HomeMy WebLinkAbout2013-006 Marketing and Landscaping Improvements; Budget Amendment and AppropriationsORDINANCE NO. 2013 -006 AN ORDINANCE amending the 2013 budget for the City of Yakima; and making appropriations of $40,000 in the Downtown Yakima Business Improvement District (DYBID) Fund 161 for expenditure during 2013 to provide for additional marketing and landscaping improvements in the district. WHEREAS, the DYBID Advisory Board has recommended an additional appropriation of $40,000 to provide for additional marketing and landscaping improvement in the district; and WHEREAS, at the time of the adoption of the 2013 budget it could not be reasonably foreseen that the appropriation provided for by this ordinance would be required; and the City Council declares that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1: A. The amount of $40,000 is hereby appropriated from the Unappropriated Fund Balance in the Downtown Yakima Business Improvement Fund 161 - to the following accounts as a 2013 appropriation: Resources: DYBID Operating Assessments ---------------- - - - - -- 161 - 161 - 320 - 0000 - 36850 -CAA $25,000 Expenditures: DYBID Professional Services ------------------- - - - - -- 161 - 161 - 320 - 0000 - 57330 -410 $40,000 Section 2. This ordinance is one making an emergency appropriation and shall take effect immediately after second reading upon its passage and approval, with publication as provided by law and by the City Charter. SUBMITTED BY: Sean Hawkins, Economic Development Manager Cindy Epperson, Director of Finance and Budget CONTACT Sean Hawkins, Economic Development Manager 575 -6274 PERSON /TELEPHONE: SUMMARY EXPLANATION: The DYBID Advisory Board is requesting an additional appropriation of DYBID Funds (Account 161) for 2013 operations. The adopted 2013 budget of $180,474 was conservatively set prior to final determinations on the re- formed district and program review by the new manager. The board is requesting an additional $40,000 of DYBID resources to fund a number of downtown projects. The additional appropriation would support: . A matching grant program for DYBID businesses to expand outside landscaping in the public right of way. This would include planters, hanging baskets and plantings. The total for this is $15,000 and each business would eligible for a $250 award. . $25,000 for an updated version of www.downtownyakima.com and a social media presence to promote downtown activities, business, art and events. These additional projects are proposed to be funded by increased assessment revenue of $25,000 and fund balance of $15,000. After the additional appropriation, the DYBID account is projected to have an ending balance of about $30,000 to start 2014. This estimated balance does not include any dollars that the City of Yakima is currently trying to collect from accounts with outstanding balances.
