CITY OF .YAKIMA, - WASHINGTON
FEBRUARY 8, 1
ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. at the
Yakima Center Board Room for informal discussion. Council Members
present were Mayor Pat Berndt presiding, Bill Brado, Lynn Buchanan
(absent after 7:50 a.m.), Henry Beauchamp (absent after 8:40 a.m.)
Ernie Berger, and Bernard Sims. Council Member Clarence Barnett
was absent and excused. Staff members present were City Manager
Zais, Assistant City Manager Rice, John Hanson, Director of Finance
and Budget, Don Skone, Planning Manager, and Deputy City Clerk
Skovald.
Informal Discussion
Council members were asked if they would like to volunteer for the
Memorial Hospital sponsored pie throwing contest scheduled to take
place during the Air Fair on May 21 -22, 1994.
New Vision will be hosting a taskforce on crime. Five hundred
people from around the country will focus on youth violence,
placing emphasis on job activities and other ways to address
problems that impact youth. A request was made to donate
Convention Center space for this event, if it is not already booked
during that timeframe.
ZONING APPLICATION FEES
The Department of Community and Economic Development suggested
Zoning Application Fees for 1994 be reviewed. Traditionally, the
fees are changed in accordance with the annual Seattle - Tacoma CPI,
an approach agreed to by industry associations. Information about
proposed fees was provided to Council members.
A request to initiate a SEPA appeal fee was introduced because of
the considerable amount of staff and agency time required for
processing. However, if a person cannot afford the fee, it should
be waived. It was also suggested there is a need to review the
difference in fees charged by Yakima County and the City of Yakima,
as well as the need for a complete analysis on how it impacts the
community. There was an exchange of ideas between Council members
who think the request is unreasonable and Council members who think
the fees need to be increased. There was a consensus reached to
only increase fees according to the CPI and cost of living.

Critical Areas /Consolidated Health Care Discussions
YCTV will broadcast a discussion on Critical Areas and will include
citizen participation. An update was presented concerning the HUD
Enterprise Community application process that will include public
involvement.
An update was presented concerning the Employee Consolidated Health
Care Plan, which is currently being reviewed and will be submitted
for Council consideration in the very near future. If implemented,
the Consolidated Plan will not only save administrative time costs,
but will also provide cost savings that will result from the
addition of the prescription drug card and preferred provider
provisions.
CITY BONDED DEBT CAPACITY AND PROPERTY TAX ALLOCATIONS
A presentation was made concerning city bonded debt capacity and
property tax allocation including debt financing for capital
improvements. There was discussion concerning estimated bond
yields, nonvoted debt or limited tax bonds and limits, debt
capacity available and revenue streams to support debt service. A
side issue concerning liability insurance coverage in the context
of risk versus available reserves and bond amounts available was
also discussed.
Health District Discussion
A brief history was presented concerning Health District budget and
cash flow problems. Various details were discussed concerning the
proposed management plan and the financial structure that will
possibly include further phasing in of budget reductions and a
possible local government surcharge. The need to rethink the
Health District structure, including discussion of possible
alternatives to eliminate and dismantle the Health District, were
also discussed.
