2013-004 Classification and Compensation Plan; YMC Amendments
ORDINANCE NO. 2013 -004 AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees to be effective March 24, 2013; amending Subsections 2.20.100A, 2.20.1006, 2.20.100C, 2.20.100D, 2.20.110A, 2.20.1108, and 2.20.110C, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section Subsection 2.20.100A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective March 24, 2013, which plan shall consist of the various following subsections of this section." Subsection 2.20.110A of the City of Yakima Municipal Code is hereby amended to read as follows: 2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through G of this section, for the classes allocated to these pay ranges shall be in full force and effect as of March 24, 2013. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. The changes ranged from consolidating the City's separate water, wastewater, irrigation, stormwater and engineering functions under one operational Utilities & Engineering Department to separating the Community and Economic Development functions, and hiring a new Economic Development Manager. Since August, I have continued to look at what other steps are necessary to improve the City's core business processes and performance outcomes. To that end, I recommend the following: • Assign the City Attorney to serve as Chief Legal Counsel over all Airport litigation, lease negotiations, and business transactions. (The annual increase is $5,782.32.). • Assign the Community Relations and Marketing Director day -to -day communications and follow up responsibilities for our legislative and executive advocacy activities in Olympia and Washington DC. (The annual increase is $9,512.16.) • Assign administrative pension responsibilities to the City Clerk and Deputy City Clerk upon retirement of the staff person currently performing the pension administration duties. (The annual cost of this change will be $30,235.08; saving the City more than $30,000.) • Centralize the administration and oversight of the City's risk management responsibilities under a Senior City Attorney. (The annual cost increase is $5,699.68.) • Expand the responsibilities of the City's Chief Prosecuting Attorney to include implementation of a new prosecutorial charging unit as well as a new pre - filing diversion program to control and reduce indigent defense and jail costs. (The annual cost increase is $5,699.68.) • Increase the responsibilities of the Senior City Attorney involved in clean up and revitalization efforts to ensure compliance for the downtown and North First Street areas. Additionally, the Attorney will be establishing development standards for businesses in Yakima. (The annual increase is $4,670.40.) • Hire a Crime Analyst in the Police Department responsible for crime data intelligence and analysis, gang intelligence, and strategic and tactical crime analysis. Funding for this new position will come from salary savings from senior officer retirements. (The annual expense is approximately $54,000.) In recognition of these proposed organization changes and increased responsibilities, I would recommend the City Pay Ordinance be changed to reflect the additional work and responsibility changes to the fore mentioned positions. In addition, I would recommend a revision to the City's Special Assignment Pay ordinance to an amount I deem reasonable, rather than a maximum of ten percent (10%). Currently we are relying on attrition versus layoffs to control personnel costs. This flexibility in special assignment pay is necessary to shut down vacant positions and reassign work within the organization. Additionally, this incentivizes staff to take on more work while saving taxpayers' money through personnel attrition.
