ADJOURNED MEETING

The City Council met in session on this date at .7:00 A.M. in the City
Manager's Conference Room, Yakima City Hall, Yakima, Washington. Council
members present were Mayor Pat Berndt, Clarence Barnett, Lynn Buchanan,
George Pechtel (present after 7:25 A.M.), and Skip Semon. Councilmembers
•
Henry Beauchamp and Bernard Sims absent and excused. City Manager Zais,
Police Chief Green, Director of Public hbrks Copeland, Transit Manager •
Schultz, Administrative Assistant to the City Manager Oliver, and City
Clerk Roberts also present.
1. INFORMAL DISCUSSION AMONG COUNCILMEMBERS
The City Manager was requested to check on the feasibility of
televising the Council budget review sessions. Mayor Berndt
requested budgets from a couple of cities comparable to Yakima.
In preparation for the meeting Thursday with the Yakima County
Commissioners, City Manager Zais suggested the formation of a
Council committee to meet and work with the County Commissioners on
the possibility of building a joint law enforcement facility.
Councilmembers Semon and Buchanan volunteered to serve on a Joint
Law Enforcement Facility Council Committee. ( Councilmember Pechtel
present after 7:25 A.M.)
City Manager Zais stated that staff will prepare a briefing report
on the Public Transportation Benefit Area (PTBA) issue. He stated
he expects nursing home representatives to attend the scheduled
hearing on the PTBA. He further reported the 1992 Dial -A -Ride.
budget is proposed to be increased by about $40,000. Council-
members discussed the purpose of the hearing and the advantages and
disadvantages of joining the PTBA. The City has until December 8,
,'- 1991 to make a decision'to join the PTBA. Referencing the letter
from the Advocates for PTBA, it was the consensus of the Council to
tell them that neither Council, nor staff, have the answers to all
their questions.
Counc.ilmember Pechtel requested a letter be sent to the County
Commissioners by 2:30 p.m. today, endorsing moving the Yakima Bears
baseball .team to the Fairgrounds. It was the general consensus of
the Council to send the letter endorsing the relocation of the
Yakima Bears to the Fairgrounds.
It was the general consensus of the Council to discontinue the
Council Forum Program on YCTV due to the lack of participation and
program preparation. Council can schedule individual programs for
special interest issues. Mayor Berndt reported one suggestion
given to her to enhance the televising of the Council meeting is to
have all speakers, staff included, give their name when they cone
to the podium. ( Councilmember Barnett absent after 8:00 A.M.)

Councilmembers discussed the City's ban on outdoor burning. Mayor
Berndt commented that since the Clean Air Authority has the '
enforcement responsibility, maybe the City should not have banned - ' ~
outdoor burning. City Manager Zais stated that the City has to
comely with the new State law.
There being no further business to come before the Council, the meeting
was adjourned at 8:15 A.M. .
