $8,450.51
Columbia Asphalt Paving Company' 8,258.57
It was MOVED by Huey, seconded by Huza that.the bid of the Columbia Asphalt Paving Com-
pany, in the sum of $8,258.57, being the lowest and best bid be accepted, and the Mayor
and City Clerk authorized to execute a contract on behalf of the City of Yakima for doi
said work upon the filing of the proper bond as required by law: carried, Burns, Huza
and Huey voting aye on roll call.
The following bids were received for the construction of the Clinton Way curb and gutter
project L.I.D. No. 819:
Lone Pine Paving Company $6,320.40
Columbia Asphalt Paving Company 51875.00
It was MOVED b Huey, seconded by Huza that the bid of Columbia Asphalt Paving Company,
in the sum of L.,875-00, being the lowest and best, said bid be accepted, and the Mayor
and City Clerk authorized to execute a contract on behalf of the City of Yakima for Join€
said work upon the filing of the proper bond as required by law: carried, Burns, Huza
and Huey_ voting aye on roll call.
This being the time for the hearing "on tho assessment roll providing for the constructioi
of the Mead Avenue domestic water system; L.I..D. No. 796, and there being no objections
in writing, or otherwise, to said assessment roll or any part thereof; it was MOVED by
Huey, seconded by Huza that Ordinance No. B -1740 confirming said assessment roll and
every part thereof, be passed.as read: carried, Burns, Huza and Huey voting aye on roll
call.
ORDINANCE NO. B- 1740, AN ORDINANCE confirming the assessment roll covering Local Im-
-provement District No. 796 as created and established by Ordinance No. B -1638 of the
Ordinances of the City of Yakima.
This being the time for the hearing on the assessment roll providing for the constructioi
of curbs and gutters on 10th Avenue South, and there being insufficient protest against
said assessment roll, or any part thereof; it was MOVED by Burne,.seconded by Huza that
Ordinance No. B -1741 confirming said assessment roll and every part thereof,be passed as
read: carried, Burns.and Huza voting aye.on roll call. Huey voting "No ".
ORDINANCE NO. B -1741, AN ORDINANCE confirming the assessment roll covering Local Im-
provement District No.,801 as created and established by Ordinance No. .B -1664 of the
Ordinances of the City of Yakima.
This being the time for the hearing on the assessment roll - providing for the constructio
of the Glacier Way sewer project.-L.I.D. No. 806, and there being no objections in writ-
ing, or otherwise, to said assessment roll or any part thereof; it was MOVED by Huey,
seconded•:by,Huza.,that Ordinance No. B -1742 confirming said assessment roll and every pail
thereof, be passed as read: carried, Burns, Huza and Huey voting aye on roll call.
ORDINANCE NO. B -1742, AN ORDINANCE confirming the assessment roll covering Local Im-
provement District No. 806 as created and established by Ordinance No. B -1681 of the
Ordinances of the City of Yakima.
This being the time for the hearing on the assessment roll providing for the constructioi
of the Rolling Green sewer project, L..I.D. No. 807,. and there being no objections in
writing, or otherwise, to said assessment roll-or any part thereof; it was MOVED by
Huey, seconded by Huza that Ordinance.No.:•B -1743 confirming said assessment roll and
every part thereof, be passed as.read: carried, Burns, Huza and Huey voting aye on roll
call.
.ORDINANCE NO. B -1743, AN ORDINANCE'conf irming the assessment roll covering Local Im-
provement District No. 807 as created and established by Ordinance No. B -1686 of the
Ordinances of'the City of Yakima.
This being the time for the hearing.on the petition for annexation of the property situ-
ated at the southwest corner of 29th Avenue South and Nob Hill Boulevard, and there
being no objections in writing, or otherwise, to said annexation proceedings or any part
thereof; it was MOVED by Huey, seconded by Huza that Ordinance No. B -1744 annexing said
property and every part thereof, be passed as read: carried, Burns, Huza and Huey votiE
aye on roll call..
.ORDINANCE NO. B -1744, AN ORDINANCE providing for the annexation by the City of Yakima,
Washington, of certain property contiguous to the City of Yakima, Washington.
Moved by Huey, seconded by Huza that Resolution No. .0 -1286 being a resolution of inten-
tion to improve Lots 1 to 13, inclusive, of Chestnut Park Addition by constructing a
domestic water system, together with the necessary mains, fire hydrants, valves and other
appurtenances, and fixing the date of hearing as of Monday, the 3rd of October, 1955, at
10 o'clock a.m., be adopted as read:, carried, Burns, Huza and Huey voting aye on roll
call.
RESOLUTION NO. C -12861 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve the following property by
constructing the necessary mains, fire hydrants, valves, and other appurtenances for the
purpose of supplying water for domestic use.

The district to be served by and assessed for the above describ
improvement is situated in Yakima County, Washington, and described as follows, to -wit:
Lots 1 to 13 inclusive, of Chestnut Park addition to the City
of Yakima, Washington.
Said improvement to be'constructed in full accordance with the plans and specifications
to be prepared by the City Engineer and filed with the City Clerk.. - . .
- All•persons. who may desire to object to,said proposed improvemen
are hereby notified to appear and present such objections, if any, at a meeting of the
City Commission, to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10 :.00 a.m. .on Monday, the 3rd day of October, 1955,
which time and place are hereby fixed for the hearing of all matters relating to the sai,
improvement, or objections thereto, and for determining the method of payment therefor;
and the City Clerk is hereby directed to give due notice of said hearing and of the in-
tention to make the aforesaid improvement.
A portion of the costs and expenses of said improvement, includ-
ing the engineering, inspection, advertising, publication of notices -and -any -other ex-
penses incident thereto, shall be levied and assessed against the above described prop-
erty as provided by law; and the balance of said costs and expenses shall be borne by
the City Water Department; and the City Engineer is hereby directed to submit to the City
Commission at or prior to the date fixed herein for said hearing, all of the data and
other information required by law to be by him submitted.

Moved by Huey, seconded by Burns that Resolution No. 0-1288 authorizing the Mayor and
City Clerk to execute a right -of -way easement on behalf of the City of Yakima to the
Pacific Northwest Pipeline Corporation for permission to cross the following described
property: Lots 268, 269 and 270 except the North 400 feet thereof, and Lots 257, 264 a
266 all in Pomona Heights Division No. 14, be adopted as read: carried, Burns and Huey
voting aye on roll call. Huza not voting..
RESOLUTION NO. 0-1288, BE IT RESOLVED BY THE CITY COMMISSION OF-THE CITY OF YAKIMA:
That the Mayor and City Clerk are hereby authorized and directed
to execute on behalf of said city right of way contract granting to Pacific Northwest
Pipeline Corporation, its successors and assigns, the right to construct and maintain a
pipeline for the transportation of oil, gas and the products thereof on, over and througl
the following described land owned by said city, situate in Yakima County,. Washington,
to-wit:
Lots 268, 269, and 270 EXCEPT the North 400 feet thereof, and
Lots 257 to'264, inclusive, and Lot 266, -all in Pomona Heights
Division No. 14, according to-the Plat thereof recorded in
Volume "B" of Plats, page 82, records of Yakima County, Washing-
ton;
in consideration of the`payment to said city of $1..00 per lineal rod of pipeline thereon,
in accordance with the terms and conditions more fully provided therein; a copy of said
right of way contract being attached hereto.

Moved by Huey, seconded by Huza that Resolution No.•C -1287 being a resolution of intentia
to improve North 2nd Street from East I Street to Sycamore Street, by constructing curbs
and gutters, except on the southerly 636 feet - thereof, and fixing the date of hearing on
said resolution as of Monday,.the-10th day of October, 1955, at 10 o'clock a.m., be
adopted as read: carried, Burns, Huza and Huey voting aye on roll call.
RESOLUTION NO. 0-12870 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY•OF YAKIMA:
That it is its .intention to improve North 2nd Street from East
"I" Street to Sycamore Street, by grading, ballasting, surfacing, and constructing con -
crete curbs and gutters, together with -the necessary drainage features, except that cur
and gutters are to be omitted on approximately the.southerly 636 feet thereof.
The district to be served by and assessed for the above describ
improvement is situate in Yakima County, Washington, and described as follows, to -wit:
Beginning at a point -on the North line of East "I" Street, midway
between North 2nd Street and Buwalda Street, thence northerly
along a line midway between North 2nd 'Street and Buwalda Street
and said line extended to the north line of Philips Suburban Tracts
thence westerly -along said north line to a point midway between
North 1st Street and North.2nd Street, thence southerly along a
line midway between North 1st Street and North 2nd Street to the
north line of East "I" Street, thence easterly along-said north
line to the point of -beginning.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objections, if any, at a meeting of the
City Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10 o'clock a.m. on Monday, the 10th day of October,
1955; which time and place are-hereby fixed for the hearing of all matters relating to
said proposed improvement or objections thereto, and for determining the method of pay-
ment for said improvement; and the City Clerk is hereby directed to give due notice of

Moved by Huey, seconded by Huza that Resolution No. C -1289 providing for a one -way street
on Henry Avenue from Laban Avenue to Stanley Boulevard, be adopted as read: carried,
Huza and Huey voting aye on roll call. Mayor Burns not voting.
RESOLUTION NO. C -1289, WHEREAS, Section 54 of Ordinance No. B -1526, passed on December
31, 1953, as amended, provides among other things, that no operator shall drive a vehicle
in a one -way street or alley contrary to the direction indicated by signs or markers;. and
WHEREAS, it is necessary for the preservation of public safety
to designate the street hereinafter mentioned as a one -t:ay street; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That Henry Avenue from Laban Avenue to Stanley Boulevard is her
by designated a one -way street, traffic to flow in a southerly direction; and the Com-
missioner of Public Works is hereby directed to intall adequate signs indicating the di-
rection of traffic in said street.

Moved by Huey, seconded by Huza that Resolution No. C -1290 allowing the Yakima Valley,
Transportation Company's busses to stop in front of their office, at No. 104 West Yakima
Avenue, for the purpose of obtaining change, and eliminating other stops more fully set
forth and described in said resolution, be adopted as read: carried, Burns, Huza and
Huey voting aye on roll call.
RESOLUTION NO. C -1290, WHEREAS, the principal office of the Yakima Valley Transporta-
tion Company is in the Union Pacific Building, 104 W. Yakima Avenue, where it is occasio
ally necessary for bus drivers to stop to obtain change; and
WHEREAS, it is the opinion of the City Commission that public
convenience and the convenience of bus drivers require a change in bus service on West
Yakima Avenue as hereinafter provided; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the East bound bus stops on the South side of West Yakima
Avenue on the East side of First Avenue and on the East side of Second Avenue are hereb
eliminated, and there is substituted therefor a bus stop in front of the entrance of sa
Union Pacific Building between,First and Second Avenue.
BE IT FURTHER RESOLVED that a copy of this resolution be de7ive
ed to the Superintendent or Manager in charge of the Yakima Valley Transportation Com-
pany's operations in Yakima, Washington.

An ordinance providing for the-expenditure of funds not budgeted for in the 1955 budget
for the Irrigation.Department.for.an addition sum of $1,500.00 for material to.be used
for a pipe .line . under the California Packing ,Company �: s cannery .building which is built..,
over the vacated portion of West.Pine Street, etc. end the sum of $500.00 for repairs of
the diversion dam across the Naches River at Nelsons bridge was read in full by the City
Clerk, and ordered laid on the table for one week: carried, Burns, Huza and Huey voting
aye on roll call.
Moved by Huza, seconded by Huey that Resolutions Nos. 0-1282 and C -1283, heretofore
adopted by the City Commission, on the 6th day of September, 1955, relative to the.use of
the triangular piece of property situated at East Yakima Avenue and Terrace Heights Road,
be rescinded for the reason that the City of Yakima is not now the legal owner of said
property: carried, Burns, Huza and Huey voting aye on roll call.
Moved by Burns, seconded Huza that we do now adjourn to meet Wednesday, September, 14,
1955 at the hour of 10 o'clock a.m.: carried, Burns, Huza and Huey voting aye on roll
call.

Moved by Huza, seconded by Huey and approved:by. Burns that bids heretofore received and
tabulated.-fo__r the purchase of a billing machine for the City water Department be awarded,
and the bid of the National Cash Register Company for a Standard. Utility Billing Machine
in the sum of $6,690.00,-plus State Sales Tax in the sum of $223.00, or a total of
$6,913.00. The above award is based on allowance for trade -in on three °present machines
belonging to the Water Department and will be given consideration at the time of delivery
of said billing machine: carried, Burns, Huza and Huey voting aye on roll call.
