ROLL CALL The City Council met in session on this date at 2:00 p.m., in the Council Chambers of City Hall, Yakima, Washington, Mayor Lynn Buchanan, presiding. Council Members Ernie Berger, John Klingele, John Puccinelli, and Bernard Sims present on roll call. Council Members Clarence Barnett and Henry Beauchamp absent and excused. City Manager Zais, City Attorney Paolella -, and Mary Lovell, Acting Clerk, also present. 2. INVOCATION /PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Council Member Klingele. 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER A. PROCLAMATIONS Mayor Buchanan read a proclamation declaring January 26 -31, 1997 as Catholic Schools Week. The Proclamation was accepted by John Puccinelli, St. Joseph School Board Member. JOHN I. HAAS -- UDAG GRANT Mayor Buchanan read a proclamation acknowledging the contribution John I. Haas Corp. has made to the community by investing in the expansion of its facility, creating 36 new jobs. Jim Stouffer accepted the proclamation and thanked the Council for this recognition. 4. CONSENT AGENDA Mayor Buchanan referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. It was the general consensus of the Council to add Item No. 6 to the Consent Agenda. The Acting Clerk then read the Consent Agenda items, including resolutions and ordinances by title. It was MOVED BY KLINGELE, SECONDED BY SIMS, THAT THE CONSENT AGENDA, AS READ, BE ADOPTED. The motion carried by unanimous roll call vote; Barnett and Beauchamp absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate I/ items on the Consent Agenda handled under one motion without further discussion.) 2 JANUARY 21, 1997 5. PRESENTATION BY YAKIMA HOUSING AUTHORITY REGARDING 1995 -1996 ANNUAL REPORT Tom Parker, Assistant Executive Director, reported that the Yakima Housing Authority is healthy and well financially, learning to live with less resources. The previous five years were devoted to rehabilitating all of the existing units and this year they have been completing all the paperwork related to that project. He answered questions posed by Council Member Klingele relating to Section 8 housing, cooperation with neighboring Housing Authorities, and the Youth Build Yakima program. He elaborated on the status of the Primavera Project. The contract has not yet been signed because the blanks cannot be filled in until just after the bonds have been issued. The project is a high priority with the Housing Authority; however, they are still looking at all the financing options, including the secondary mortgage funding with HUD. A commitment was made to the Council and it is their intention to keep that commitment. It was MOVED BY PUCCINELLI, SECONDED BY KLINGELE, TO ACCEPT THE REPORT. The motion carried by unanimous voice vote; Barnett and Beauchamp absent. *6. REPORT FROM DEPARTMENT OF COMMUNITY AND ECONOMIC DEVELOPMENT RE: ANNUAL AMENDMENTS TO THE 1997 FEE SCHEDULE FOR LAND DEVELOPMENT PROJECTS The staff recommendation was accepted and staff was directed to prepare the appropriate legislation to implement the 1997 fee schedule. *7. CONSIDERATION OF RESOLUTIONS AUTHORIZING EXECUTION OF AGREEMENTS WITH YAKIMA SCHOOL DISTRICT #7 FOR POLICE SCHOOL RESOURCE OFFICERS AT: A. HIGH SCHOOLS AND MIDDLE SCHOOLS (RENEWAL AGREEMENT) RESOLUTION NO. R- 97 -13, A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima to execute a School Resource Officer Agreement with Yakima School District No. 7. B. WASHINGTON MIDDLE SCHOOL RESOLUTION NO. R- 97 -14, A RESOLUTION authorizing the City manager and City Clerk of the City of Yakima to execute a School Resource officer Agreement with Yakima School District No. 7. *8. CONSIDERATION OF RESOLUTION AUTHORIZING PARTICIPATION IN LOCAL GOVERNMENT SURPLUS EQUIPMENT PROGRAM RESOLUTION NO. R- 97 -15, A RESOLUTION authorizing the City of Yakima to participate in the Local Government Surplus Equipment Program. 2 7 L 7 J ; 1 9 9 JANUARY 21, *9. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT WITH THE 'YAKIMA COUNTY''$ SUBSTANCE ABUSE COALITION FOR 1997 AT -RISK YOUTH PROGRAMS RESOLUTION NO. R- 97 -16, A RESOLUTION authorizing the City Manager and City Clerk of the City of Yakima to execute an II 1997 Agreement Between the City of Yakima and Yakima County Substance Abuse Coalition, Inc. *10. CONSIDERATION OF RESOLUTION AUTHORIZING PARTICIPATION IN STATE DEVELOPMENT LOAN FUND PROGRAM RESOLUTION NO. R'97 -17, A RESOLUTION authorizing and directing the City Manager to apply for City of Yakima participation in the State Development Loan Fund (SDLF) program administered by the Washington State Department of Community, Trade and Economic Development. *111 APPROVAL': OF FINAL CONTRACT PAYMENT FOR WASTEWATER TREATMENT PLANT FLOOD REHABILITATION PROJECT (STANDARD MOTION V -B -- ACCEPT CONTRACT AND APPROVE FINAL PAYMENT) The report from the Wastewater Treatment Plant Flood Damage Control Coordinator, dated January 8, 1997, with respect to the completion of the work on the "B" Bench of the Industrial Sprayfield (due to flood damage), performed by DKR Excavation, L.L.C., was approved, the work accepted and payment of the final estimates as therein set forth was authorized. 12.
