Redmon Bridge and authorizing display at the Yakima Convention Center WHEREAS, individual artists have jointly crafted an artwork consisting of a quilt depicting the Fred G. Redmon Bridge, a structure commonly viewed as the entryway to the Yakima Valley. The artists are- Deborah Ann, Anna Assink, Sally Fitch, Barbara Green, Sue Grimshaw, Nancy Rayner, and Jeanne Strater; and WHEREAS, the Yakima Arts Commission has reviewed the work and has recommended acceptance by the City Council of the artwork as public artwork, to be displayed for the benefit of the community; and WHEREAS, the intended display location is the Yakima Convention Center, all in accordance with an instrument of donation signed and /or authorized by each artist; and WHEREAS, the City Council extends its appreciation to the artists, receives the recommendation of the Yakima Arts Commission, and finds and determines that acceptance and display of such artwork as public art will promote the general health, safety and welfare; therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager, for and on behalf of the City of Yakima, is hereby authorized to receive the artwork as public art in accordance with the instrument entitled "Artists' Donation of Artwork as Public Art for City of Yakima," a copy of which instrument is attached hereto as exhibit "A" and incorporated herein by this reference. The City Manager is further authorized to administer such donation and to cause such artwork to be displayed in the Yakima Convention Center in accordance with the signed instrument of donation ADOPTED BY THE CITY COUNCIL this 1St day of May, 2012. VW C441 Micah Caw y, Mayor ST v 0 I X), , 1 �( A4 City Clerk o S [_, Exhibit "A" ARTISTS' DONATION OF ARTWORK AS PUBLIC ART FOR CITY OF YAKIMA The undersigned Artists, in order to promote the public good, to foster an appreciation of the arts, and to provide a work of art to be displayed in public view, hereby convey, dedicate and donate the artwork described below to the City of Yakima in accordance with the provisions herein and below. 1. Description of Artwork. The Artwork is a quilt depicting the Fred G. Redmon Bridge. The quilt is approximately four feet wide by five feet long, and artistically arranges cloth materials to depict the bridge in its natural setting. The Artwork depicts an historic structure commonly viewed as an entryway to the Yakima Valley. 2. Designation of Artists. The Artists who created the Artwork are: Deborah Ann, Anna Assink, Sally Fitch, Barbara Green, Sue Grimshaw, Nancy Rayner and Jeanne Strater. 3. Intended Display Location. The intended display location is the Yakima Convention Center, 10 North 'e Street, Yakima, Washington 98901 -2515. The Yakima Convention Center is owned by the City of Yakima and managed by the Yakima Valley Visitors & Convention Bureau. The Yakima Convention Bureau will maintain the Artwork and its display. 4. Conveyance, Dedication and Donation of Artwork. The Artists, by signature below, hereby;= collectively . and individually convey, dedicate and donate all right, title and interest in and-to the Artwork to the City of Yakima, as Public Art, to be displayed in the forum ; or; forums determined by the City of Yakima, upon recommendation and assistance of the Yakima Arts Commission, to best serve the viewing, preservation, ' maintenance and display of the Artwork. Such conveyance, dedication and donation by Artists, collectively and individually, includes the express grant and donation of license and permission to the City of Yakima to make photographic and electronic images and reproductions of the Artwork, and to use, or authorize the use of, such images in printed and /or published materials promoting public art, education, tourism and /or economic development, or for any other purpose deemed necessary or appropriate by the- City of Yakima. Artists understand and agree that the City of Yakima, with appropriate advice and recommendation from the Yakima Arts Commission, shall have sole authority to determine times and places of display of the Artwork, means and methods of display, and means and methods of maintenance and preservation. The City of Yakima will use reasonable and customary means and methods to identify the title of the work and identification of the Artists, but the Artwork and images thereof may be displayed as 1 Public Artwork without such identification if the City of Yakima determines, in its sole discretion, that such display and /or publication would best serve the purposes of such display and /or, publication. 5. Authorization for Disposition. The Artists, by signature below, understand and agree that this conveyance, dedication and donation of Artwork conveys, dedicates and donates title to the Artwork to the City of Yakima, together with all rights, royalties and privileges thereto. In the event the City of Yakima, with the advice and counsel of the Yakima Arts Commission, determines that it can no longer provide for the proper display, maintenance and /or preservation of the Artwork, the City of Yakima reserves the right to convey the Artwork, on terms it deems appropriate in its sole discretion, to another charitable organization, museum or other entity for such display, maintenance and /or preservation. The Yakima Arts Commission has reviewed this proposed donation, along with the Executive Director, John Cooper. At the March 28, 2012 meeting of the Arts Commission, the report from the planning team was accepted and hereby recommends that the City of Yakima accept the donation and allow the Yakima Convention Center to display the artwork. Over the course of the past two years, seven local artists got together and created a masterpiece with fabric. Using the Fred Redmon Bridge spanning over the Selah Creek Canyon North of Selah as their subject, each artist did a panel of one portion of the bridge that when pieced together created a colorful and unique depiction of this community icon. After displaying at their homes and as part of various art shows, the artists decided to donate the piece to the City and believed the Yakima Convention Center would be an ideal location. Earlier this year, five of the seven artists involved met with Convention Center Staff and an Arts Commission designated planning team to outline the donation process for the quilt, parameters of display, and a desired location in the building. I am happy to say that consensus was made on how to display the piece plus a location selected in the East lobby of the Center. Since the meeting, Andrew Granitto of the Yakima Valley Museum has offered to provide technical assistance in hanging and displaying the piece. At their March meeting, the Yakima Arts Commission accepted the report from the working team and voted that the City should accept and display the quilt at the Center. City legal staff drafted an Artists' Donation of Artwork form that has been signed by the artists or in one case, their designated representative (attached). Today, I respectfully request that you concur with the recommendation from the Arts Commission to accept the donation and to allow the staff of the Yakima Convention Center proceed with the installation of the piece.
