Attached is the Engineering Division's 1st Quarter Capital Improvement Projects
Memorandum and Report which includes Water /Irrigation and Wastewater Capital
Improvement Projects. Also attached is the current project spreadsheet developed by the
Sewer, Water, Irrigation, Streets, Traffic and Engineering Divisions. The current project
listing assists in the planning of current and upcoming projects. It helps the divisions
coordinate their work so that, for example, a street is not rebuilt or seal coated just prior to
planned underground work on the same street.

SUBJECT: 2012 Capital Improvement'Projects: 1 Quarter
INTRODUCTION
This Quarterly Report information is intended to provide a status overview of the City's capital
improvement projects for the 1 Quarter of 2012, including current project status, milestones, and
any new developments that may significantly alter the schedules or costs of the projects. This
narrative report includes projects of the Water /Irrigation Division, Wastewater Division and
Engineering Division.
CAPITAL IMPROVEMENT PROJECTS
West Nob Hill Blvd., 49 Avenue to 64` Avenue
The City was successful with their application for a TIB grant of $2,400,000 of the estimated
construction cost of $3,217,000. Huibregtse, Louman Associates, Inc. has completed the design
of the project; right -of -way for the project has been acquired. Work with utility companies for
relocation of their facilities is underway. Construction should start this spring and continue
through most of the year.

Railroad Grade Separations: Lincoln Avenue (& Martin Luther King Jr. Blvd.) 1st
Street to 1 Avenue; Phase 2 (MLK: Phase 3)
This project consists of re- constructing Lincoln Avenue so the roadway will pass beneath the
existing BNSF railroad tracks. It includes a bridge for Front Street that will pass over Lincoln
Avenue. Phase 1 of this project, which relocated utilities for both underpasses, was completed in
the fall of 2007. All of the right -of -way required for both underpasses has been acquired. Phase
2 of this project, which constructs the Lincoln Avenue underpass, was awarded to Apollo, Inc. of
Kennewick, on February 3, 2010. Construction began in March of 2010. Final paving and
project completion will likely occur in May, 2012. Design of Phase 3, the MLK underpass, is
95% complete and on hold until additional funding is secured. We estimate that the project is
about $5 million short of being fully funded. We continue to search for additional funds and
hope to go out to bid on the MLK underpass mid -2012.

South 64 Avenue & Washington Avenue: Signal Construction
This project constructed a traffic signal at this intersection. Street lighting and electrical conduits
were installed with intersection construction in 2006. The project is funded by $265,000 from
the Wal -Mart Development Project. Construction bids were opened on this project on October
25 The low bidder was Knobel's Electric with a bid of $245,110. The signal poles and mast
arms have been installed and the signal was energized on April 5th
Yakima Valley Trolley Barn & Museum Preservation
Using State Enhancement funds, the City purchased the historic Yakima Valley Transportation
Company Trolley Repair Barn and Substation on January 31, 2008. Environmental
documentation approval was received to make repairs to the west and south walls and crane
system. Repairs to the crane inside the barn, and to the south and west walls of the Trolley Barn
have been completed. Some funding still remains. These funds will be used to restore portions
of the 6 -mile track, poles and the overhead system. The material purchase and work will be
completed in 2012.

Kiwanis Park, Upper Park
This project consists of building three multi -use ball fields including field lighting, restroom
facilities, a volleyball court, a basketball court, a skate park, a playground, a
concession/restroom, new sidewalk and pathways, and parking. Funding includes $500,000 from
a Recreation and Conservation Office (RCO) State grant, $500,000 from Yakima School District
(YSD) for field lighting, plus funding from various local service clubs. Sun Yakima LLC
purchased the property adjacent to the existing Kiwanis Park, cleared the property and donated
the property to the City of Yakima. The skate park has been constructed with funds donated by
the Apple Valley Kiwanis Club. The playground was purchased and installed by Downtown
Yakima Rotary. The basketball court has been constructed with funds donated by Yakima
Southwest Rotary. A 30'x30' covered picnic shelter was constructed with funds donated by
Sunrise Rotary. A project that constructed parking spaces and sidewalk connecting the walkway
from Fair Avenue to Gateway Park along Maple Street was recently completed at a cost of
$123,000. A $45,000 project that prepared the site for future work was completed in April, 2011.
Construction is well under way for the project to construct the ball fields, field lighting, the
pedestrian pathway and west parking lot. The low bidder was Stephens and Sons Construction,
Inc., with a bid of $1,274,122.70. The concession/restroom building will be constructed with the
help of local service clubs in 2012.

South 64th Avenue Roadway Widening: Nob Hill Blvd. to Tieton Drive
This project will widen this section of 64 Avenue to a 39 -foot roadway (14'- 11' -14') with curb
and gutter on both sides of the road, and a 7 -foot sidewalk on one side of the road. Street lighting
and a stormwater runoff treatment system will also be constructed. The project is funded by a

$900,000 Surface Transportation Program (STP) federal grant and $200,000 mitigation from the
Wal -Mart Development Project.
Design and environmental documentation for this project has begun; with right of way
acquisition and construction occurring in 2012.

Ortman Trail, vicinity Willow Street
This project will construct a paved pathway that will connect the Powerhouse Canal Trail at 14
Avenue & Swan Avenue to the William O. Douglas Trail on 6 Avenue at "I" Street. Once this
project is completed, the Powerhouse Trail, Ortman Trail, William O. Douglas Trail and Yakima
Greenway will be connected and complete a 6.5 -mile loop. The project is funded by a
Transportation Enhancement Grant (Federal) of $283,278. The project design was completed
over the winter and construction will begin in the spring.

Enemy Recovery Grant & Enemy Efficiency. and Conservation Block Grant Pro'ram
These projects are funded by a combination of American Recovery & Reinvestment Act (ARRA)
funds and Energy Efficiency and Conservation Block Grant (EECBG) funds totaling $285,000 as
well as incentives. The City Facilities Lighting Upgrade Project includes retrofitting with
efficient lighting at City Hall, Yakima Public Affairs Channel (Y -PAC), Fire Station 94, Fire
Station 95, Public Works Complex, & SE Community Center. The City Facilities HVAC Project
includes Fire Station 95, Yakima Public Affairs Channel (Y -PAC), & City Hall (Council
Chambers).
This project was awarded on to Knobel's Electric with a bid of $153,004.54, and replacement of
the lighting fixtures began in August. The lighting upgrade project has been completed.
The HVAC design consultant, Hultz/Bhu Engineers Inc., from Tacoma, WA designed the HVAC
upgrades. It has been decided to bid the HVAC Systems Upgrade project in early spring 2012,
so that City facilities will not be without heat during the current winter.

Yakima Sawmill Redevelopment
Staff and consultant planning and design has begun on the multi - phased redevelopment of the
former sawmill and plywood plant. Public funding sources include a commitment from the State _
of Washington in 2009 for up to $25 million of tax increment financing and a SIED loan in the
amount of $500,000 from Yakima County to provide for the engineering design of new roads and
utilities. The City and sawmill property owners are developing a master plan for over 200 acres
of interstate frontage property to include retail - commercial, office- medical, light industrial,
residential and open recreation space. The City has contracted with a consultant team led by

H.W. Lochner Engineers to develop and design the Fair Avenue Extension, which will extend
from Lincoln Avenue to `R' Street.
Yakima County has also contracted with the consultant team led by H.W. Lochner Engineers for
the development of an East -West Corridor that will extend from 1 Street in Yakima easterly to
Butterfield Road in Terrace Heights, and the development of an Interchange Justification Report
to modify the Yakima Avenue and Fair Avenue interchanges. The consultant team began the
design and surveying for these projects in October, 2011. A TIGER IV Grant application has
been submitted.

River Road Widening & Reconstruction: 6 Avenue to 16 Avenue
Last year, in a financial partnership with Washington Fruit Company and Yakima School
Districts' Stanton Academy, we applied for and received a grant of $639,000 from the
Freight Mobility Strategic Investment Board (FMSIB) for a total project of $1.42 Million.
As Washington Fruit and Stanton were on the cusp of building frontage improvements for their
respective roadway frontages due to their recent developments, they were highly receptive to
financially partnering with the City on the grant application so the entire length of River Road
from 6th Avenue to 16 Avenue could be widened and reconstructed for the community when
their financial participation was incorporated.
River Road will be reconstructed from a two -lane, 21 -foot wide, roadway with dirt shoulders to a
three -lane roadway, 40 feet wide, providing extra -wide lanes for a shared bike lane with higher
truck maneuverability. We will also be adding curb, gutter and sidewalk on both sides of the
street (none exists today). This 2,600 -foot section of roadway will receive lighting for the project
length and all commercial driveways in- between. (Again, none exists today.)

North f Street Corridor Revitalization
In 2010, the City received a $25,000 planning grant through Yakima County SIED funding for
the first segment of this project; a comprehensive approach to planning for future improvements
to North First Street from "A" Street to the US- 12/I -82 Interchange. The North First Street
Improvement Study took place last year to develop a design and action plan to address potential
arterial street design alternates including an analysis of resulting traffic flow, streetscape and
landscape improvements, and required utility upgrades. The final study document was
completed late summer 2011.
Recently the City applied for, and received a $250,000 Surface Transportation Program (STP)
federal grant for preliminary engineering to design a project from `N' Street to SR 12.
A TIGER -IV Grant application has been submitted for construction funding.

OTHER TASKS
SERVICE TO OTHER DIVISIONS
Service to other divisions continues to be provided. Miscellaneous work has included: Sewer
extension and restoration projects, legal descriptions for annexations and vacations; updating
irrigation, water and sewer maintenance reference maps; surveying and mapping; ,miscellaneous
assistance to Police, Planning, Streets, Airport, Wastewater, Stormwater, Public Works Divisions
and Public Works facilities, Yakima Convention Center, Fire Department, including remodels
and miscellaneous projects, and the Capitol Theatre for capital improvement projects; Purchasing
Division, etcetera.
We recently provided or are providing engineering assistance for:
• Convention Center: stucco repairs.
• Several small drainage improvement projects.
• Major and minor wastewater system piping.
Water /Irrigation Division Capital Improvements Projects
General 308 Irrigation System Phase 4 /Stage 2 Improvements
This project consisted of replacing irrigation main and services in the General 308 Irrigation
District. The limits of the project were from North 1 Street Avenue to North 10 Street and
from East Yakima Avenue to East "F" Street. The project also replaced the irrigation main in
Pierce Avenue from Summitview Avenue to Lincoln Avenue. Huibregtse, Louman Associates
completed the design. The project was bid on September 27, 2011 and the low bidder was KRCI,
LLC of Wenatchee, WA. Construction is 100% complete. City Irrigation crews have also
replaced various portions of the irrigation main and services in the General 308 System. This is
the last scheduled replacement project within the General 308 Irrigation System.

Fruitvale Canal Improvements
Part of this project replaced an open ditch irrigation wasteway /canal with a piped irrigation line
along East H Street from North 6 Avenue to North 7 Street. Huibregtse, Louman Associates,
Inc. completed the design report, provided a preliminary design and project costs. Final project
design was completed, which included the design for two new industrial waste lines between
North 1 Avenue and North 9 Street. Project design was also coordinated with potential street
improvements on East H Street. Bid opening was October 18, 2011 and Hurst Construction LLC
of Wenatchee, WA was the low bidder. Construction is 100% complete.
The rest of the project is to consolidate the river diversions for Fruitvale Canal with the
diversions at the Nelson Dam. Project is being designed in cooperation with the Bureau of

Reclamation, Washington Depart of Fish and Wildlife, Yakima County and North Yakima
Conservation District.

On- going.
East Viola Avenue (I -82 Crossing) Waterline Replacement
The project will replace an undersized, deteriorating waterline crossing under I -82 at East Viola
Avenue, between Rudkin Road and the Wastewater Treatment Plant. Replacement of the
waterline will improve flows and reliability in this part of the water system, as well as replace a
sub - standard, direct bury waterline across I -82 with a new ductile iron waterline in a steel casing
within the limits of the interstate highway. Huibregtse, Louman Associates has completed the
design. The project will be constructed as funding becomes available.

Water Treatment Plant Backwash Recycle Upgrade
The project will replace the unlined backwash recycle pond with new lined recycle ponds.
Huibregtse, Louman Associates developed a preliminary design recommendation and report to
submit to the Department of Health for approval. The project was submitted and selected for a
2011 Drinking Water State Revolving Fund (DWSRF) loan. Project design is expected to be
completed in the 4th Quarter 2012, with construction beginning 1 Quarter 2013.

Automated Metering Infrastructure
Internal discussions began in January 2010 to determine the future direction for meter reading.
Inter - agency agreement approved by Council to coordinate efforts between Yakima, Selah and
Nob Hill. Gray and Osborne (consultant) provided an initial report to outline current
technologies and potential costs associated with the various options. A final summary report was
also provided, outlining recommendations for Yakima, Selah and Nob Hill. Yakima worked with
two vendors to install pilot systems (20 meters each near YVCC). A $5 million PWTF loan has
been approved. Gray and Osborne will assist in developing a Request for Proposal (RFP). Once
proposal are submitted, a vendor will be chosen and the new system will be installed.

Wastewater Division Capital Improvements Projects
Second Phase of the Speedway Race Street Interceptor

The Engineering Division is finishing up the design of the remainder of the Speedway Interceptor
that will eliminate Race and Beech Street Lift Stations and extend a 36 inch sewer main to the
sewer main at 8 Street and Beech at the Washington Middle School. The exact route is being
planned and will be determined by the ability to get a Franchise from the Washington State Dept.
of Transportation (WSDOT) along I -82. The franchise has been approved by WSDOT. The
design is nearly complete with bids expected to go out early in 2012 with construction being
complete in July 2012.

Wastewater Facility TMDL (Struvite) Project
When constructed this project will begin reducing our nutrient concentrations in the wastewater
effluent discharged to the Yakima River as required by the Department of Ecology. The
construction includes the fabrication and installation of a reactor to harvest phosphorous and the
installation of eight (8) mixers in the aeration basins to augment nutrient removal through the
reactors. We received Ecology approval on 7/11/2011.
The construction project to install the Struvite reactors is approximately 70% complete and is
expected to be complete by July 2012.
The mixers for installation in the Aeration Basins have been received. Design to install the
mixers is complete. Installation of the mixers will be completed with the UASB/North End
Power Distribution project. The mixer installation is scheduled for completion by July 2013.

Wastewater Facility, Collection System Plan Update & initial Stormwater Comp Plan
The last Wastewater Facility Plan was completed in February 2004. This project will update the
current facility plan by providing current information on the existing wastewater facility and
collection system infrastructure, regulatory requirements, future loadings, operation and
maintenance, future capital improvements, rate structure and revenue forecasting.
With the adoption of the new Stormwater Regulations a comprehensive Stormwater system plan
is needed and will be implemented along with the Wastewater Facility and Collection system
plan update.
Akel Engineering Group, Inc. was selected and has developed preliminary maps. Survey data
collection was completed in October 2011 by HLA and City Staff
Tom Coleman is updating the treatment plant facility plant with input from several on -going
projects and studies along with the comprehensive sewer plan from Akel Engineering.

Levee set back Project and new Wastewater Outfall
Staff continues to be involved in the Gap to Gap project for flood plain restoration which will
include the Wastewater Treatment Plant to relocate or develop a new wastewater outfall.
Alternatives will be evaluated to select a new outfall location. Currently the old Wastewater
spray field is being evaluated as a riparian outfall. An engineering report for alternatives like this
will be developed and submitted to Ecology for approval. A consultant, Ridolfi Inc., was
selected to develop this floodplain restoration plan in September 2011.
O Phase I Project completion date: 4 Quarter FY2013. The State Salmon Recovery Funding
Board has awarded the City a $275,400 grant for completion of Phase I of the project.
Boiler Replacement Project
Project will replace existing boiler and add additional capacity for the Industrial Waste Reactor
which is currently in design. Project will also improve gas and hot water piping systems to
improve reliability and reduce maintenance of the system. Boilers have been procured. The
contract to install these boilers and complete the associated upgrades for this project is being
awarded to Shannon Industrial Contractors out of Coeur D'Alene, ID. Work scheduled to being
in April 2012.

Industrial UASB Reactor and North End Power Distribution System Upjrade Project
This project will allow the City to treat high BOD industrial waste streams, like we get from Del
Monte, directly in the new UASB (Upflow Anaerobic Sludge Blanket) reactor opening up
additional capacity for other domestic waste streams. The UASB reactor will also generate
additional methane gas for use in a future sludge dryer project which is anticipated to begin the
preliminary engineering phase mid 2012.
The project also included upgrading the power distribution system for the North end of the
treatment plant to improve reliability and future expandability. Much of this electrical gear in
this area was installed in the 1960's and has reached the end of its useful life. A similar project
for the South end of the plant was completed in 2009.
A new Industrial Waste Pump Station is included as part of this project to complete this part of
the project to make room for the new North End Power Distribution Building.
We are currently finalizing the design; this is scheduled to bid on May 8, 2012.

Stormwater Capital Improvements Projects
Yakima Underground Injection Control (UIC) / Water Quality Retrofits

This project will design and construct prototype Underground Injection Control (UIC) retrofits to
the City's' existing 436 UIC facilities. The Department of Ecology is providing a grant of
$280,000 for the development of different methods to retrofit existing facilities & structures.

AFFIRMATIVE ACTION GOALS & W/M/DBE PARTICIPATION
W/M/DBE utilization has been included in the past but is not included with this report.
The Engineering Division continues to request apparent low bidders of public works contracts to
document their efforts to achieve the City of Yakima's goal of 10% MBE, WBE or DBE
participation goal prior to contract award. However, changes in state law due to the passage of
Initiative 200 prohibit certain practices by contracting agencies (i.e. the City) for the award of
public works projects such as requiring W/M /DBE subcontracting. While some contractors have
voluntarily reported such information in the past, we have not received any such reporting last
year.
Although we do not receive such information voluntarily, the City must still meet certain of these
federal requirements and each contractor must comply with the Standard Specifications that are
included on each City Public Works Contract. The City is responsible to:
• Conduct pre - construction conferences during which EEO and City policies are discussed
with the contractor.
• Monitor on -site compliance with the EEO and City policies.
• Ensure our contractors locate, qualify, and increase the skills of minority groups, women
employees, and applicants for employment as required by City policies.
• Ensure the preparation of required EEO and related reports.
