Also attached is the current project spreadsheet developed by the Sewer, Water, Irrigation, Streets, Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work so that, for example, a street is not rebuilt or seal coated just prior to planned underground work on the same street. This narrative report includes projects of the Water /Irrigation Division, Wastewater Division and Engineering Division. CAPITAL IMPROVEMENT PROJECTS West Nob Hill Blvd. 49th Avenue to 64th Avenue This project consists of widening the roadway to five lanes, with curb, gutter, sidewalk and street lighting. Granite Construction began work on this project in July, 2012. It was hoped that the final lift of paving could have occurred during the early part of November, 2012. However, due to the cold, rainy and overcast conditions of early November, paving had to be postponed to the spring of 2013. All work, except for seeding and fertilizing, has been completed. ♦ Project completion date: 3rd Quarter FY2013 Railroad Grade Separations, Phase 3: Martin Luther Kin,- Jr. Blvd 1st St. to Ig Ave. This project consists of re- constructing MLK Jr. Blvd. so the roadway will pass beneath the existing BNSF railroad tracks just as we recently constructed on adjacent Lincoln Avenue. Work includes a bridge for Front Street that will pass over MLK Jr. Blvd. Bids were opened in November, 2012 and Mowat Construction Company of Woodinville, WA was the low bidder at $10,634,867.95. The contract was executed on January 25, 2013, and construction began in March, 2013. KBA, Inc., from Bellevue was selected to perform the inspection and contract administration. After the beginning of the project there was a lengthy work delay due to having to wait for BNSF to construct their shoo -fly. While the project should be open for traffic in the 3rd quarter of 2014, project closeout may take the remainder of 2014. ♦ Projected completion date for MLK Jr. Underpass: 4m Quarter FY2014 1 City -wide Street Resurfacim- Proiect This project rebuilds and improves of various street segments throughout the city. Work includes pavement repair, planing bituminous pavement, paving with hot mix asphalt, constructing ADA ramps and pavement markings. The overall project is scheduled to be completed in 90 working days, which extends the project into late October, 2013. Columbia Asphalt and Gravel Inc. was the low responsive bidder and were awarded the contract. Working hours are at night; Monday through Thursday, 8:00 p.m. to 6:00 a.m. to lessen impact on travelling public. Some daytime work is being allowed as well that has minimal traffic impact. Washington Avenue, 1st Street to East City Limits • S.64 th Avenue, Occidental to Washington Avenue • N. 16th Avenue, Englewood to north of Madison Avenue • E. Walnut Street, 1st Street to 6th Street • Tieton Drive, 32nd to 40th Avenues • Summitview, 48th to 56th Avenues • 40th Avenue, Summitview to Tieton Drive (may extend to Nob Hill Blvd) ♦ Projected completion date: 4th Quarter FY2013 Yakima Valley Trolley Barn & Museum Preservation Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation Company Trolley Repair Barn and Substation on January 31, 2008. Environmental documentation approval was received to make repairs to the west and south walls and crane system. Repairs to the crane inside the barn, and to the south and west walls of the Trolley Barn have been completed. Some funding still remains. These funds will be used to reconfigure the power delivery system and restore portions of the 6 -mile track, poles and overhead equipment. ♦ Projected completion date: 4th Quarter FY2013 South 64th Avenue Roadway Widenin ,-: Nob Hill BlvtL to Tieton Drive This project will widen this section of 64th Avenue to a 39 -foot roadway (14'- 11' -14') with curb and gutter on both sides of the road, and a 7 -foot sidewalk on one side of the road. Street lighting and a stormwater runoff treatment system will also be constructed. The project is funded by a $900,000 Surface Transportation Program (STP) federal grant and $200,000 mitigation from the Wal -Mart Development Project. Environmental documentation for this project was approved in June of 2012. Right of way acquisition is now complete. We will submit for bidding this winter with underground work anticipated to begin in March 2014 with road work following as soon as weather will allow. ♦ Project completion date: 3rd Quarter FY2014 2 Ortman Trail, vicinity Willow Street This project will construct a paved pathway that will connect the Powerhouse Canal Trail at 14th Avenue & Swan Avenue to the William O. Douglas Trail on 6th Avenue at "I" Street. Once this project is completed, the Powerhouse Trail, Ortman Trail, William O. Douglas Trail and Yakima Greenway will be connected and complete a 6.5 -mile loop. The project is funded by a Transportation Enhancement Grant (Federal) of $283,278. The work was recently completed. ♦ Projected completion date: Complete Cascade Mill Redevelopment Proiect This project includes multiple tasks to redevelop the former 225 -acre Boise Cascade Mill. Yakima was awarded $25 million in LIFT funding (Local Infrastructure Financing Tool) from the State of Washington to create a Revenue Development Area that will assist in the transition from the former mill to a mixed use economic catalyst including an estimated 4500 light manufacturing, office park, commercial, retail and entertainment jobs. The city has contracted with Lochner and Associates to provide engineering and design services for streets, infrastructure and I -82 interchange modifications. Partnerships in this project include Yakima County, WSDOT, Federal Highway, Yakima County Development Association (YCDA) and the Yakima valley Conference of Government (YVCOG). The City and County have committed an investment of over $4million in early planning, design, and permitting efforts in order to develop the shovel ready projects. The current status of the project includes: 1. Interchange Justification Report Study, (approved by FHWA in May of 2013) underway to improve freeway access to I -82 and Cascade Mill site as well as connect to the County "East -West Corridor Road" — Yakima County project lead. 2. Design of the Cascade Mill Parkway (a North to South City Boulevard -type Street that will provide access to the mill site and include three roundabouts for intersections. City of Yakima project lead. 3. Preliminary Design and alignment of "East -West Corridor Road" — Yakima County project lead. 4. Grant funding research, permitting and options for clean -up and remediation of former City of Yakima municipal landfill has begun with Department of Ecology. ♦ Project completion date: To Be Determined River Road Widenin- & Reconstruction: 6th Avenue to 16th Avenue In 2011, in a financial partnership with Washington Fruit Company and Yakima School Districts' Stanton Academy, we applied for and received a grant of $639,000 from the Freight Mobility Strategic Investment Board (FMSIB) for a total project of $1.42 Million. As Washington Fruit and Stanton were on the cusp of building frontage improvements for their respective roadway frontages due to their recent developments, they were highly receptive to financially partnering with the City on the grant application so the entire length of River Road from 6th Avenue to 16th Avenue could be widened and reconstructed for the community when their financial participation was incorporated. 3 River Road is being reconstructed from a two -lane, 21 -foot wide, roadway with dirt shoulders to a three -lane roadway, 40 feet wide, providing extra -wide lanes for a shared bike lane with higher truck maneuverability. We are adding curb, gutter and sidewalk. (None exists today). This 2,600 -foot section of roadway will receive lighting for the project length and all commercial driveways in- between. Granite Construction was the low responsive bidder and began work in June this year. Work is 50% complete. ♦ Project completion date: 3rd Quarter FY 2013 North 1st Street Corridor Revitalization — `N' Street to SR -12 In 2010, the City received a $25,000 planning grant through Yakima County SIED funding for the first segment of this project; a comprehensive approach to planning for future improvements to North First Street from "A" Street to the US- 12/I -82 Interchange. The North First Street Improvement Study took place last year to develop a design and action plan to address potential arterial street design alternates including an analysis of resulting traffic flow, streetscape and landscape improvements, and required utility upgrades. The final study document was completed late summer 2011. The City applied for, and received a $250,000 Surface Transportation Program (STP) federal grant for preliminary engineering on August 23, 2012. On January the City was awarded $2,718,000 for the construction of this project. A topographic survey has been completed. A landscape design consultant is being utilized to assist the city in preparation of the engineering plans. Emphasis will be placed on under - grounding of utilities, as well as safety and improving the appearance of the corridor. ♦ Project completion date: FY 2015 2012 City Safety Program Citywide Safety Improvements, & Lincoln Ave. Corridor Safety - 32nd Ave. to 5th Ave This project is funded by a 100% federal Highway Safety Improvement Program grant of $840,000 and is divided into two pieces: Citywide Safety Improvements; and, Lincoln Avenue Corridor Safety - N. 32nd Avenue to N. 5th Avenue. The Citywide Safety Improvements ($400,000) will upgrade signal heads throughout the city from 8 -inch diameter to 12 -inch diameter, as well as constructing ADA ramps along 16th Avenue between Nob Hill Boulevard and River Road. The Lincoln Avenue Corridor Safety project will upgrade signal heads to 12 -inch diameter at 5th Avenue, 6th Avenue and 16th Avenue, construct ADA ramps at many of the crossroads, install sidewalk and replace sidewalk, remove trees blocking the sight distance at several intersections and install two overhead school flashers at the crosswalk for Robertson Elementary School. Design for the project has begun, and construction is anticipated for the spring of 2014. ♦ Project completion date: 3rd Quarter 2014 11 OTHER TASKS SERVICE TO OTHER DIVISIONS Service to other divisions continues to be provided. Miscellaneous work has included: Sewer extension and restoration projects, legal descriptions for annexations and vacations; updating irrigation, water and sewer maintenance reference maps; surveying and mapping; miscellaneous assistance to Police, Planning, Streets, Airport, Wastewater, Stormwater, Public Works Divisions and Public Works facilities, Yakima Convention Center, Fire Department, including remodels and miscellaneous projects, and the Capitol Theatre for capital improvement projects; Purchasing Division, etcetera. We recently provided or are providing engineering assistance for: • Roof repair at Fire Stations • Capitol Theatre: Stage Rehabilitation • Convention Center: Stucco repairs. • Several small drainage improvement projects. • Major and minor wastewater system piping. 5 Water /Irritation Division Capital Improvements Proiects Fruitvale Canal Improvements This project will consolidate the river diversions for Fruitvale Canal with the existing diversions at the Nelson Dam. We are working directly with HDR/Fish Pro on fish screen /intake project options. We will continue to work with the Bureau of Reclamation, Washington Depart of Fish and Wildlife, Yakima County and North Yakima Conservation District on the project design and options. ♦ Project completion date: On -going East Kola Avenue (I - -82 Crossin -) Waterline Replacement The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the waterline will improve flows and reliability in this part of the water system, as well as replace a sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing within the limits of the interstate highway. Huibregtse, Louman Associates has completed the design. The project will be constructed as funding becomes available. ♦ Project completion date: On -going Water Treatment Plant Filter Backwash La ,-oon Improvements The project will replace the unlined backwash recycle lagoon with new concrete lagoons and upgrades to the WTP electrical service. Huibregtse, Louman Associates developed a preliminary design recommendation and report to submit to the Department of Health for approval. The project was submitted and selected for a 2011 Drinking Water State Revolving Fund (DW SRF) loan. Project design has been complete. Bid opening for the project was July 17, 2013. A total of 9 bids were received, with a low bid of $3,548,390.87 being offered by POW Contracting, Inc. of Pasco, WA. Construction is anticipated to begin 3rd Quarter 2013. ♦ Project completion date: 2nd Quarter 2014 SCADA System Up ,-rade The project will replace all of the components of the Water Treatment Plant's SCADA system, as well as all SCADA components at remotes sites such as wells and pump stations. The SCADA system provides automated controls and monitoring at the WTP and all major water facilities throughout the City. An RFQ was sent to 7 consultants to prepare a SOQ for the SCADA system design and construction management. Conley Engineering was the chosen consultant. The project will be coordinated with the WTP Filter Backwash Lagoon Improvements. ♦ Project completion date: 2nd Quarter 2014 M Automated Meterin- Infrastructure Improvements Internal discussions began in January 2010 to determine the future direction for meter reading. Inter - agency agreement approved by Council to coordinate efforts between Yakima, Selah and Nob Hill. Gray and Osborne (consultant) provided an initial report to outline current technologies and potential costs associated with the various options. A final summary report was also provided, outlining recommendations for Yakima, Selah and Nob Hill. Yakima worked with two vendors to install pilot systems (20 meters each near YVCC). A $5 million PWTF loan was approved. The Request for Proposal (RFP) process has been completed and Badger Meter, Inc. was selected to provide the new system. Contracts have been signed and approved, and construction is underway. Meter and data collectors have begun to be installed by both the contractor as well as City crews. ♦ Project completion date: 4th Quarter 2013 Kissel Park Well Repair The lighting storm in late July, 2012 caused damage to both the electrical control panel and the well pump motor at the Kissel Park Well. This well is used as a backup domestic water supply when the water plant cannot meet the water system demands. When the well was constructed in 1993, surge protection was not recommended by the electrical engineer or installed as part of the project since lighting has not historically been a major issue in the Yakima Valley. Even today, most facilities do not require surge protection except for computer type equipment. This project provides for the replacement of the motor starter; installation of a surge protector; removal of the well pump and motor; and repairing or replacing the motor. As this event was specifically excluded from insurance coverage, this repair is being funded using water capital reserves. Picatti Bros., Inc. of Union Gap, WA removed the pump and motor, both of which have been rebuilt and were reinstalled. Start up of the pump and motor was attempted on April 29, 2013 and was unsuccessful. A second attempt to start the pump and motor on July 8, 2013 was also unsuccessful. A third attempt with a new soft start is scheduled for August 9, 2013. Evaluation is on -going to determine the cause of motor not starting. The project is expected to be completed and the well available for service 4th Quarter 2013. ♦ Project completion date: 4th Quarter 2013 Water Treatment Plant Intake Improvements The project will evaluate the river and WTP intake structure for potential modifications and improvements to maintain the existing river location and flows to into the intake. We are currently working with Golder & Assoc. for Hydro- technical Engineering Support Services for design, permitting, funding, and construction bid and inspection support of a new intake and flood plain stabilization structures. ♦ Project completion date: 2nd Quarter 2014 Wastewater Division Capital Improvements Proiects Second Phase of the Speedway Race Street Interceptor The Engineering Division awarded the project to POW Construction to construct the second phase of the Speedway Interceptor Line. Work was completed in March 2013. The Beech Street Lift Station has been decommissioned. ♦ Projected completion date: Complete Industrial Wastewater Line Extension Wastewater division is actively pursuing the separation of high strength food process water (industrial waste) from the domestic sanitary sewer collection and treatment process. To serve existing and future food processing businesses the existing Industrial Waste line is being extended to the Boise Cascade Mill site and to the vicinity of 23rd Avenue and River Road. The forcemain connection bored under the BNSF mainline by POW (Contractor) has been completed. The construction of the gravity trunk line extension from 3rd Avenue and Quince to 23rd Avenue and River Road (Seneca) was recently completed by TTC Construction of Yakima. Huibregtse Louman Associates (HLA) provided construction administration and inspection. ♦ Projected completion date: Complete ➢ Seneca will be actively using the new IW gravity line starting in August 2013. ➢ Third phase of the IW extension is being evaluated by HLA. HLA is scoping for project alignment and analysis. Tieton Drive 38th Avenue to 4e Avenue The wastewater division will be replacing the sanitary sewer line in Tieton Drive between 38th Avenue and 40th Avenue. Contract documents were created by HLA Engineering. Low responsive bidder was TTC Construction of Yakima. Work was required to be completed prior to June 28th, 2013. This section of roadway is included in the City's Resurfacing Project, so it was necessary to have the pipeline replaced prior to the pavement work starting. • Projected completion date: Complete (June 25, 2013) Pipe Rehabilitation — General The wastewater division will be identifying pipeline segments that may be rehabilitated through manhole to manhole cured in place pipe repair. Two lines have been identified to date as candidates. The project timing and size will be dependent on funding available for the project. Wastewater Division has identified 4 pipelines for cured in place pipe repairs and has begun project specifications and descriptions for the pipe repairs. Final scope of the project will be determined after a cost review. • Project completion date: July 2014 Wastewater Facility TMDL ( Struvite) Proiect When fully constructed this project will begin reducing our nutrient concentrations in the wastewater effluent discharged to the Yakima River as required by the Department of Ecology. The construction includes the fabrication and installation of a reactor to harvest phosphorous and the installation of eight (8) mixers in the aeration basins to augment nutrient removal through the reactors. We received Ecology approval on 7/11/2011. The Struvite reactors have been installed and are in operation. The mixers for installation in the Aeration Basins have been received. Design to install the mixers is complete. Installation of the mixers is being completed with the UASB/North End Power Distribution project. All of the mixers have been installed. Start-up is scheduled for the week of August 12tH Struvite PMiect Project provides the ability to produce struvite in a cost effective manner as a marketable fertilizer product which is rich in phosphorus while reducing the amount of phosphorus in the plant effluent discharged to the Yakima River. The project consisted of the installation of equipment in the existing biosolids building. ♦ Project Completed: 4m Quarter FY2012 ♦ Mixer installation completion: 3rd Quarter FY 2013 Wastewater Facilitv. Collection Svstem Plan update & initial Stormwater Comp Plan The last Wastewater Facility Plan was completed in February 2004. This project will update the current facility plan by providing current information on the existing wastewater facility and collection system infrastructure, regulatory requirements, future loadings, operation and maintenance, future capital improvements, rate structure and revenue forecasting. With the adoption of the new Stormwater Regulations a comprehensive Stormwater system plan is needed and will be implemented along with the Wastewater Facility and Collection system plan update. Akel Engineering Group, Inc. is completing capacity models for both systems and preparing a prioritized listing of projects based on existing flows and future capacity needs. Tom Coleman is updating the treatment plant facility plan with input from several on -going projects and studies along with the comprehensive sewer plan from Akel Engineering. ♦ Prcj ect completion date: Draft completed in May 2013 ♦ Completion of final document for submission to ecology expected in 3rd Quarter 2013 Levee set back Proiect, Greenway Trail Re -route and new Wastewater Outfall Staff continues to be involved in the Gap to Gap project for flood plain restoration which will include the Wastewater Treatment Plant to develop a new wastewater outfall. Yakima County selected a consulting team to conduct NEPA/SEPA review of overall Gap to Gap project. Location of new outfall strategy is being reviewed by Department of Ecology. Currently the old Wastewater spray field is being evaluated as a riparian outfall. An engineering report for alternatives like this will be developed and submitted to Ecology for approval. A consultant, Ridolfi Inc., is working on the design of the second phase of the project, which will involve developing a specific design of the outfall and an engineering report for Ecology review /approval. ♦ Phase I Project completion date: 4th Quarter FY2013. The State Salmon Recovery Funding Board has awarded the City a $275,400 grant for completion of Phase I of the project. This was increased to $375,400 when bids came in higher than anticipated by local Fish and Wildlife Recovery Board staff. ♦ State Salmon Recovery funding board has awarded the project an additional $209,620 ♦ Pre - design engineering report for project complete and 95% design complete. Permits for Army Corps of Engineers and State Department of Fish and Wildlife have been submitted. Construction contract awarded to KRCI of Wenatchee Washington. Excavation is 90% complete; trail project has started and is expected to be complete by October 2013. ♦ Awarded more grants for future work. ♦ $249,990 from Ecology for more habitat improvement and tree planting. ♦ $56,000 from Washington Department of Fish and Wildlife for planting ♦ $25,000 from US Fish and Wildlife for Planting ♦ $1,300,000 from Yakima Basin Integrated Plan for moving the outfall* ♦ "Pirate Plunder Adventure Race" Course is part of design criteria for new trail area ♦ Constructing a noise barrier berm with on -site material to complement new Greenway Trail route and shelter site from freeway noise. *Phase Hof project is tentatively planned for bid advertisement in early 2014 Boiler Replacement Proiect Project replaces an existing boiler and adds one boiler for additional capacity required by the Industrial Waste Reactor (UASB Project). Project will also improve gas and hot water piping systems to increase reliability and reduce maintenance of the system. Project was completed in April 2013. ♦ Project Completed: 2nd Quarter FY2013 10 Industrial UASB Reactor and North End Power Distribution System Up ,-rade Proiect This project will allow the City to treat high BOD industrial waste streams, like we get from Del Monte, directly in the new UASB (Upflow Anaerobic Sludge Blanket) reactor opening up additional capacity for other domestic waste streams. The UASB reactor will also generate additional methane gas for use in a future sludge dryer project which is in the preliminary engineering phase. The project also includes upgrading the power distribution system for the North end of the treatment plant to improve reliability and future expandability. Much of this electrical gear in this area was installed in the 1960's and has reached the end of its useful life. A similar project for the South end of the plant was completed in 2009. A new Industrial Waste Pump Station is included as part of this project to complete this part of the project to make room for the new North End Power Distribution Building. Additionally, mechanical mixers in the existing aeration basins for enhanced biological phosphorus removal are being installed with this contract. Project has been awarded to Columbia Energy and Environmental Services; overall the project is 85% complete. The new Industrial pump station became operational in January of 2013. The UASB reactor is in the start-up and commissioning phase. Seed sludge will be loaded into the new reactors on August 12. Feeding the new process will begin that same week. The North end electrical improvements are scheduled for completion by December 2013. ♦ Project completion date: 4th Quarter FY2013 Fine Screen PMiect: Project will enable the plant to comply with the new biosolids regulations requiring a minimum of 3/8 aperture screens to reduce manufactured inerts in the biosolids generated at the facility. The project is currently in design and expected to be bid in 4th Qtr 2013. Timing is dependent upon funding availability. The project scope was reduced to include the replacement of the 1 /z" aperture bars in the existing screens with 3/8" bars and replacement of the two washer compactors to improve reliability ♦ Project is being designed with expected award in 1st Qtr 2014 and completion in 2014 dependent upon funding from the Department of Ecology through the State Revolving Fund Program. Grease Receivin,- Proiect: Project will enable the City to accept brown grease from the community and pump it directly into a digester. The goal for this project is to enhance the methane gas production in order to reduce the natural gas requirement for the future biosolids dryer project. An additional benefit is to reduce the amount of grease being discharged into the collection system line. The reduction of grease into the collection system lines will reduce required cleaning activities for City staff and the number of sewer back -ups due to grease accumulation. 11 Kennedy Jenks completed the initial study report in July 2013. The project is questionable as to the economic feasibility. Therefore, we are currently holding off on the final design and may abandon the project completely. ♦ Project completion date: Preliminary Study completed 2nd Quarter FY2013 Biosolids Dryer Noiect: Project will enable the plant to produce a marketable Class A exceptional quality biosolids for use as a fertilizer. The Pharm er/CDM- Smith engineering team was selected for the design of this process. We are currently developing the specification for the dryer equipment purchase.
