A RESOLUTION changing name of Apple Valley Kiwanis Skate Park to "Apple Valley
Kiwanis Skate Park in Memory of Ron Bonlender," and authorizing
City Manager to accomplish such designation.
WHEREAS, the City of Yakima has received requests to change the name of
Apple Valley Kiwanis Skate Park to "Apple Valley Kiwanis Skate Park in Memory of Ron
Bonlender;" and
WHEREAS, the City Council, pursuant to Resolution No. 2005 -51, has adopted
policies and procedures governing the naming and renaming of public parks and parks
and recreation facilities, and has authorized naming of such facilities for an individual who
has contributed outstanding civic service to the City primarily in the area of parks and
recreation and who has been deceased for a period of at least one year; and
WHEREAS, pursuant to the policies adopted in Resolution No 2005 -51, the City
of Yakima Parks and Recreation Commission has considered the requested change of
name, and has made a recommendation supporting such change of name based upon
public input from individuals and organizations; and
WHEREAS, the City Council has received such recommendation and concurs that
the change of name of the Apple Valley Kiwanis Skate Park to "Apple Valley Kiwanis
Skate Park in Memory of Ron Bonlender" should be approved, and that such action is an
honor befitting the memory of Ron Bonlender and his service on behalf of the City of
Yakima; therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1 That the name of Apple Valley Kiwanis Skate Park is hereby changed to
"Apple Valley Kiwanis Skate Park in Memory of Ron Bonlender;" and
2. That the City Manager is hereby authorized to implement such change of
name and to appropriately designate the name of such public park facility in the records of
the City of Yakima and on signage for such park.
ADOPTED BY THE CITY COUNCIL this 6th day of November, 2012.

SUMMARY EXPLANATION:
The Apple Valley Kiwanis Club has submitted a list of names supporting a request to
• rename the skate park at Kiwanis Park to "Apple Valley Kiwanis Skate Park in Memory of
Ron Bonlender."
Ron Bonlender served on the Yakima City Council for four years. He was a strong advocate
for the east side of Yakima, and it was his vision to create a skate park on that side of town.
Ron was also a member of the Apple Valley Kiwanis Club and was instrumental in raising
and donating funds towards construction of the skate park project at Kiwanis Park.
At its September 12, 2012 meeting the Park Commission unanimously voted to endorse the
request to officially rename the skate park facility and to submit appropriate legislation to the
City Council for consideration.

Staff respectfully requests the City Council to adopt the Resolution changing the name of
the skate park to Apple Valley Kiwanis Skate Park in Memory of Ron Bonlender.
BOARD /COMMISSION RECOMMENDATION:
At its September 12, 2012 meeting the Park Commission unanimously voted to endorse the
request to officially rename the skate park facility and to submit appropriate legislation to the
City Council for consideration.

Call to Order. Welcoming everyone in the audience and viewers watching on YPAC, Chairman Rod Bryant
called the September 12, 2012 meeting to order at 5.30 p.m. with a quorum present at City Hall in the Council
Chambers, 129 North 2 Street, Yakima, Washington. Chair Rod Bryant welcomed new Park Commission
members Jim Williams and Morgan Piralani, inviting them to tell a little bit about themselves at the end of the
meeting.
Approval of the Meeting Minutes of July 11, 2012 and August 8, 2012. It was MOVED BY MIKE NIXON,
SECONDED BY PAUL WILLIAMS, TO ACCEPT THE MINUTES AS WRITTEN FROM THE JULY 11 AND THE
AUGUST 8, 2012 PARK COMMISSION MEETING. The motion carried unanimously

Park in Memory of Ron Bonlender. Ken Wilkinson introduced Susan Whitman who announced that the Apple
• Valley Kiwanis Club has submitted a request to add a memorial for the late Ron Bonlender Ron served on the
City Council and lived on the eastside. He was a strong leader and a committed advocate for many years for the
eastside of Yakima, and was actively instrumental in creating a vision for a skate park at Kiwanis Park. Susan
Whitman explained that their Kiwanis Club is willing to pay the cost to add the memorial. It was MOVED BY TOM
HINMAN, SECONDED BY PAUL WILLIAMS, TO ENDORSE THE REQUEST TO OFFICIALLY RENAME THE
SKATE PARK AT KIWANIS PARK "APPLE VALLEY KIWANIS SKATE PARK IN MEMORY OF RON
BONLENDER" AND TO REQUEST STAFF TO PREPARE AND SUBMIT THE APPROPRIATE LEGISLATION
TO THE CITY COUNCIL. The motion was unanimously adopted. For the sake of clarification Ken Wilkinson
further explained that the preliminary plan is to add the memorial to a separate stone of some sort that would
embrace the existing sign that has the Apple Valley Kiwanis emblem.
Proposed 2013 Parks and Recreation Fee Increase Discussion. Ken Wilkinson briefed the Park Commission
about the upcoming adjustment to fees, including adding a price for one - parent, two juniors category under Golf;
increasing fees for youth sports, increasing fees for swim lessons; adding fees for the new Kiwanis Park ball
fields, adding a new fee to stripe soccer fields for tournaments, and adding existing fees previously not included in
the fee schedule and removing old expired fees from the fee schedule. Following discussion it was MOVED BY
HINMAN, SECONDED BY NIXON, TO PRESENT THE FEE SCHEDULE AS WRITTEN TO THE CITY
COUNCIL. The motion carried unanimously. The policy will go to Finance to be included in budget review
documents.
New Ballfields at Kiwanis Park Grand Opening Celebration. There is a full list of speakers for the grand
opening ribbon cutting ceremony for the Kiwanis Park Ball Field Project on September 22, 2012, at 2.00 p.m. Ken
Wilkinson expressed appreciation and recognition for all the great work of so many different community
organizations, service clubs and great partnerships that came together to accomplish project completion. Parks
and Recreation Manager Wilkinson announced that since the ball fields need to be in great shape come March
2013 and the field grass is not yet ready for play, the YVCC Women's Softball game will not take place as had
been preliminarily planned after the ribbon cutting ceremony.

Parks & Recreation Manager's Report
• Grant for McGuinness Park. Ken Wilkinson reported that grant funding has been approved to
extend the trail and canal pathway through McGuinness Park along Willow on the William Ortman
Parkway. The bids went out, although, they did come in higher than expected, so the project will be
rebid in January with the project anticipated for early spring; updates will follow.
• Disc Golf. The disc golf course project at Randall Park is anticipated to begin soon; possibly with
play by Thanksgiving. Currently, efforts continue with companies being considered to determine who
has the better price and availability for the purchase of nine disc golf baskets. Responding to Chair
Rod Bryant's inquiry about the changes that were proposed to the disc golf course layout, it was
reported that a meeting was held on site with parks staff and Mary Faucher with several adjustments
being made to the disc course layout. Disc baskets are easy to install; tee pads will at first be in
gravel instead of concrete so they can be easily adjusted. A disc golf tournament event was held on
August 18, 2012, with about 45 -50 disc golfers playing in that tournament. The Yakima Valley Disc
Golf Club is hoping to make it an annual event. The official name will be the Wide Hollow Disc Golf
Course at Randall Park. An opening date is yet to be assigned since availability of disc golf baskets
could be limited because the sport has become very popular. The Yakima Valley Disc Golf Club is
trying to get the event on the Washington state circuit where they play various weekends throughout
the year.
• Aquatics Statistics. Ken Wilkinson referred to a report submitted by Traci Bennett, Recreation
Supervisor, outlining attendance and statistics for Franklin Pool that opened June 12, 2012. The
estimated cost recovery is 70% for Franklin Pool which is an outdoor swimming pool without a lot of
extra toys and things to play on, such as a slide.

Questions from Park Commission Members were entertained about how the numbers compare to
earlier years, effects of maintenance costs such as the seam resealing that kept water from leaking
out of the pool, the need for a permanent window to serve snacks out of, and replacement playground
equipment needs.
• Summer Concert Series. The summer concerts were extremely popular this year and the 3,000
attendance estimate is very conservative.
• Movies at Gilbert Park. The movies at Gilbert Park were very well attended and popular as well.
• Community Band. The Community Band attendance at Randall Park was also well received.
• Tahoma Cemetery Comprehensive Plan. A comprehensive plan for the Tahoma Cemetery is in the
works with plans for completion the end of 2012.
• Pirates Plunder. Pirates Plunder event will take place October 7, 2012, by the K -Mart next to 1 -82.
Discussion followed about publicizing events to attract more people and working with the Chamber of
Commerce and other organizations to help promote area events.
• Fisher Golf Course. The last day the Fisher Golf Course will be open is October 27, 2012.
• New Park Commission Members. New Park Commission members Jim Williams and Morgan
Piralani provided personal back ground information and described a little bit about why they wanted to
become a member of the Park Commission.

• • Harman Center Events. Lois Cruikshank, President of Yakima Valley Senior Citizens Inc., reported
that last month's tri -tip dinner was a great success. Noting that Yakima Valley Senior Citizens Inc. is
a 501(c)(3) non - profit organization who helps the Harman Center by holding fundraisers, she invited
everyone to attend their monthly meeting at 1'00 p.m. on September 13 Other upcoming events
include a bus trip going to Snoqualmie Casino for $30 on September 27 and the Baked Potato Feed
from 5•30 — 6•30 p.m. on October 16 that costs $8.00.
Adjournment. Hoping to see everybody out there, Chair Rod Bryant reminded everyone about the ribbon
cutting at Kiwanis Park Ballfields on Saturday, September 22, at 2 pm. Next month's meeting will possibly be
held at the Harman Center on October 10, 2012. The meeting adjourned at 6.20 p m.
