ADJOURNED IEETI EUDGET REVIEW
The City Council met in session on this date at 9:00 A.M. in the Council Chambers of City Hall, Yakima, for Budget Review. Mayor Pat
Berndt presiding, Councilmembers Clarence Barnett; (absent.. after 11:30
AM'•)? ='Henry Beauchamp (present after 9:24 A.M.) Lynn Buchanan, George
Pechtel and Skip Senon- present. Councilmember Bernard Sims absent and
excused. City Manager Zais (present after 9:37 A.M.), Assistant City
Manager' Stouder, Finance and. Budget Director Hanson and Clerk Harris
also present.
DEPARINENT OF COMMUNITY & ECONOMIC DEVELOPMENT
Glen Rice, Community:Develognent Director and Don Skone, Planning Director
were present for the budget presentations.
Capitol Theatre
Community Development Director Rice introduced Millie Dixon, Operation
Manager for Capitol Theatre and Steve Caffery, Executive Director.
Council and staff discussed insurance reserves of the Theatre. The
general budget and expenditures were reviewed with Ms. Dixon.
Councilmember Pechtel made the Council and staff aware of a program which
Pacific Power & Light (PP &L) offers, which might represent a savings in
heating and cooling costs. The staff agreed to look into this
possibility.
Housing Division requires a formal public hearing and was rescheduled for
November 26,° 1991, at 2:00 P.M.
Planning Division
The Council and staff discussed with Planning Director Skone the requested
Assistant Planning position and the means of funding the position.
• Rebound Plus
Possible grants for the program were discussed by Mr. Rice and Rebound
Program Director Gutierrez. Councilmember Barnett ask for the word
"force" to be removed from the literature on page 214, first paragraph,
which was agreed to by Ms. Gutierrez.
Cable TV
Cable Communication Manager Warren presented her budget requesting
additional equint and a new sign. Councilmember Semon suggested
negotiating with TCI Cablevision for partial payment for the new sign.

Tourist Promotion
Convention Center Manager Coffey presented her budget. The hotel /motel (
tax was discussed by the Council. Councilmember Beauchamp questioned
Ms. Coffey about the Affirmative Action policy of her staff and .if anyone
of color was on staff and encouraged her to•set an example for the City.
Under policy issues, the Council questioned Ms. Coffey about food service
costs and the Mexican dances which are being held infrequently.
Councilmember Pechtel advised her of the PP &L program, which could help
with the heating and cooling costs. The Council commended Ms. Coffey for
the excellent job being done. Counciimember Buchanan stated a major
convention has been lost to the center, because of lack of representation
by the Council at conventions and meetings. Mayor Berndt stated that
convention rotates its meetings. Ms. Coffey stated she has had favorable
comments regarding the trolleys.
A brief recess was called at 10:25 A.M., with the meeting resuming at
10:42 A.M.
CITY MANAGEMENT

City Manager •
City Manager Zais and Assistant City Manager Stouder discussed the Growth
Management Act and its functions with the Council:
Personnel
Personnel Manager Sutton and Deputy Personnel Supervisor Smith presented
their budget and requested a change in the division name from Personnel to
Human Resources Division. It was the consensus' of Council to add this
request as a Council policy issue.
Legal
City Attorney Vanek presented his budget to the Council.
Records
City Clerk Roberts presented her budget to the Council and ask for new
office furniture. She explained to Council the duties of the two clerks
during City Council meetings.
Purchasing
Purchasing Agent Reid's budget and request for- additional.personnel was
discussed by the Council and staff. Public. Works Director Copeland stated
that Public Works is at least six months behind on their billings,
therefore, the need for additional personnel. It was the consensus of
Council that they would like to see Purchasing moved to the Public. Works
facility since the two are so closely intertwined.
There being no further business, the meeting was adjourned at 12:10, to
reconvene at 2:00 P.M., for the City Council meeting.
