CITY OF YAKIMA, WASHINGTON

ADJOURNED MEETING
The City Council met in session on this date at 7:00 a.m. at

the Yakima Center Boardroom for informal discussion. Mayor
Pat Berndt presiding, Council Members Lynn Buchanan,
William Brado, Skip Semon, and Bernard Sims present. Council
Members Clarence Barnett and Henry Beauchamp absent and
excused. Yakima Air Terminal Board Members Chairman Bill
Almon, Jim Barnhill, and Air Terminal Manager Bruce Loy were
present. City Manager Zais, Assistant City Manager Rice,
Glenn Valenzuela, Director of Community & Economic
Development, and Deputy City Clerk Skovald also present.
Bruce Loy, Air Terminal Manager, presented an update
regarding the Port of Entry and the Airport Master Plan,
along with providing explanation of how the marketing and
funding all relate. He summarized infrastructure development
and commented about runway extension. He explained the
reasoning for local government workshops -- to invite
comments and include recommendations to the Master Plan. In
the near future, a resolution supporting continued growth of
the airport and its future expansion will be submitted to the
City and County for formal adoption. Mr. Loy also commented
about land use and development particularly in the final
phases of the Master Plan. The Resource Center is now open
and has been quite successful. The planning grant has been
approved with a portion earmarked for development of the
operations manual and marketing. Mr. Loy further reported
that other communities have shown an interest in Foreign
Trade Zone development, with a number of them being major
prospective contributors. Mr. Loy expressed a desire to meet
with these communities within the next two months. Council
Member Sims and Mr. Almon discussed utilizing existing vacant
space for incubator or warehouse facilities for Foreign Trade
Zone development. Mr. Loy explained there is a tentative
meeting scheduled for July 30th in Seattle. The FAA, the
Port of Seattle, and the Customs Service will meet to
consider helping fund a Customs Agent, as well as soliciting
their advice with respect to tying into some marketing
opportunities in the Orient. With the infrastructure of the
Master Plan being projected to be in place by 1996, there was

continued discussion about future community airport
development. Mr. Almon provided explanation regarding
airport runway expansion and how it relates to the Master
Plan. There was discussion concerning Aviation Demand
Forecast Summary projections concerning enplaned passengers
and air cargo. There was further discussion about the
success of passenger facility charge collections which
establish funds to match the FAA grant. This will help with

the operational budget: Other'is`sues discussed include new
airlines coming to Yakima, possible customs development; and
the renaming of the airport, considered a moot issue due to
lack of interest. There was discussion concerning the
approach radar site which may be remoted to Pasco and read by
radio in Yakima. It costs more to remote it than to enhance
its present capability. If the FAA intends to "weed out"
Class One towers throughout the system, then the federal
tower in Yakima may be eliminated and the community would
have to contract with a federal tower elsewhere. A proposed
meeting with key elected officials on the approach radar site
issue will be scheduled. Council Member Buchanan commented
about the local burden it would be to have to pay for both a
tower operation and for customs.
Council Members Semon and Sims reported on alternative
reorganization possibilities for the Purchasing Division.
Council Member Sims reported he had met with them and another
meeting is to be scheduled. There was discussion to notify
Lee's Music of noncompliance, as well as other community
development issues. Council Member Brado received a
complaint from a citizen concerning transportation on North
1st Street. The citizen requested the previous bus schedule
be reinstated. There was further discussion about the
trolleys; information regarding a preliminary quality air
report; site and funding issues of the new police facility
along with increased jail cost issues. There is an upcoming
City /County meeting to discuss priority issues.
Council Member Semon related he was informed about several
people who appear to be using yard sales as a vehicle to go
into the secondhand business. There was concern expressed by
some Council members about regulations regarding transient
merchants,

specifically at the intersection of 1st Street and Nob Hill,
the old Pay n 'Pak parking lot, and the Country Store
Shopping Center parking lot. Staff was directed to follow
up.
Following further discussion concerning the cost to
consolidate 911 Communications, the meeting was adjourned at
9:00 a.m.
