BOLL CALL The City Council met in session an this date at 2 :00 P.M. in the Council Chambers of City Hall, Yakima, Washington. Mayor Pat Berndt, presiding, Counciln nbers Clarence Barnett (absent after 3:55 P.M.), Henry Beauchamp (present after 2 :05 P.M.), Lynn Buchanan, George Pechtel, Skip Senon and Bernard Sims (absent after 2 :50 P.M.), present on roll call. City Manager Zais, City Attorney Vanek, City Clerk Roberts and Clerk Harris also present. 2. INVOCATION/PLEDGE OF ALLEGIANCE COuncilmember Sims led the Pledge of Allegiance. 3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER None 4. CONSENT AGENDA ‘ k, Mayor Berndt referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Councilmembers or citizens present. It was the consensus of the Council that Item No. 7 be added to the Consent Agenda. The City Clerk then read the consent Agenda items, including resolutions and ordinances by title. It was MOVED BY SD, SECONDED BY BUCHANAN, THAT THE CCNS NT AGENDA, AS READ, BE PASSED. The motion carried by unanimous roll call vote; Beauchamp absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda handled under one motion without further discussion.) 5. PUBLIC MEETING ON SUNC.'REST II FINAL PLAT (VICINITY 28TH AVE./MEAD) This being the time set for public meeting, Associate Planning Supervisor Davenport spoke to the Council concerning the long -plat subdivision for the development of 27 single - family lots. A map was explained of the general area. She stated the improvements have all been completed or approved. She recommended approval of the Resolution, so lots could begin to be sold. Mayor Berndt opened the public meeting and asked if there was anyone present to speak concerning the final plat. John Johnson, 1512 S. 27th Avenue, an adjoining property owner, voiced his concerns. He was concerned about the cut away of the property and possible erosion of the ground, as well as sewer accessibility. He wanted to know who would be responsible for weed control of the right -of -way, including a tree that was not removed. • 5 2 DER 12, 1991 He also expressed his concerns about irrigation. Councilmnbers Sims, Beauchamp and Buchanan discussed with Mr. Johnson his various concerns. Associate Planning Supervisor Davenport clarified the public utility connections. Jerry Sturgill, 2112 W. Nob Hill, stag he did not feel any of the concerns expressed by Mr. Johnson would be a problem. Be suggested COuncilmembers should take a look at the property to be able to better understand the situation. Bob Weedin, 1516 S. 27th Avenue, expressed his concerns about the development and problems of weed control, soil erosion and water runoff of the area once the project is completed. Don Wilton, Surveyor, 146 Golden Lane, spoke in favor of United Builders, - stating there were not any real problems connected with this development and that a tree was not removed because it is on the property line. Mr. Sturgill agreed to remove the tree in question. City Attorney Vanek reviewed the Council's options with them and suggested they table the matter for one week. Following further staff and Council discussion, it was MOVED BY BEAUCHAMP, SECONDED BY SIDS, TO TABLE THE ITEM FOR ONE FOR FURTHER INVESTIGATION OF THE PROPERTY. The motion carried by unanimous voice vote. 6. AUDIENCE PARTICIPATION Mayor Berndt read a proclamation establishing the southeast area as • a drug free zone and commended the Southeast Neighborhood Association for the work they have accomplished with promoting the drug free zone. The proclamation was accepted by the Drug Free Zone Subcommittee Chairwoman, Pat Brawn, 813 S. Neches. Ms. Brown showed Council a sample of the signs that will be posted around the schools in this zone, if approved, and eventually border the 51 blocks. Councilmember Beauchamp thanked Ms. Brown for her work and dedication in the area. *7. PRESENTATION BY USBR REGARDING THE NACRES /COWICHE DIVERSION DAM AND CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF SUPPLEMENT AGREEMENT NO. 2 RFSOLUITNMI ND. D -6022, A RESOLUTION authorizing the execution of a "Supplemental Agreement for Operation and Maintenance Service on Yakima River Basin Fish Passage and Protective Facilities." "8. CONSIDERATION OF RESOLUTION ALTTHORIZING EXECUTION OF AGREEMENT WITH LOCAL AGENCIES FOR LOCAL FUNDING OF YAKIMA AVENUE INTERCHANGE PROJECT RNSOU'I'ION ND. D4024, A RESOLUTION authorizing the execution of conditional sales agreement documents with Prim Computer, Inc. for the purchase of a GIS Workstation. * 10. APPROVAL OF OCTOBER 1991 BUDGET REPORT The October 1991 Budget Report was accepted. * 11. `APPROVAL OF OCTOBER 1991 SAFETY COMMITTEE VEHICLE ACCIDENT REPORT The Motor Vehicle Accident Report reviewed by the Accident Review Committee during the month of October 1991 was accepted. *12. CONSIDERATION OF ORDINANCE SETTING THE AD VALOREM TAX LEVY ' FOR '1992. ORDINANCE NO. 3413, AN s'.DINANCE fixing and levying the amount of ad valorem taxes necessary to balance estimated revenue with estimated expenditures for the 1992 Budget for the City of Yakima. *13. SECOND READING OF ORDINANCE AMFi1DING THE 1991 BUDGET AND APPROPRIATING FUNDS FOR REPLACEMENT COSTS FOR EMERGENCY LIGHTING UNIT AT THE YAKIMA CENTER An Ordinance amending the 1991 Budget and appropriating funds for replacement costs for emergence lighting unit at the Yakima Center, having been read by title wily at the October 22, -1991 meeting, was brought before the Council for a second reading. • ORDINANCE NO. 3414, AN ORDINANCE amending the 1991 budget for the City of Yakima; and making an appropriation of $10,000 in the Tourist Promotion Fund for expenditure during 1991 for replacement of the Convention Center's emergency lighting system. *14. FIRST READING OF ORDINANCE AMENDING THE 1991 WATER. BUDGET AND APPROPRIATING FUND FOR PURCHASE OF MATERIALS FOR NEW WATER SERVICES (NO FORMAL ACTION REQUIRED AT THIS STING) An Ordinance amending the 1991 Water Budget and appropriating funds for the purchase of materials for new water services, having been read by title only, was laid on the table for one week, until II/ November 19, 1991. *15. FIRST READING OF ORDINANCE AMENDING THE 1991 IRRIGATION BUDGET AND NG APPROPRIATI FUNDS Fit PAYMENT OF WAZ£R SHARE ASSESSMENTS, - OVERTIME, PROFESSIONAL SERVICES, FAIR AND MAINTENANCE BY 0DNTTRACTCRS AND OPERATING EQUIPMENT IN THE IRRIGATION DIVISION (NO FORMAL ACTION REQUIRED THIS MEETING) 1 An Ordinance amending the 1991 Irrigation Budget and appropriating funds for payment of water share assessments, overtime, -3- 5 4 DER 12, 1991 professional services, repair and maintenance by contractors and operating equipment, having been read by title only, was laid on the table for one week, until November 19, 1991. 16. OTHER BUSINESS Referencing Item No. 5, Mayor Berndt requested photographs of the area, an engineer's estimate and a staff report on the questions raised by the public. Counciln nbers discussed a motion made at the previous Ming concerning Council representation on boards and commissions. Mr. Zais advised Council that staff will continue to seek applications for the various boards and commissions with vacancies. City Manager Zais discussed the advertisement of the sewer opinion survey results. It was the general consensus of the Council that the utility mailing would be sufficient. It was MOVED BY BUCHANAN, SECONDED BY BEWCHAMP, TO MEND THE MOTION AFTER THE EXECUTIVE SESSION FOR THE PURPOSE OF CONTINUATION OF BUDGEr FEVIEW AND FOTIOUNG THE BUDGET REVIEW, TO ADJCURN TO NOVEMBER 14, 1991 AT 8:50 A.M., AT THE MENA VALLEY COMMUNITY COLLEGE, TO THEN ADJOURN TO NCVEMBER 19, 1991 AT 9:00 A.M., POR B'T REVIEW AT YAKIMA CITY HALL. The City Council reconvened at 4:12 P.M., following the Executive Session, for the purpose of continuation of budget review. Mayor Berndt presiding, Councilmembers Henry Beauchamp, Lynn Buchanan, -4- NOVEMBER 12, 1991 55 George Pechtel, and Skip Semon present. Councilmenbers Clarence Barnett and Bernard y Sims absent. - City Manager Zais, Director of Finance and Budget Hanson and Accounting Manager Wheeler and Clerk Harris also present. DEPARTMENT OF FINANCE & BUDGET Information Systems Information Systems Manager Pettyjohn discussed the publication _ cost of Parks brochures and the advantages of the City printing the brochures. He stated 7% could be saved and that money used to ' finance another employee to help in the print shop. ' The Council was concerned about being approached for another, employee next year. Mr. Pettyjohn assured the Council he would not ask for another employee for at least two years. The possibility of out- . right purchase of the machinery over leasing was .discussed by Councilmember Beauchamp. Mayor Berndt suggested reviewing this as an option. Councilmaanber Sims questioned autanation and wondered if it would eliminate additional employees. Oouncilmember Buchanan suggested coordinating the system to include Public Works so an extra person does not have to commute to City Hall for printing services. Mr. Pettyjohn and Mr. Zais - explained the means of - funding, which is done by a 15% interdepartmental charge. The duties of the three requested employees were discussed and it was explained that the majority of these costs would be for. supervisory positions. Mr. Zais stated in the Five Year Plan, 90% of the goals have been met for information system needs. Customer Service Bert Tabayoyon, Custaaner Service Manager, expressed his desire for a full time, permanent animal control officer, due to the increase in complaints and size of City. An increase in animal licensing fee was discussed. The discounts, for neutered animals and senior citizens, have decreased the income by $10,000 a year. The license fee has not been raised for eight years. Parking Benefit Improvement Area Assessment Discussion occurred concerning the possibility of increasing the assessments. Mayor Berndt then briefly reviewed the balance of the Finance budget without further discussion. Bob Wheeler cemented that between 1982 and 1991 Accounting and Treasury have not had an increase in personnel, only adjustments. 18. "ADJOURNMENT TO DER 14, 1991 AT 8:30 A.M.
