SUBJECT: Amendment to Interim City Manager agreement
Per the terms of my contract with the city for the position of Interim City Manager, I
respectfully request that the compensation for the position be amended (increased) to be
in alignment with that of my immediate predecessor, Don Cooper, which is Step B of the
City Manager compensation schedule.
I agreed to serve in this capacity on less than 24 hours notice, following his abrupt
resignation, and following the elimination of my previous position (assistant city
manager) and support position in the 2012 budget. Given the sense of urgency and state
of the organization, I focused my attention on the organizational matters at hand.
I have now served in the position of city manager longer than my immediate predecessor,
without the support of an assistant city manager, and I have served longer at the helm of
this organization than anyone since 2010, but at a substantially lower rate of pay than the
previous two city managers.
I have addressed a number of difficult budget and personnel transition issues this year
(with the outstanding support of staff), and believe that there is a tangible improvement to
employee morale and customer service throughout the organization. The executive team
has been solidified, and the only "Acting" position that remains in the cabinet is that of
Director of Community and Economic Development, where I am scheduled to return
upon the new city manager taking office on July 2, 2012.
This compensation adjustment is proposed to be concurrent with my current agreement,
effective January 1, 2012, and expiring on July 1, 2012. The council has already
budgeted for this level of expenditure in the 2012 budget, so an additional appropriation
will not be necessary. I appreciate your consideration of this request.
