ROLL CALL The City Council met in session on this date at 2:00 p.m., in the Council Chambers of City Hall, Yakima, Washington, Mayor Lynn Buchanan, presiding. Council Members Clarence. Barnett, Henry Beauchamp, John Klingele, Mary Place, John Puccinelli, and Bernard Sims present on roll call. City Manager Zais, City Attorney Paolella, and City Clerk Roberts also present. 2. INVOCATION /PLEDGE OF ALLEGIANCE The Invocation was given by Council Member Beauchamp. 3. ADMINISTRATION OF OATH OF OFFICE TO MARY PLACE Mary Place, having been elected to the Office of Council Member on November 4, 1997, and the Oath of Office having been administered to her at this time by City Clerk Roberts, is now duly seated as a Council member for the City of Yakima. 4. ELECTION OF MAYOR Following nomination, the question was called for a vote on Lynn Buchanan to be elected as mayor. The vote failed by 5 -2 show of hands vote; Barnett, Beauchamp, Place, Puccinelli and Sims voting nay. Following nomination, the question was called for a vote on John Puccinelli to be elected as mayor. The motion carried by 5 -2 show of hands vote; Buchanan and Klingele voting nay. 5. ELECTION OF ASSISTANT MAYOR (MAYOR PRO -TEM) Following nomination, the question was called for a vote on Mary Place to be elected as Assistant Mayor. The motion carried by unanimous voice vote. 6. OPEN DISCUSSION FOR THE GOOD OF THE ORDER A. PROCLAMATIONS (IF APPLICABLE) MARTIN LUTHER KING, JR. WEEK Mayor Puccinelli read the proclamation declaring the week of January 12, 1998 as Martin Luther King, Jr. Week in Yakima. The proclamation was accepted by Nancy Leahy, who distributed yellow ribbons and information about celebration activities being held throughout the week. 35 JANUARY 13, 1998 7. CONSENT AGENDA Mayor Puccinelli referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. It was the general consensus to add Item No. 20 to the Consent Agenda. The City Clerk then read the Consent Agenda items, including resolutions and ordinances by title. It was MOVED BY SIMS, SECONDED BY BUCHANAN, THAT THE CONSENT AGENDA, AS READ, BE ADOPTED. The motion carried by unanimous roll call vote. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda handled under one motion without further discussion.) • *8. APPROVAL OF MINUTES OF THE OCTOBER 28, 1997 ADJOURNED MEETING AND NOVEMBER 4, 1997 BUSINESS MEETING The minutes of the October 28, 1997 Adjourned Meeting and November 4, 1997 Business Meeting having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 9. PUBLIC MEETING TO CONSIDER APPROVAL OF CANTERWOOD FINAL PLAT IN THE VICINITY OF 1719 SOUTH 16TH AVENUE, REQUESTED BY RON KNIGHT (KKR DEVELOPMENT) (SEE RESOLUTION APPROVING FINAL PLAT) This being the time set for a public meeting on the Canterwood Final Plat, Dan Valoff, Associate Planner, reviewed the statistics in the staff report. The preliminary plat approval for Canterwood, a 15 -lot subdivision in the vicinity of 16th Avenue and Pierce Street, was given by Council on September 27, 1994. He reported all the conditions of the preliminary plat have been met and staff recommends approval of the final -plat. Mayor Puccinelli opened the public meeting for citizen comments. There being no citizen wishing to comment, the public meeting was closed. Resolution No. R -98 -1 having been read by title, it was MOVED BY SIMS, SECONDED BY BUCHANAN, TO ADOPT THE RESOLUTION. The motion carried by unanimous roll call vote. RESOLUTION NO. R -98 -1, A RESOLUTION approving the final plat of Canterwood, a 15 -lot subdivision located in the vicinity of 1719 South 16th Avenue, and authorizing the Mayor to sign the final plat. 10. AUDIENCE PARTICIPATION Aileen Kane, 701 South 14th Avenue, congratulated Mayor Puccinelli on his election. She complimented the City for listening to the citizens and pushing the snow into the middle of the street to make it easier for people to get around. 2 36 JANUARY 13, 1998. Robert Owen, 614 North 3rd Street, stated he was curious about this meeting's agenda not being published in the newspaper. City Clerk Roberts responded that the agenda had been provided to the newspaper; however, she was informed by newspaper staff that there was no space in the paper for it to be printed. Mr. Owens commented he would rather have seen the agenda printed than some of the other non -local news. 11. R -98 -5, A RESOLUTION authorizing the City Manager and the City Clerk to execute a Lease Agreement between the City of Yakima and the office of Aging and Long Term Care for the purpose of providing direct service to senior citizens at the Senior Center. *16. CONSIDERATION OF RESOLUTION AMENDING THE CITY INVESTMENT POLICY RESOLUTION NO. R -98 -7, A RESOLUTION revising the City of Yakima investment policy for public funds. *18. CONSIDERATION OF RESOLUTION AUTHORIZING EXTENSION OF ZAREMBA CLAIMS CONTRACT RESOLUTION NO. R -98 -8, A RESOLUTION authorizing and directing the City Manager and the City Clerk of the City of Yakima to enter into an Agreement with Zaremba Claims Service- Yakima for the purpose of reviewing and investigating property and general liability damage claims filed with and against the City of Yakima. *19. SET DATES OF PUBLIC MEETING /PUBLIC HEARING FOR JANUARY 20, 1998: A. SET DATE OF PUBLIC MEETING TO CONSIDER THE REZONE OF PROPERTY IN VICINITY OF WEST POWERHOUSE AND PECKS CANYON ROAD REQUESTED BY LARRY BRADER January 20, 1998 was set as the date of public meeting to consider the Hearing Examiner's recommendation regarding a rezone of property located in the vicinity of West Powerhouse and Pecks Canyon Road, requested by Larry Brader. B. SET DATE OF PUBLIC HEARING TO CONSIDER THE HEARING EXAMINER RECOMMENDATION REGARDING A VACATION OF A PORTION 7 41 JANUARY 13, 1998 OF RIGHT -OF -WAY IN THE VICINITY OF 1701 WEST YAKIMA AVENUE REQUESTED BY HERSCHEL MC DONALD AND HELEN ROBERTS January 20, 1998 was set as the date of public hearing to consider the Hearing Examiner's recommendation regarding the petition to vacate a portion of right -of -way in the vicinity of 1701 West Yakima Avenue, requested by Herschel McDonald and Helen Roberts. *20. CONSIDERATION OF ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION PLAN FOR CERTAIN EMPLOYEE RECLASSIFICATIONS ORDINANCE NO. 98 -1, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan. for City employees to be effective February 15, 1998; amending Subsections 2.20.100 A, 2.20.100 C, 2.20.100 D, 2.20.110 A, 2.20.110 G, 2.20.110 H, 2.20.110 I, and 2.20.110 J, all of the City of Yakima Municipal Code. 21. OTHER BUSINESS Council Member Klingele gave a report on his attendance at the AWC Utility Committee meeting •last week at which telecommunications and electrical restructuring were discussed. He also reported on proposed legislation which would impact the City's utility tax structure. Commenting that the Citizen Task Force on Transit has been meeting since September 9, it was MOVED BY SIMS, SECONDED BY KLINGELE, THAT THE CITIZEN TASK FORCE COMPLETE ITS ASSIGNMENT AND SUBMIT A FINAL REPORT BY MARCH 3, 1998. Discussion ensued about the March 3 deadline in the motion; some Council members felt the chair of the committee should be contacted before a deadline date is arbitrarily given. It was MOVED BY BEAUCHAMP, SECONDED BY KLINGELE, TO AMEND THE MOTION TO INSERT THE WORD, "TENTATIVE" BEFORE THE DATE OF MARCH 3. The motion carried by 5 -2 voice vote; Place and Sims voting nay. The question was called for a vote on the motion as amended. The motion carried by 6 -1 voice vote; Barnett voting nay. Dave Hussell, Street and Traffic Operations Manager, reported to the Council . on the City's snow removal program and accepted comments from Council. Mayor Puccinelli announced that in the snow plan, it was decided to plow the dangerous hilly areas, schools, and hospital areas first. Council Member Barnett suggested that snow not be plowed against the vehicles of students at YVC, rather that area should be plowed when the vehicles are not parked there. Les Ornelas, Air Pollution Control Officer /Executive Director of Yakima Regional Clean Air Authority, distributed agendas to the 8 42 JANUARY 13, 1998 Council members newly assigned to the Clean Air Board which meets tomorrow. Council Member. Barnett requested the Council Committee to make appointment recommendations for the Regional Library Board meet to discuss the Library Director's recommendation. The appointment designees were Council Members Barnett, Buchanan and Place.
