Environmental and Land Issues (Comprehensive Flood Hazard Management
Plan, Impact on Utility Capital Facilities and Environmental Permits).

1. Roll Call
Present:
Council: Mayor Micah Cawley, presiding, Assistant Mayor Maureen Adkison, Council
Members Sara Bristol, Kathy Coffey, Rick Ensey, Dave Ettl and Bill Lover
County: County Commissioners Kevin Bouchey, Rand Elliott and Mike Leita
Staff: Interim City Manager Morales and City Clerk Claar Tee
2. Gap -to -Gap Floodplain Restoration Project presention by Wastewater Manager Scott Schafer
Wastewater Manager Scott Schafer introduced Utility Engineer Ryan Anderson. They briefed
Council and the Commissioners on the Gap -to -Gap project and how it will affect the Wastewater
Treatment Plant. Mr. Anderson presented a Powerpoint presentation and discussed the current
permit process that allows for discharge into the Yakima River. Mr. Schafer requested the
County's support to help the process through the Department of Ecology. It was the County's
consensus to support the project.
3. FEMA Floodplain issues presentation by Terry Keehan and Don Gatchalian a. Final Flood plain
effective date of mapping changes in the vicinity of Shaw Creek, Bachelor Creek b. Wide Hollow -
Ahtanum Comprehensive Flood Hazard Management Plan
Terry Keehan and Joel Freudenthal, from Yakima County, briefed Council and the
Commissioners on FEMA flood plain issues. Terry Keehan recommended the City of Yakima
change the standard back to the one foot "free board" in the building code for possible flooding
purposes. Commissioner Leita thanked the City Council for their interaction on these matters
and also recommended holding a joint study session in the near future on jail issues.
County Commissioners adjourned from the meeting at the end of this presentation.
4. Water Treatment Issues including Fruitvale canal, Water Intake presentation by Water and
Irrigation Manager Dave Brown
Water and Irrigation Manager Dave Brown briefed Council on Water Division activities, including
issues with the water intake due to flooding. Joel Freudenthal, with Yakima
County, noted the County has a flood control easement near the water intake and may be able to

provide access to the area.
5. Other Business
Mayor Cawley announced candidate Marianna Marysheva- Martinez has dropped out of the City
Manager interview process; however, Anthony O'Rourke is now available if the Council chooses
to invite him to participate in the process.
Motion to interview Anthony O'Rourke for the City Manager position in Marianna Marysheva-
Martinez's place.
Motion: Approve, Moved by Council Member Rick Ensey, Seconded by Assistant Mayor I/
Maureen Adkison. Carried 0 -0.
6. Adjournment
The meeting adjourned at 11:49 a.m. to the next City Council meeting on April 26, 2012 at 1 p.m. '
in the Yakima City Hall Council Chambers to Interview City Manager Applicants followed by a
City Council Executive Session on April 27 at 4 p.m. in the Yakima City Hall Council Chambers.
