YAKIMA CITY COUNCIL - -YVCC BOARD OF TRUSTEES

The Yakima City Council .met in session on this date at Yakima
Valley Community College (YVCC) with the YVCC Board of Trustees at
800.. A.M. in Prior Hall. Mayor Pat • Berndt presiding,
Councilmembers Lynn Buchanan, George Pechtel, and Skip Semon
present. Councilmembers Henry Beauchamp and Bernard Sims absent
-anda_ excused. City staff members present were City Manager Zais,
Public. Works Director Copeland, Police Chief Green, Administrative
Assistant to the City Manager Oliver, Clerk Harris. Board of
Trustees members, Dr. Phil Tullar, Ted Semon, Tony Washines, Dr.
Don Hughes, Karen Judge, Dr. Greg Trujillo, Corky Mattingly also
present. • .
Mutual issues discussed include:

1. Parking: The need for 600 additional parking spaces and
possible means of funding them were discussed. Mr. Zais
proposed the possibility of using capital project funds.
Councilmember Buchanan felt charging for parking would be the
answer. Dr. Tullar stated that has been tried in the past
and, enforcing the fees offsets the charges. Actual space for
parking is a problem. Property is being ac.quired.by YVCC
with the hopes of converting it to parking spaces in the
future. Park and Ride locations were discussed.
2. Police and Fire Protection: The Board thanked Chief Green
and the City for the quick response and excellent assistance
YVCC has received when needed.
3. Growth Management Act: Mr. Zais explained the Growth
. Management Act to the Board.

4. Legislative Priorities:
A. Blue Ribbon Task Force- Enrollment Lids: The need for
lifting the enrollment cap and student distribution and
possible means of changing this .was discussed. YVCC
serves the largest number of Hispanic and Native
American students in the state, therefore, ways in which
1/ the Legislation might be able to use this to benefit the
college was discussed.
The Board ask for volunteers for the Blue Ribbon Task
Force, Marketa Oliver volunteered to serve on the
Committee.
. B. Capital Project Funding: Means of trying to enlist help
with the Capital Project Funding were discussed.

5. City Training Needs: Dr. Tullar made the Council aware that
training for the City can be given outside of the enrollment
cap. Mr. Zais discussed the possibility of using YVCC for
the extensive Police and Fire training that is presently
being done in other areas of the state. This would be a
mutual benefit to both YVCC. and the City. Public. Works
Director Copeland stated that, nationally, the new workforce
for Public Works would basically be minorities. How to
attract and train minorities was discussed. Mr. Ted Semon
stated YVCC provides training for English as a second
language, basic literacy and workplace literacy, as well as
computer training.

6. North /South Separation of the Campus: The physical
separation of the campus, divided by Nob Hill Blvd. was
discussed. Dr. Tullar discussed the possible, eventual
acquisition of the .tavern and Burger Ranch. There is no
immediate solution. The Board and Council expressed their
appreciation for the mutual cooperation between YVCC and the •
City.
There being no further business, the meeting was adjourned at
10:18 A.M. .
