R-2021-029,A RESOLUTION extending the Mayor's Proclamation of Civil Emergency and Order regarding a state of emergency in the City of Yakima due to the coronavirus disease 2019 ('COVID-19"). B. Coronavirus (COVID-19) update City Manager Harrison provided an update on COVID-19's continued effect on the City. C. Scooter Transportation Program Assistant Mayor Cousens thanked the company who brought this issue forward; however, she feels now is not the time to undertake this proposal. After Council discussion, MOTION: Cousens moved and Hill seconded to rescind the motion developing a Request For Proposals for a Scooter Transportation program in the Yakima downtown. Cynthia Martinez, Senior Assistant City Attorney, reported that the YWCA has m County Coordinated Community Reponea Team that the City participates in. This effort would be focused on the City, and the grant funding would come from the same source; however, she believes the projects anediffenaniennughtoboLhhafunded. Public Comment Ken Johnsen, President Yakima Wley Trolleys, thanked Council for the letter of support. Rick Glenn, City resident and member cf the Yakima Malley Landlord Association, shared his concern that landlords/property owners would be held accountable instead of tenants under the International Property Maintenance Code. PUBLIC HEARINGS G. Public hearing and resolution declaring certain easement rights held by the City of Yakima to be surplus to City needs and abandoning all interest to the property owners over which the omwemontiwlocated Dave Brown, Water and Irrigation Manager, briefed Council on the item. Mayor Byers opened the public hearing and, with no one calling in to speak, closed the hearing. The City Clerk read the resolution by title only. Mayor Byers urged Council members to take a look at the unintended Consequences nf several bills. O. Update on Status of Community Gardens Council request Ken Wilkinson, Parks & Recreation Manager, provided an update on the Community Gardens request. Council members thanked Mr. Wilkinson for his efforts. A. Discussion of a possible study session regarding data collection on overdue accounts and unow||ecƒib|edebt Steve Groom, Finance and Budget Director, reviewed information on overdue accounts and unuo||ecƒib|e debt.After Council discussion, MOTION: Cwumemm moved and Hill seconded tw have *study session mmdata collection, overdue accounts, animal control and uncollectable debt. Discussion of a possible amendment to IPMC ordinance to accommodate landlords Page 3nf4 5 Sara Watkins, City Attorney, briefed Council on the ordinance. Councilmember Funk shared her continued concern with landlords being held accountable instead of tenants. Ms. Watkins reported on landlord mitigation laws and voucher assistance programs for low income tenants. She also discussed possible policies on staying/halting enforcement action due to tenant issues. After Council discussion, City Manager Harrison stated staff will bring back additional information on the International Property Maintenance Code (IPMC)within 30 days. 11. Other Business MOTION: Macias moved and Hill seconded that we discuss allowing the Community Integration Committee to have an additional business meeting per month at our next council business meeting on 3/16/2021. Councilmember Hill suggested this issue be discussed at next week's study session. The motion carried by unanimous vote, White absent. 12. Public comment(allow 15 minutes) None. 3. Yakima County Care Campus Mayor Byers introduced Yakima County Commissioner Ron Anderson and Director of Human Services Esther Magasis. Ms. Magasis provided a PowerPoint on the future plans for the campus, zoning issues and timelines. Councilmember Funk made several suggestions for the campus. Council members asked additional questions including what the City could do to assist. Commissioner Anderson suggested the City partner with them on traffic, housing, general use of the property and services, interacting with the Police Department and other services the City may offer. 4. Affordable housing follow up discussion Community Development Director Joan Davenport reported on affordable housing and introduced local experts in residential development. Lowel Krueger, Executive Director of the Yakima Housing Authority and Jake Mayson, Government Affairs Director of Central Washington Homebuilders Association, spoke about residential development and the challenges faced. Mr. Krueger made the following suggestions for Council's consideration: • Encourage development of all types of housing across all income levels • Waive utility hookup fees and reduce permit costs • Amortize utility hookup fees over the first 5-10 years • I nvest in water/sewer infrastructure • Utilize Community Development Block Grant funds for improvements to sites with no or Page 1 of 3 7 inadequate utilities, sidewalks, road improvements • Create incentives for infill housing throughout existing neighborhoods • Make Accessory Dwelling Units a Type 1 review in the SR and R-1 zoning districts • Include accommodation for new manufactured home parks and placement of manufactured homes on R-1 single family lots with either a Type 1 or Type 2 review • Encourage Pacific Power to prioritize its review and approval of utilities • Advocate for the Housing Trust Fund in the States capital budget • Advocate for reduction of the 50% test for the LI HTC 4% program • Advocate maintaining the 12.5% expansion of the LI HTC 9% program • Advocate funding the National Housing Trust Fund Mr. Mayson reviewed statistics on construction costs, vacancy rates and inventory availability. He suggested the City have a greater focus on water/sewer infrastructure, advocate for Tax Increment Financing legislation; and to be intentional on project population growth. Ms. Davenport answered questions from Council and referenced comments received and shared by Chief Visionary Officer of Borton Fruit Byron Borton, who was unable to participate in the meeting. 5. City-Owned Properties Joseph Calhoun, Planning Manager, provided an overview of city-owned properties, discussed the process required for property to be sold or donated, and identified certain properties that have minimal improvements or lack structures. Mr. Calhoun answered questions from Council members who would like additional information on challenges selling certain properties. 6. Resolution authorizing the Mayor to sign documents related to an Office on Violence Against Women Grant application to seek funds to improve the City of Yakima response to domestic violence Assistant City Attorney Cynthia Martinez briefed Council on the item.
