CITY COUNCIL EXECUTIVE SESSION CANCELLED: There will not be a
Council Study Session on Tuesday, April 2. The business meeting will begin

bill. In response, Council member Bristol asked that we prepare a history of the utility tax rate
adjustments. The attached spreadsheet lists the Council approved changes starting with 2008.

Irrigation has two components to its charge—operating and capital. The capital component of
the irrigation rate was set at $0.014 per square foot in 1997, and has not changed. The rate
changes listed have been on the operating portion of the irrigation rate only.
The annual cost of all five utilities has increased $292.56 or 24% from $1,219.12 in 2008 to
$1,511.68 in 2013. This represents a monthly increase of just under $25. This increase is
funding law and justice needs, including enhanced gang patrol; major capital improvements in
Wastewater and Water; and other inflationary costs in all the utilities. These utilities have
significant public health obligations to our community, and support our quality of life.
