AN ORDINANCE relating to parking; reducing the permitted parking limit for parking spaces
located on the north side of Yakima Avenue between 7th Avenue and 8th
Avenue to one hour; and amending Sections 9.50.070 and 9.50.077 of
the Yakima Municipal Code.
WHEREAS, the City Council has previously adopted ordinances limiting the duration of
parking upon city streets, all as codified in Chapter 9.50 YMC; and
WHEREAS, the City Council finds and determines that YMC Sections 9.50.070 and
9.50.077 should be amended to change the parking time limit on the north side of Yakima
Avenue between 7th Avenue and 8th Avenue from two hours to one hour; and
WHEREAS, Sections 9.50.070 and 9.50.077 shall be amended as set forth in Exhibit
"A" and in Exhibit "B" , respectively, attached hereto and by this reference incorporated herein,
and that such amendment is in the best interest of residents of the City of Yakima and will
promote the general health, safety and welfare thereof; now, therefore
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 9.50.070 and Section 9.50.077 of the Yakima Municipal Code is
hereby amended to read as set forth in Exhibit "A" and Exhibit "B ", respectively, attached
hereto and incorporated herein.
Section 2. This ordinance shall be in full force and effect after its passage, approval
and publication as provided by law and by the City Charter.

9.50.070 Two -hour parking time limit on certain streets.
When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than two
hours at any time between the hours of nine a.m. and six p.m. on any day except Sundays and public holidays

Re: Ordinance Amendment to Change the Parking Time Limits on Yakima Avenue
between 7t" Avenue and 8t" Avenue
Business owners along the north side of Yakima Avenue between 7th Avenue and 8th
Avenue have requested that the parking time limit be reduced from the existing two -
hour limit to 30 minutes. They believe that the shorter time limit will free up parking for
customers by creating a higher parking turnover rate. To some extent this is true.
However, there are reasons to reduce the time limit to one hour instead of the 30
minutes requested.
The inability to enforce a 30- minute limit outside of the downtown core is the primary
reason not to have a 30- minute parking time limit. The City does not have personnel
needed to enforce 30 minute parking outside of the central core. An officer would need
to pass by the location approximately every 45 minutes to enforce a 30- minute time
limit. The one reserve officer covering the downtown area cannot provide that level of
enforcement on a regular basis.
Another reason for the one -hour limit instead of 30 minutes is that 30 minutes may be
too short of time for many customers of the businesses. The existing businesses include
an radio/TV station, a dress shop, a vacant shop, and a Taco Time restaurant. The
shorter time limit may not impact the television station or the Taco Time in most
situations but could have an adverse impact on the dress shop. The vacant shop could
have any number of uses that may make at least one hour of parking desirable for their
customers.
If it becomes apparent in the future that a shorter term parking stall is needed, a single
parking stall could be posted to provide for that situation. Making the whole block 30-
minute parking would be excessive.
