i. Retirement recognition of Bob OeoQrose||ier, Senior Engineer, fnr4O
years of service to the City of Yakima
Public Works Director Scott Schafer recognized Bob Demgrome||ier, retiring Senior Engineer,
for4O years of service to the City of Yakima. Council presented yWc Deogrose||iera retirement
clock, and he thanked the City for the opportunities and fe||cxm staff members for their excellent
work.
ii. Report from the Community Integration Committee
Rooio Carribn. Chair of the C|onnrnuni1v Integration Committee, spoke about o lack of

leadership from the Council regarding the choice to remain silent and not condemning the
January 6 attack on our Capitol and requested the Council secure the safety of the community
by addressing events like this. The Committee shared their recommendation onwhat the
Council should be doing. Committee member Sandra Aguilar asked for a commitment from the
Council for a joint work session with the Committee. After Council discussion,

Community Integration Committee within the next 68 days. The motion carried by
unanimous vote, Hill and White absent.

Mayor Byers referred to the items placed on the Consent Agenda, questioning whether there
were any additions or deletions from Council members present. There were no changes. The
City Clerk read the Consent Agenda items, including resolutions and ordinances, by title.

MOTION: Cwumemm moved and Lund seconded tw direct staff to draft the official
annexation petition and collect signatures from property owners to begin the
annexation review procedures. The motion carried by unanimous vote, Hill and White
absent.
7. Closed record public hearing and Ordinance to consider the Yakima Planning Commission's
recommendation regarding the rezone of five parcels from Suburban Residential (SR) to
General Commercial /GC\for 80Z0 Sports Complex at42D9 Sorenson Rd
Associate Planner Trevor Martin briefed Council on the proposed rezone.
Mayor Byers opened the public hearing. Leanne Liddicoat, non-resident, spoke in support of
the rezone.
The City Clerk read the ordinance hy title only.
MOTION: Cc^uaamamoved and Lund seconded to pass the ordinance. The motion
carried by unanimous vote, Hill and White absent.

8. Public Hearing on Class 2 and 3 Uses in the R-3 Zoning District
Planning Manager Joseph Calhoun reported on the hearing.
Mayor Byers opened the public hearing. The following City residents spoke in support of the
Yakima Planning Commission's recommendation on the R-3 Zone Moratorium: Bill Hordan,
Jake Mayson, Jimmy Buchanan and Dereck Nelson.
After Council discussion,
MOTION: Cousens moved and Lund seconded that the City Council adopt the
findings, conclusions and recommendation of the Planning Commission and retain the
allowed Class 2 and Class 3 uses in the R-3 zone as currently codified. The motion
carded by a 4-1 vote, Funk voting no, Hill and White absent.
DEPARTMENT ITEMS
9. 2021 State Legislative Session Update
Randy Beehler, Communications & Public Affairs Director and City lobbyists Luke Esser
and Nick Federici, provided a legislative session update.
10. Background Report for Consideration of Site Specific Rezone Standards
Community Development Director Joan Davenport reported on site specific rezones.
Councilmember Funk stated she didn't think there is an, need to to further with this issue.

MOTION: Cousens moved and Macias seconded to schedule a study session to re-
evaluate and further discuss a vacant building registry and minimum standards and
maintenance of vacant buildings, which were previously discussed by the economic
development committee and City Council. The motion carried by unanimous vote, Hill and
White absent.
MOTION: Funk moved and Macias seconded to add to the agenda of the next council
business meeting, discussion of a motion to approve this plan for habitat seed from
Pheasants Forever. The motion carried by unanirrraus vote, Hill and White absent.
MOTION: Funk moved and Macias seconded that we add to the agenda of the next
council business meeting, discussion of a motion to direct staff to write amendments
to the draft Housing Action Plan, which will actualize our affordable housing policy
goals. The motion carried by unanimous vote, Hill and White absent.
MOTION: Byers moved and Cousens seconded to add to a future study session to
discuss a policy regarding proclamations and letters of support. The motion carried by
unanimous vote, Hill and White absent.

session on April 27, 2021, at 5:00 p.m. at City Hall. The motion carded by unanimous yoke,

and Booker Ward) presented an update On the recent gang activity and violent crime irnp8Ct8
in our community, and answered questions from Council members.

Sara Watkins, City Attorney, presented a PovverPointon GRIT programs including: [)CYF
PnOgne88 Report#3 for the Yakima Youth Leadership F»nOgn8nn 88 [)CYF funds the
Education Advocate at Washington Middle School; OJJDP U»nOgneS3 RepOrt#2 for the
period Of July 1, 2020 through December 31` 2020 as (]JJ[)P funds Education Advocates
at the other three middle SChOO|3` but the report COwerS information from all four middle
8chOO|8 for the time period because the C)JJDP grant funds the Washington Middle 15chOO|
E/\starting July 1, 2021; and DCYF Progress Report#3 for the Walk About Yakima /VV/\Y\
Program.
Sarah Augustine, Executive Director ofthe Dispute Resolution Center of Yakima and Kittites
Counties /DRC\answered questions about the /VV/\Y\ program. The City contracts with
[]FtC to administer the WAY program, as well as facilitate the Village and Steering
Committee meetings.
