AN ORDINANCE amending Section 7.50.040 of the Yakima Municipal Code
pertaining to utility service fees and reducing fee for utility turn -on
and turn -off service calls occurring during non - business hours.
WHEREAS, the City Council has previously adopted ordinances establishing
fees for various services provided by city utilities, including fees for utility turn -on and
turn -off requests, all as codified in Section 7.50.040 of the Yakima Municipal Code; and
WHEREAS, the City Council finds and determines that such section should be
amended to reduce the fee for utility turn -on and turn -off fees for service during non -
business hours of the water /irrigation division of the city's utilities division, from $178.02
per call to $50.00 per call, and to clarify that such fee shall apply to calls service
provided by the utility services division and by the water /irrigation utility division; and
WHEREAS, the City Council finds and determines that approval of such
amendment of YMC 7.50.040 as shown and set forth in Exhibit "A" attached hereto and
by this reference incorporated herein, is in the best interest of residents of the City of
Yakima and will promote the general health, safety and welfare; now, therefore
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 7.50.040 of the Yakima Municipal Code is hereby
amended to read as set forth in Exhibit "A" attached hereto and incorporated herein.
Section 2. This ordinance shall be in full force and effect 30 days after its
passage, approval, and publication as provided by law and by the City Charter.

7.50.040 Utility services fees.
The following fees and charges shall apply when the listed actions are taken /provided by the utility
services division and or water /irrigation division. The fees set forth in the following table shall be
considered the base for calculations of future fee increases. Once every two years beginning in March
2008 (or as soon thereafter as reasonably possible based upon availability of the indices set forth herein),
an adjustment shall be added to the base figures that is either eighty percent of the December change in
the United States Consumer Price Index for Wage Earners and Clerical Workers (CPI -W) for the Seattle,
Tacoma, Bremerton region or eighty percent of the December Implicit Price Deflator for Personal
Consumer Expenditures, whichever is lower and rounded to the nearest whole dollar, to reflect the
changes in inflation for these two indices over the previous two calendar years. (For purposes of
determining the change in the CPI, the standard reference base period of 1984 equals one hundred will
be used.)

p.m., excluding holidays. These hours are subject to
change, and the utility services division will update
and provide notice of business hours to customers
by any means deemed appropriate, including posting
of such information on its Internet website.

SUMMARY EXPLANATION:
In our ongoing efforts to be more responsive to our customers we are proposing to reduce
the afterhours turn on fee from $178.02 to $50.00. The afterhour fee was established in
2006 in an effort to collect costs related to sending out technicians on overtime and the
costs related to vehicle use. By modifying work schedules we can respond to after hour turn
ons more cost effectively.
So we might have better options for our customers to have their water turned on outside
normal working hours we are proposing to lower the fee, which will capture the actual costs
for dispatching a technician to turn on water and not financially penalize customers.
