SUMMARY EXPLANATION:
Attached is the Engineering Division's 1st Quarter Capital Improvement Projects Memorandum
and Report, which includes Water /Irrigation and Wastewater Capital Improvement
Projects. Also attached is the current project spreadsheet developed by the Sewer, Water,
Irrigation, Streets, Traffic and Engineering Divisions. The current project listing assists in the
planning of current and upcoming projects. It helps the divisions coordinate their work so that,
for example, a street is not rebuilt or seal coated just prior to planned underground work on the
same street.

SUBJECT. • 2013 Capital Improvement Projects: 1St Quarter
INTRODUCTION
This Quarterly Report information is intended to provide a status overview of the City's capital
improvement projects for the 1St Quarter of 2013, including current project status, milestones, and
any new developments that may significantly alter the schedules or costs of the projects. This
narrative report includes projects of the Water /Irrigation Division, Wastewater Division and
Engineering Division.
CAPITAL IMPROVEMENT PROJECTS
West Nob Hill Blvd. 49th Avenue to 64th Avenue
This project consists of widening the roadway to five lanes, with curb, gutter, sidewalk and street
lighting. Granite Construction began work on this project on July 23rd. It was hoped that the
final lift of paving could occur during the early part of November, 2012. Due to the cold, rainy
and overcast conditions of early November, paving had to be postponed to the spring of 2013.
Paving of this project is scheduled for mid April.

Railroad Grade Separations, Lincoln Avenue (& Martin Luther Kin,- Jr. Blvd)
1st Street to 1st Avenue, Phase 2 (MLK Phase 3)
Phase 2, Lincoln Avenue: This project consisted of re- constructing Lincoln Avenue so the
roadway passes beneath the existing BNSF railroad tracks. It includes a bridge for Front Street
that passes over Lincoln Avenue. Phase 1 of this project, which relocated utilities for both
underpasses, was completed in the fall of 2007. Phase 2 of this project, which constructs the
Lincoln Avenue underpass, was awarded to Apollo, Inc. of Kennewick, on February 3, 2010.
Construction began in March of 2010. The underpass was opened to traffic on May 7, 2012. The
Contractor is finalizing the last touches to the storm drainage pumping system. Once approval of
the pump station has been given, the project will be closed out.

Phase 3, MLK Jr. Blvd: This project consists of re- constructing MLK Jr. Blvd. so the roadway
will pass beneath the existing BNSF railroad tracks. It includes a bridge for Front Street that will
pass over MLK Jr. Blvd. Bids were opened on November 27, 2012, with Mowat Construction
Company being the low bidder at $10,634,867.95. The contract was executed on January 25,
2013, and construction is scheduled to begin on February 25th. KBA, Inc., from Bellevue was
selected to perform the inspection and contract administration. While the project should be open
for traffic in the 3rd quarter of 2014, project closeout may take the remainder of 2014.

Yakima Valley Trolley Barn & Museum Preservation
Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation
Company Trolley Repair Barn and Substation on January 31, 2008. Environmental
documentation approval was received to make repairs to the west and south walls and crane
system. Repairs to the crane inside the barn, and to the south and west walls of the Trolley Barn
have been completed. Some funding still remains. These funds will be used to reconfigure the
power delivery system and restore portions of the 6 -mile track, poles and overhead equipment.
The material purchase, pole and other overhead work will be completed in the first half of 2013.

Kiwanis Park, tipper Park
This project consists of building three multi -use ball fields including field lighting, restroom
facilities, a volleyball court, a basketball court, a skate park, a playground, a
concession /restroom, new sidewalk and pathways, and parking. Funding includes $500,000 from
a Recreation and Conservation Office (RCO) State grant, $500,000 from Yakima School District
for field lighting, plus funding from various local service clubs. Sun Yakima LLC purchased the
property adjacent to the existing Kiwanis Park, cleared the property and donated the property to
the City of Yakima. The skate park was constructed with funds donated by the Apple Valley
Kiwanis Club. The playground was purchased and installed by Downtown Yakima Rotary. The
basketball court has been constructed with funds donated by Yakima Southwest Rotary. A
30'x30' covered picnic shelter was constructed with funds donated by Sunrise Rotary. A project
that constructed parking spaces and sidewalk connecting the walkway from Fair Avenue to
Gateway Park along Maple Street was recently completed at a cost of $123,000. A $45,000
project that prepared the site for future work was completed in April, 2011. Construction is
nearly complete for the ball fields, field lighting, the pedestrian pathway and west parking lot.
The low bidder was Stephens and Sons Construction, Inc., with a bid of $1,274,122.70. The
concession /restroom building was constructed by the local service clubs. The new fields were
dedicated on October 13th. The project has been completed; however, the Contractor is still
required to perform some seeding, mowings and fertilizations of the ball fields.

South 64th Avenue Roadway Widenin ,-: Nob Hill BlvtL to Tieton Drive

This project will widen this section of 64th Avenue to a 39 -foot roadway (14'- 11' -14') with curb
and gutter on both sides of the road, and a 7 -foot sidewalk on one side of the road. Street lighting
and a stormwater runoff treatment system will also be constructed. The project is funded by a
$900,000 Surface Transportation Program (STP) federal grant and $200,000 mitigation from the
Wal -Mart Development Project.
Environmental documentation for this project was approved in June of this year. Right of way
acquisition is close to being finished the project is scheduled to bid in March.

Ortman Trail, vicinity Willow Street
This project will construct a paved pathway that will connect the Powerhouse Canal Trail at 14th
Avenue & Swan Avenue to the William O. Douglas Trail on 6th Avenue at "I" Street. Once this
project is completed, the Powerhouse Trail, Ortman Trail, William O. Douglas Trail and Yakima
Greenway will be connected and complete a 6.5 -mile loop. The project is funded by a
Transportation Enhancement Grant (Federal) of $283,278. The project was advertised for
bidders in August, but the bids were higher than the remaining budget. The project was rebid on
January 24th , and bids will be opened on February 14th

Yakima Sawmill Redevelopment
Staff and consultant planning and design has begun on the multi - phased redevelopment of the
former sawmill and plywood plant. Public funding sources include a commitment from the State
of Washington in 2009 for up to $25 million of tax increment financing and a SIED loan in the
amount of $500,000 from Yakima County to provide for the engineering design of new roads and
utilities. The City and sawmill property owners are developing a master plan for over 200 acres
of interstate frontage property to include retail - commercial, office- medical, light industrial,
residential and open recreation space. The City has contracted with a consultant team led by
H.W. Lochner Engineers to develop and design the Cascade Mill Parkway, which will extend
from Lincoln Avenue to `R' Street.
Yakima County has also contracted with the consultant team led by H.W. Lochner Engineers for
the development of an East -West Corridor that will extend from 1st Street in Yakima easterly to
Butterfield Road in Terrace Heights, and the development of an Interchange Justification Report
to modify the Yakima Avenue and Fair Avenue interchanges. The consultant team began the
design and surveying for these projects in October, 2011. A TIGER -IV Grant application was
submitted for but was not awarded to this project.

River Road Widenin- & Reconstruction: 6th Avenue to 16th Avenue

In 2011, in a financial partnership with Washington Fruit Company and Yakima School Districts'
Stanton Academy, we applied for and received a grant of $639,000 from the
Freight Mobility Strategic Investment Board (FMSIB) for a total project of $1.42 Million.
As Washington Fruit and Stanton were on the cusp of building frontage improvements for their
respective roadway frontages due to their recent developments, they were highly receptive to
financially partnering with the City on the grant application so the entire length of River Road
from 6th Avenue to 16th Avenue could be widened and reconstructed for the community when
their financial participation was incorporated.
River Road will be reconstructed from a two -lane, 21 -foot wide, roadway with dirt shoulders to a
three -lane roadway, 40 feet wide, providing extra -wide lanes for a shared bike lane with higher
truck maneuverability. We will also be adding curb, gutter and sidewalk. (None exists today).
This 2,600 -foot section of roadway will receive lighting for the project length and all commercial
driveways in- between. We have acquired the necessary right of way, and will bid in late
February /early March.

North 1st Street Corridor Revitalization — `N' Street to SR -12
In 2010, the City received a $25,000 planning grant through Yakima County SEED funding for
the first segment of this project; a comprehensive approach to planning for future improvements
to North First Street from "A" Street to the US- 12/E -82 Interchange. The North First Street
Improvement Study took place last year to develop a design and action plan to address potential
arterial street design alternates including an analysis of resulting traffic flow, streetscape and
landscape improvements, and required utility upgrades. The final study document was
completed late summer 2011.
The City applied for, and received a $250,000 Surface Transportation Program (STP) federal
grant for preliminary engineering on August 23, 2012. On January the City was awarded
$2,718,000 for the construction of this project. The topographic survey has been completed and
the design has begun.

2012 City Safety Program
Citywide Safety Improvements, & Lincoln Ave. Corridor Safety - 32nd Ave. to 5th Ave
This project is funded by a 100% federal Highway Safety Improvement Program grant of
$840,000 and is divided into two pieces: Citywide Safety Improvements; and, Lincoln Avenue
Corridor Safety - N. 32nd Avenue to N. 5th Avenue.
The Citywide Safety Improvements ($400,000) will upgrade signal heads throughout the city
from 8 -inch diameter to 12 -inch diameter, as well as constructing ADA ramps along 16th Avenue
between Nob Hill Boulevard and River Road.

The Lincoln Avenue Corridor Safety project will upgrade signal heads to 12 -inch diameter at 5th
Avenue, 6th Avenue and 16th Avenue, construct ADA ramps at many of the crossroads, install
sidewalk and replace sidewalk, remove trees blocking the sight distance at several intersections
and install two overhead school flashers at the crosswalk for Robertson Elementary School.
Design for the project has begun, and construction is anticipated for the spring of 2014.

OTHER TASKS
SERVICE TO OTHER DIVISIONS
Service to other divisions continues to be provided. Miscellaneous work has included: Sewer
extension and restoration projects, legal descriptions for annexations and vacations; updating
irrigation, water and sewer maintenance reference maps; surveying and mapping; miscellaneous
assistance to Police, Planning, Streets, Airport, Wastewater, Stormwater, Public Works Divisions
and Public Works facilities, Yakima Convention Center, Fire Department, including remodels
and miscellaneous projects, and the Capitol Theatre for capital improvement projects; Purchasing
Division, etcetera.
We recently provided or are providing engineering assistance for:
• Roof repair at Fire Stations
• Capitol Theatre: Stage Rehabilitation
• Convention Center: Stucco repairs.
• Several small drainage improvement projects.
• Major and minor wastewater system piping.
Water /Irritation Division Capital Improvements Projects
Fruitvale Canal Improvements
This project will consolidate the river diversions for Fruitvale Canal with the existing diversions
at the Nelson Dam. We are working directly with HDR/Fish Pro on fish screen /intake project
options. We will continue to work with the Bureau of Reclamation, Washington Depart of Fish
and Wildlife, Yakima County and North Yakima Conservation District on the project design and
options.

East Kola Avenue (I - -82 Crossin -) Waterline Replacement
The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola
Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the
waterline will improve flows and reliability in this part of the water system, as well as replace a
sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing
within the limits of the interstate highway. Huibregtse, Louman Associates has completed the
design. The project will be constructed as funding becomes available.

Water Treatment Plant Backwash Recycle Up ,-rade
The project will replace the unlined backwash recycle pond with new lined recycle ponds and
upgrades to the WTP electrical service. Huibregtse, Louman Associates developed a preliminary
design recommendation and report to submit to the Department of Health for approval. The
project was submitted and selected for a 2011 Drinking Water State Revolving Fund (DW SRF)
loan. Project design is 90% complete, with construction anticipated to begin 3rd Quarter 2013.

Automated Meterin- Infrastructure
Internal discussions began in January 2010 to determine the future direction for meter reading.
Inter - agency agreement approved by Council to coordinate efforts between Yakima, Selah and
Nob Hill. Gray and Osborne (consultant) provided an initial report to outline current
technologies and potential costs associated with the various options. A final summary report was
also provided, outlining recommendations for Yakima, Selah and Nob Hill. Yakima worked with
two vendors to install pilot systems (20 meters each near YVCC). A $5 million PWTF loan was
approved. The Request for Proposal (RFP) process has been completed and a vendor selected.
Contracts have been signed and approved, with construction expected to be underway in 2nd
Quarter 2013.

Kissel Park Well Repair
The lighting storm in late July, 2012 caused damage to both the electrical control panel and the
well pump motor at the Kissel Park Well. This well is used as a backup domestic water supply
when the water plant cannot meet the water system demands. When the well was constructed in
1993, surge protection was not recommended by the electrical engineer or installed as part of the
project since lighting has not historically been a major issue in the Yakima Valley. Even today,
most facilities do not require surge protection except for computer type equipment.
This project provides for the replacement of the motor starter; installation of a surge protector;
removal of the well pump and motor; and repairing or replacing the motor. As this event was
specifically excluded from insurance coverage, this repair is being funded using water capital
reserves.
Picatti Bros., Inc. of Union Gap, WA removed the pump and motor, both of which have been
rebuilt and currently being installed. The project is expected to be completed and the well
available for service May 2013.

Water Treatment Plant Intake Improvements
The project will evaluate the river and WTP intake structure for potential modifications and
improvements to maintain the existing river location and flows to into the intake. We are
currently working with Golder & Assoc. for Hydro- technical Engineering Support Services for
design, permitting, funding, and construction bid and inspection support of a new intake and
flood plain stabilization structures.

Wastewater Division Capital Improvements Projects
Second Phase of the Speedway Race Street Interceptor
The Engineering Division awarded the project to POW Construction to construct the second phase
of the Speedway Interceptor Line. Work was completed in March 2013. The Beech Street Lift
Station has been decommissioned.

Industrial Wastewater Line Extension
Wastewater division is actively pursuing the separation of high strength food process water
(industrial waste) from the domestic sanitary sewer collection and treatment process. To serve
existing and future food processing businesses the existing Industrial Waste line is being
extended to the Boise Cascade Mill site and to the vicinity of 23rd Avenue and River Road. The
forcemain connection bored under the BNSF mainline by POW (Contractor) has been completed.
The construction of the gravity trunk line extension from 3rd Avenue and Quince to 23rd Avenue
and River Road (Seneca) was awarded to TTC Construction. The pipeline has been installed
from 3rd Avenue and Quince to 16th Avenue and `J' Street. HLA is providing construction
administration and inspection.
♦ Project completion date: July 2013.
Tieton Drive 38th Avenue to 40th Avenue
The wastewater division will be replacing the sanitary sewer line in Tieton Drive between 38th
Avenue and 40th Avenue. Contract documents have been completed by HLA Engineering. Bid
opening is scheduled for May 6. Work will be completed prior to June 28th , 2013. This section
of roadway is included in the City's Resurfacing Project, so it was necessary to have the pipeline
replaced prior to the pavement work starting.

Pibe Rehabilitation — General
The wastewater division will be identifying pipeline segments that may be rehabilitated through
manhole to manhole cured in place pipe repair. Two lines have been identified to date as
candidates. The project timing and size will be dependent on funding available for the project.
• Project completion date: July 2014
Wastewater Facility TMDL ( Struvite) Proiect
When fully constructed this project will begin reducing our nutrient concentrations in the
wastewater effluent discharged to the Yakima River as required by the Department of Ecology.
The construction includes the fabrication and installation of a reactor to harvest phosphorous and
the installation of eight (8) mixers in the aeration basins to augment nutrient removal through the
reactors. We received Ecology approval on 7/11/2011.
The Struvite reactors have been installed and are in operation.
The mixers for installation in the Aeration Basins have been received. Design to install the
mixers is complete. Installation of the mixers is being completed with the UASB/North End
Power Distribution project. The mixer installation is scheduled for completion by July 2013.
♦ UASB Project is underway and 4 of the mixers have been installed in the aeration basins.
Struvite PMiect
Project provides the ability to produce struvite in a cost effective manner as a marketable
fertilizer product which is rich in phosphorus while reducing the amount of phosphorus in the
plant effluent discharged to the Yakima River. The project consisted of the installation of
equipment in the existing biosolids building.

♦ Mixer installation completion: 3rd Quarter FY 2013
Wastewater Facilitv. Collection Svstem Plan update & initial Stormwater Comp Plan
The last Wastewater Facility Plan was completed in February 2004. This project will update the
current facility plan by providing current information on the existing wastewater facility and
collection system infrastructure, regulatory requirements, future loadings, operation and
maintenance, future capital improvements, rate structure and revenue forecasting.
With the adoption of the new Stormwater Regulations a comprehensive Stormwater system plan
is needed and will be implemented along with the Wastewater Facility and Collection system
plan update.
Akel Engineering Group, Inc. is completing capacity models for both systems and preparing a
prioritized listing of projects based on existing flows and future capacity needs.
Tom Coleman is updating the treatment plant facility plan with input from several on -going
projects and studies along with the comprehensive sewer plan from Akel Engineering.
♦ Project completion date: Draft will be completed in May 2013. Completion of final
document for submission to ecology expected in 3m Quarter 2013.
Levee set back Proiect, Greenway Trail Re -route and new Wastewater Outfall

Staff continues to be involved in the Gap to Gap project for flood plain restoration which will
include the Wastewater Treatment Plant to develop a new wastewater outfall. Staff will help
Yakima County select consulting team to conduct NEPA/SEPA review of overall Gap to Gap
proj ect.
Location of new outfall strategy is being reviewed by Department of Ecology. Currently the old
Wastewater spray field is being evaluated as a riparian outfall. An engineering report for
alternatives like this will be developed and submitted to Ecology for approval. A consultant,
Ridolfi Inc., is working on the design of the second phase of the project, which will involve
developing a specific design of the outfall and an engineering report for Ecology
review /approval.
♦ Phase I Project completion date: 4th Quarter FY2013. The State Salmon Recovery Funding
Board has awarded the City a $275,400 grant for completion of Phase I of the project.
♦ State Salmon Recovery funding board has awarded the project and additional $209,620
♦ Pre - design engineering report for project complete and 95% design complete. Permits for
Army Corps of Engineers, and State Department of Fish and Wildlife have been submitted.
♦ Waiting for results of state grant application for "319" program money.
♦ "Pirate Plunder Adventure Race" Course is part of design criteria for new trail area
♦ Constructing a noise barrier berm with on site material to complement new Greenway Trail
route and shelter site from freeway noise.
Boiler Replacement Proiect
Project replaces an existing boiler and adds one boiler for additional capacity required by the
Industrial Waste Reactor (UASB Project). Project will also improve gas and hot water piping
systems to increase reliability and reduce maintenance of the system. Project was completed in
April 2013.

Industrial UASB Reactor and North End Power Distribution System Up ,-rade Proiect
This project will allow the City to treat high BOD industrial waste streams, like we get from Del
Monte, directly in the new UASB (Upflow Anaerobic Sludge Blanket) reactor opening up
additional capacity for other domestic waste streams. The UASB reactor will also generate
additional methane gas for use in a future sludge dryer project which is in the preliminary
engineering phase.
The project also includes upgrading the power distribution system for the North end of the
treatment plant to improve reliability and future expandability. Much of this electrical gear in
this area was installed in the 1960's and has reached the end of its useful life. A similar project
for the South end of the plant was completed in 2009.
A new Industrial Waste Pump Station is included as part of this project to complete this part of
the project to make room for the new North End Power Distribution Building. Additionally,
mechanical mixers in the existing aeration basins for enhanced biological phosphorus removal
are being installed with this contract.

Project has been awarded to Columbia Energy and Environmental Services, overall the project is
65% complete. The new Industrial pump station became operational in January of 2013. The
UASB reactor is scheduled to be on -line in July of 2013. The North end electrical improvements
are scheduled for completion by December 2013.
♦ Project completion date: 4th Quarter FY2013.
Fine Screen PMiect:
Project will enable the plant to comply with the new biosolids regulations requiring a minimum
of 3/8 aperture screens to reduce manufactured inerts in the biosolids generated at the facility.
The project is currently in design and expected to be bid in 4th Qtr 2013. Timing is dependent
upon funding availability.
The project scope was reduced to include the replacement of the 1 /z" aperture bars in the existing
screens with 3/8" bars and replacement of the two washer compactors to improve reliability
♦ Project is being designed and expected to be awarded in 1st Qtr 2014 and completed in 2014.
Grease Receivin,- Proiect:
Project will enable the City to accept brown grease from the community and pump it directly into
a digester. The goal for this project is to enhance the methane gas production in order to reduce
the natural gas requirement for the future biosolids dryer project. An additional benefit is to
reduce the amount of grease being discharged into the collection system line. The reduction of
grease into the collection system lines will reduce required cleaning activities for City staff and
the number of sewer back -ups due to grease accumulation.
Kennedy Jenks is under contract to design this system. The initial study report is scheduled to be
received in May 2013. If determined to be feasible and economically sustainable, final design
will begin Second Quarter of 2013, and construction in 2014. Preliminary indicators show the
project will not be economically sustainable without credit for a reduced cleaning benefit of City
collection systems.

Biosolids Dryer Proiect:
Project will enable the plant to produce a marketable Class A exceptional quality biosolids for
use as a fertilizer. The Pharm er/CDM- Smith enyuineenng team was selected for the design of this
process. Design expected to be completed in 2" Qtr 2014. Construction to be completed in the
third Quarter 2015.

Stormwater Capital Improvements Protects
Yakima under -round Iniection Control (UIO / Water Quality Retrofits
This project will design and construct prototype Underground Injection Control (UIC) retrofits to
the City's' existing 814 UIC facilities. The Department of Ecology is providing a grant of
$210,000 for the development of different methods to retrofit existing facilities & structures.
OTAK, Inc. was selected as the lead consultant to assist the City with this project. A draft
technical memorandum has been written which proposes a method to assess relative risk to
groundwater from stormwater dry wells. The wells have been prioritized for retrofitting and
OTAK is now reviewing retrofit designs as well as preparing cost estimates and sketches for each
design method.

PRIVATE PROJECTS (Current Listinz)

AFFIRMATIVE ACTION GOALS & WIM /DBE PARTICIPATION
W/M/DBE utilization has been included in the past but is not included with this report.
The Engineering Division continues to request apparent low bidders of public works contracts to
document their efforts to achieve the City of Yakima's goal of 10% MBE, WBE or DBE
participation goal prior to contract award. However, changes in state law due to the passage of
Initiative 200 prohibit certain practices by contracting agencies (i.e. the City) for the award of
public works projects such as requiring W/M/DBE subcontracting. While some contractors have
voluntarily reported such information in the past, we have not received any such reporting last
year.
Although we do not receive such information voluntarily, the City must still meet certain of these
federal requirements and each contractor must comply with the Standard Specifications that are
included on each City Public Works Contract. The City is responsible to:
• Conduct pre - construction conferences during which EEO and City policies are discussed
with the contractor.
Monitor on -site compliance with the EEO and City policies.
Ensure our contractors locate, qualify, and increase the skills of minority groups, women
employees, and applicants for employment as required by City policies.
Ensure the preparation of required EEO and related reports.
