Tony Sandoval Executive Minutes • Appoint Chairperson The Committee members selected Councilmember Bristol to be Chairperson. • Select meeting date and time The Committee agreed to meet on the 4th Thursday of the month at 1:30 p.m. Appoint representative to sub - committees The Committee recommended alternative Economic Development Committee members that could serve on the Board Appointed seats on the City's Economic Development related partnerships. Coffey said she would like to serve on YCDA and as an ex- officio on the DYBID. Lover said he would like to serve on the Chamber of Commerce and the Airport (O'Rourke mentioned "if there is an airport board ") and Bristol said she would like to serve on North Front Street Association, DYBID, the VCB and the Westside Merchants. Update on downtown events Sean Hawkins updated the Committee on two new events that are being planned for downtown as part of the $100,000 special event fund. The first is a lunchtime concert series planned for Fridays at "Performance Park" in June, July and August. The next event is a concert series planned with Town Square Media for Thursday nights on 4th Street. The series will run from June 13th to August 15th and will run from 5:30 — 8:30 p.m. Questions we're asked in regards to how the City's $100,000 events committee dollars were being invested. O'Rourke and Hawkins explained that wanted to keep the process flexible and entrepreneurial and not have a full grant process. The council members said agreed to allow staff discretion for this year and assess at the end of the year. RFP status Joan Davenport updated the council on the status of the Downtown Master Plan RFQ Proposals are due on Friday January 25th at 2:00 p.m. All three Economic Development Committee members agreed to serve on the selection committee that also includes City staff and downtown business leaders. The contract with the selected firm(s) should be ready to go to the full City Council in March. Mill site update Joan Davenport showed Committee members a one page document that has been prepared about the Mill Site for the City Manager and Council Member trip to Olympia on January 28 and 29. The sheet includes a full project description, the infrastructure needs, the current project status, overall investment needed to complete the project and the 2013 Action Items. Davenport also unveiled a detailed Work Plan for 2013 highlighting the staff involved and the work that will be carried out in 2013. Site visit to other cities Sean Hawkins discussed the timing for Council Member trips to Walla Walla, Bend and Missoula. Committee members and Tony O'Rourke agreed that these trips should take place in late April or May when these Downtown are more active and warm. The City can provide transportation and business leaders should be on board for these trips. • Airport 1. Ownership /Management: Tony O'Rourke mentioned that ownership issue will be ready for City Council vote at the February 4 City Council meeting. 2. Consultant: Tony O'Rourke expressed his feelings that the initial visit by Airplanners was successful in terms on content, but that Sean Hawkins was going to take the lead to ensure more business person participation in the next public session scheduled for late February.
