AN ORDINANCE relating to public transportation, amending (Ordinance 2008 -48) YMC §
7.90.020 Transit Fees
WHEREAS, the City of Yakima Transit Division has faced increasing costs, including
significantly escalated costs of fuel; and,
WHEREAS, the Transit Division is dedicated to .maintaining the a responsible level of
service for the benefit of the community; and
WHEREAS, the Transit Division has not had an increase in fares since January 1, 2009,
now therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA.
Section 1. Section 7.90.020, of the Yakima Municipal Code is hereby revised to read as follows.
7.90.020 Transit Fees.
The transit division fare rates„ effective March 8, 2013, are as follows:
A. Adult Fare.
(1) Except as provided in subsections A(2), B, and C of this section, a fare of one dollar,
referred to as an "adult fare, shall be collected from each transit passenger for each trip taken
on a transit bus, "trip" being defined for purposes of this chapter as the duration of a single
transport from the point of a passenger entering the bus to the point of the passenger exiting the
bus.
(2) An adult holding a current and valid monthly adult pass issued by the city of Yakima transit
division for a fee of twenty five dollars per month shall be entitled to ride any Yakima city transit
bus an unlimited number of times, and at any time, by exhibiting such pass to the bus driver.
B. Youth Fare.
(1) Except as provided in subsection 13(2) of this section, a fare of seventy five cents, referred
to as a "youth fare," shall be collected from each passenger who is between the ages of six and
eighteen years of age for each trip taken on a transit bus. No fare shall be required for a
passenger five years of age or younger when attended by another passenger who pays their
appropriate. fare. A youth fare shall be collected from each unattended passenger under six
years of age.
(2) A passenger holding a current and valid youth bus pass issued by the city of Yakima
transit division for a fee of eighteen dollars per month shall be entitled to ride any Yakima city
transit bus an unlimited number of times, and at any time, by exhibiting such pass to the bus
driver.
C. Reduced Fare.
(1) "Reduced Fare" Defined. "Reduced fare" shall mean a fare available to a person who has
in his /her possession a reduced fare ID card and meets the following requirements:
(a) Is a person sixty -two years of age or older; or
(b) Is a person with disabilities and a Medicare cardholder.
(2) "Reduced Fare" Rates.
(a) A fare of fifty cents shall be collected from each "reduced fare" bus passenger.
(b) A passenger holding a current and valid "reduced fare bus pass" issued by the city of
Yakima transit division for the fee of nine dollars per month shall be entitled to ride any Yakima
city transit bus an unlimited number of times by exhibiting such pass to the bus driver.
D. Dial -A -Ride Fare.
A fare of two dollars, referred to as the "dial -a -ride fare," shall be collected from each passenger
who has been prequalified by the city as being eligible under the Americans with Disabilities Act
for dial -a -ride transport. The dial -a -ride fare shall be required for each one -way trip made on the
demand - responsive service provided by the city of Yakima and referred to as dial -a -ride, for
qualified individuals with disabilities and subject to the following conditions:,
(a) The dial -a -ride fare will not be collected from an attendant accompanying a dial a -ride
passenger who has been authorized and preapproved by the city as requiring a personal care
attendant.
(b) The dial -a -ride fare will be collected from each person six years of age or older who
accompanies the disabled passenger, except as provided in subsection (D)(a) of this section,
and in accord with the established dial -a -ride operating rules. (Ord. 2008 -48 § 2, 2008)."
Section 2. This ordinance shall be in full force and effect 30 days after its passage, approval
and publication as provided by law and by the City Charter.

Transit Manager Service Modification Decision
and Fare Increase Recommendations
January 18, 2013
Proposed Changes: Yakima Transit is proposing to increase fares and rates for fixed - route, paratransit,
and vanpool programs. Yakima Transit is also proposing modifications to various fixed -route and
paratransit services including: reducing service during the midday on certain routes with half -hour
service; reducing evening service back to the previously established end of service times for all routes,
and morning service for Route 8; eliminating free bus service during the summer; and eliminating
service on nationally recognized holidays and the day after Thanksgiving.
From the review of information on record and comments from the public and relevant agencies, staff
makes the following:
FINDINGS
Proposed Changes: Yakima Transit Rate & Fare Increases And Service Modifications
Affected Routes: All routes for rate & fare increases for both fixed -route and paratransit services
All routes for all of the service modifications except for the mid -day service
Routes 2, 5, 6, 7, & 9 for reduction in service during the mid -day
Hearing Info: January 8, 2013, at 6pm in the city of Selah in the Selah Civic Center
January 10, 2013, at 6pm in the city of Yakima in the Yakima City Council Chambers
Summary of Decision & Recommendation: Yakima Transit held two public hearings in the cities of Selah
and Yakima regarding rate increases for fixed - route, paratransit, and vanpool rate increases. Following
both of those hearings, the Transit Manager is recommending that the rate increase changes for both
the fixed -route service and paratransit services (Dial A Ride) should be changed in the Yakima Municipal
Code (YMC 7.90.020) as proposed. The Transit Manager has determined that rate increases for the
Vanpool program shall be increased to provide a 100% cost - recovery rate. The Transit Manager has
determined that the proposed service modifications shall also go into effect except for the proposed
elimination of transit and paratransit services on the Day After Thanksgiving (Black Friday).
SERVICE MODIFICATIONS
Elimination of Fixed -Route & Paratransit Extended Hours Service
The extended hours service was started as part of a WSDOT /FTA grant to provide job access and reverse
commute trips for individuals who work or need access to public transportation during times of the day
when services would otherwise not be available. Yakima Transit's ridership for the system as a whole is
above 25 passengers per hour. Ridership for the extended hours service is less than 8 passengers per
hour and on some routes less than 5 passengers per hour. The service operated for two years under a
grant. Yakima Transit continued to provide the service for another 6 months after the grant ended.
Because of the low ridership, the service has been deemed to not meet the standard for a program like -
this. Yakima Transit had set a threshold of 12 passengers per hour. This standard has not been met.
Yakima Transit will revert back to previous end of service times. The decision to end this service is based
on finances required to operate the service as well as low ridership. One comment was received at the
Yakima Hearing requesting for the service to be continued and may have been directed towards
expanding the service even further into the evenings.
Reduction in Holiday Service
Yakima Transit operates limited fixed -route service on the following union - recognized holidays Martin
Luther King Day, President's Day, Veteran's Day, and day after Thanksgiving and operates paratransit
services on Memorial Day and Labor Day. Yakima Transit pays overtime to drivers who work on the
limited service days, as well as, the employee's normal paid holiday time. Paratransit services operating
on Memorial Day and Labor Day are operated on days when fixed -route service is not operated. Yakima
Transit is only required to operate paratransit services during the same times and days that fixed -route
service is operated. With the exception of day after Thanksgiving, Yakima Transit will eliminate the
proposed fixed -route and paratransit service. The day after Thanksgiving, commonly called Black Friday,
is a busy shopping day and many of transit's passengers use fixed -route and paratransit services on this
day of the year for shopping or work. A comment was received at the Yakima Hearing requesting
service be continued for the proposed reduction days, the commenter's main concern is that the people
who are required to work on nationally recognized holidays would not have access to work if they
cannot use public transportation.
Elimination of Free Summer Service
In the past, Yakima Transit has provided free bus service on Saturdays, Sundays, and during some
summers on Wednesdays. This was done in an effort to shift passengers to days of the week when the
service was not used as much. No comments were received regarding the proposed change.
Reduction in Service During the Midday
In an effort to control costs, Yakima Transit is proposing to reduce service during the midday on certain
routes with half hour service. Service will still be provided hourly on these routes. No comments were
received regarding the proposed change.
RATE INCREASES
Fixed -Route Service
Yakima Transit has proposed rate increases for the fixed -route bus and paratransit services. Fixed -route
partial day passes are based on the rate for a single fixed -route ticket. This will not change. Partial day
passes will continue to be based on the single fixed -route ticket. The last fare increase took effect
January 1, 2009. Prior to that the previous fare increase was in 1995. The table below shows the
proposed fare increase as well as past fare increases.
1984 Resolution allowed legally blind individuals to ride at no charge. This was removed with the
2009 Ordinance.

October 15, 1996, Dial A Ride clients authorized to use the fixed -route bus system free of charge
Several comments were received regarding the rate increase for reduced fare monthly passes. The
increase is a 140% increase. The increase is substantially larger than the increase for Adult (47 %) and
Youth (50 %) passes; however, the increase is consistent with the pricing for the Adult and Youth passes,
rounded down to the nearest dollar from pricing that is based on 25 trips per month. Individuals who
use the bus system to get to work or use the bus on a daily basis would likely take around 40 trips per
month. For these individuals, the monthly pass is a 37.5% reduction over purchasing individual tickets.
There was only one other comment regarding the general fixed -route fare increases proposed. The
individual asked that service be reduced to the point where fares wouldn't be required. It is Yakima
Transit's belief that passengers should participate in the cost to provide the service through a fare
structure.
Paratransit (Dial A Ride) Service
The current rate for Dial A Ride services is $1.50 each direction. It is recommended that the proposed
Dial A Ride rate increase to $2.00 per trip be approved. The Dial A Ride program is an extension of the
fixed -route service. The cost to provide a ride on the Dial A Ride program is substantially higher than it
is for the fixed -route service. For all transit agencies operating a fixed -route service, paratransit
programs are required by federal ADA law to operate within 3/4 of a mile of the fixed -route program.
With the fixed -route fare increasing to $1.00, the fare is proposed at the Federally allowed limit for
paratransit fares (49 CFR 37.131(c)).
One comment was submitted requesting monthly passes for the Dial A Ride program at the same rate as
the ADA monthly passes for the fixed -route program. While some other transit agencies provide a
monthly pass for their paratransit clients, Yakima Transit has chosen to not do it. The cost to provide a
trip on the paratransit program is more than three times the cost of a similar fixed -route trip. With FTA
mandated limits on wait time for paratransit clients, it isn't as feasible to be able to reduce the cost of a
trip provided by infusing more trips into the system, like we do with the fixed -route system. The fixed -
route system makes the trip regardless of whether or not there is a passenger that will ride along that
route. The paratransit program requires that a separate trip needs to be made each time a passenger is
picked up. It occasionally happens when multiple clients board from a single location and head to a
common destination, an additional passenger in that situation would help justify providing monthly
passes; however, it isn't very common for those types of trips to take place.

Vanpool Service
The proposed rate increases for the Vanpool program are not set by ordinance and as a result will be
remanded at the direction of the Transit Manager to a 100% cost recovery rate. The Vanpool program
has been in operation since 1999. The program was initially designed to operate as a 100% cost
recovery program. The cost to provide the service has fluctuated up from year to year with various
increases. The fees charged to use the service did not keep up with the rising costs. Although there is
no one way to get to the 100% total amount and fares should be adjusted annually or semiannually if
possible to maintain the status of the program.
Several vanpool passengers were concerned that the increase would cause some of their sporadic riders
to not use the service, which could result in higher costs to other passengers in that vehicle. Yakima
Transit does the best they can to reassign passengers to other vehicles when necessary to keep a van
going. Some of the passengers are comfortable with their fellow passengers and do not want to add
additional passengers or lose the ones they have. While it is a passenger personal decision to use the
vanpool program, Yakima Transit understands the passengers concerns. It is possible that some of the
lower capacity vans will switchover to a higher capacity vehicle to reduce the individual user's cost to
use the service.
DECISION
The proposed changes in service will go into effect immediately for the elimination or reduction of
service, except for eliminating service on the day after Thanksgiving. The fee increases for the vanpool
program will go into effect on March 1, 2013. The rate increases for the fixed -route and paratransit
programs require Yakima City Council approval to change the ordinance before they go into effect. All
Yakima City ordinances have a 30 -day waiting period. February 5, 2013, is the date set for City Council
to consider a rate change (fares /passes) for fixed -route and paratransit services. You are welcome to
attend that City Council meeting.

SUMMARY EXPLANATION:
The Yakima City Council passed a motion for staff to hold the necessary (FTA required)
public hearings regarding the proposed fare increases in order to determine whether or not
• the fares should be increased. Staff has completed those hearings and makes the
recommendation for the Yakima City Council to modify the ordinance (YMC 7.90.020)
increasing fares as proposed.
The hearings were held on January 8, 2013, at 6pm in Selah at the Selah Civic Center and
on January 10, 2013, at 6pm in Yakima at the Yakima City Council Chambers in order to
obtain public comment on proposed increases to rates and fares for fixed -route and
