ADJOURNED MEETING W ITH
REGIONAL PLANNING COMMISSION AND YAKIMA COUNTY COMMISSIONERS
The City Council met on this date at 12:00 Noon in the second floor
former Police Training Room, at City Hall, 129 North Second Street,
Yakima, Washington, Mayor Lynn Buchanan, presiding. Also present were
Council Members Ernie Berger, John Puccinelli, John Klingele, and
Bernard Sims. Council Members Clarence Barnett and Henry Beauchamp
were absent and excused. City Manager Zais, Assistant City Manager
Rice, Glenn Valenzuela, Director of Community and Economic Development,
Don Skone, Planning Division Manager, Joan Davenport, Supervising
Associate Planner, John Elsden, Senior Project Planner, Larry Peterson,
Assistant City Attorney, and Deputy City Clerk Skovald were also
present. Yakima County Commissioners present were Jim Lewis and
William Flower. Dick Anderwald, Yakima County Planning Director;
Elaine Taylor and Steve Erickson from the Yakima County Planning
Department were also present. Regional Planning Commission Members Deb
Patterson, Chair, Kara Kondo, Dennis Kelly, Frank Gutierrez, Curtis
King, and Laura Muehleck were also present.
Mayor Buchanan welcomed the group and the meeting began. Don Skone
invited Deb Patterson to described the zoning map revision process
which has been underway the last several months as part of the GMA
process. Ms. Patterson explained the RPC divided the area among its
committee members and reviewed each area as far as costs and current
land use and zoning. She directed Council's attention to proposed
revisions reflected on the future landuse map compared to the zoning
map.
Joan Davenport reported there are two new proposed zones included on
the Zoning Map, Parks Open Space Zone and an Institutional Zone
designation. She pointed out that only the maps have been changed;
text changes will come later. Things to come include planned
development standards and a revised subdivision process. She directed
attention to the current zoning map and pointed out that much of
downzoning areas have already been developed with only a few single
undeveloped lots here and there. She identified a change in the
industrial fly over zone at the end of the Airport runway. She also
reported the Congdons had requested strip commercial for a major
shopping center; however, it was left suburban residential since more
planning is needed for this proposed development. Other designations
discussed include the R -2 and R -3 zoning around Larson Park and R -2
zoning around the college with a mix of R -1 zoning. Staff also
explained the differences between B -1 Business zoning and medium
residential and low density residential. Mr. Skone also described the
extent of the R -1 zoning where R -2 and R -3 were, and Ms. Davenport
explained where technical color changes need to be refined on the map.
Don Skone asked for direction from the officials concerning the public
hearing process as it relates to the proposed changes to the Zoning
Map. As an example, John Elsden showed a newspaper supplement he
suggested be used, and Don Skone explained the legal notice process.
Mr. Skone indicated he would like to supply all affected property
owners with a map. He estimated the cost of the mass mailing at
$12,000 to $15,000. Mayor Buchanan said he would expect each property

owner to be notified and individual mailings to be done. Discussion
took place about the costs, noticing provisions and the factors to
consider when notifying individual property owners. There was a
considerable amount of discussion about notification of individual
property owners. At the end of the discussion there appeared to be a
consensus to notify individual property owners. At the request of
Council Member Sims, Don Skone reviewed the current status of the Mercy
Development. at North 16th Avenue which is proposed to be zoned light
industrial with no request to change zoning.
Commissioner Lewis asked about the zoning process, and there was
discussion about the yearly Comprehensive Plan Amendment Process.
Discussion also encompassed the concept of consistency as it relates to
being general, to being specific, or being identical. Potential future
landuses, the variables taken into consideration during the RPC review
process, the possibility of PWTF eligibility in the spring, and new
text for the Parks and Institutional zoning designations were also
topics the group talked about. The code enforcement issue of existing
single family homes where multi - families are living was discussed and
is something the City is looking at internally. Nonconforming uses and
conforming uses and accommodating residential development of apartments
in Commercial Zones to encourage a mix use of development and other
general issues were also discussed by the group.
