ADJOURNED MEETING
The City Council met in session on this date at 7:00 A.M. in the
City Manager's Conference Room at City Hall, Yakima, Washington for
informal discussion. Councilmembers present were Mayor Pat Berndt,
Clarence Barnett, Lynn Buchanan, George Pechtel (present after
7:25 A.M.) , and Skip Semon. Councilmembers Henry_ Beauchanp and
Bernard Sims absent. Staff members present were City Manager Zais,
Assistant to the City Manager Oliver, Public Works Director
Copeland, Police Chief Green, Transit Manager Schultz, and City
Clerk Roberts.
Councilmember Semon reported he has received requests for the
budget review sessions to be televised. It was the general
consensus of Council to televise these sessions if the impact on
staff is not too great. Mayor Berndt requested staff obtain
budgets from cities comparable to Yakima.
City Manager Zais commented that a meeting has been scheduled with
the County Commissioners this Thursday to talk about a joint law
facility. He suggested a Council Committee be formed to work on
this issue. Councilmembers Buchanan and Semon indicated their
willingness to work on this Council committee. Mr. Zais stated the
key question is what will be built on the site. A decision has to
be made now on the plan if it is going to allow for expansion in
the future.
Another subject discussed was the PTBA issue. The hearing is
scheduled for the next Tuesday's Council meeting. Staff has
compiled a report that would brief the Councilmembers on this
issue. An issue of the PTBA is the hope or belief that under the
PTBA, the Dial -A -Ride program would be increased. Councilmembers
discussed the merits and disadvantages of joining the PTBA.
Councilmember Barnett stated he is concerned that if we refer to
the advocates' letter where they ask for the City to conduct forums
or other measures where information can be shared, we do not have
the information to answer all those questions. The answers may not
even be available until after the PTBA starts its planning process.
Councilmember Buchanan related a conversation he had with Rose
Besser from Vancouver about how service to Vancouver was decreased
when a PTBA was formed there. It was the general consensus of the
Council to send the individuals who signed the adovcates letter a
response that not all the answers are available; some won't be
known until after the City has committed itself.
Following discussion, it was the general consensus of Council to
send a letter to the Yakima County Commissioners, prior to 2:30
P.M. today, endorsing moving the Yakima Bears baseball team to the

fairgrounds.
It was the general consensus of the Council . to discontinue the
monthly Council forum on YCTV due to lack of proper program
preparation and interest. A special program could be aired if a
subject of interest for the public develops.
The ban on outdoor burning was reviewed, Mayor Berndt commenting
that perhaps the City initiated its ban too early since the
enforcement does not lie with the City. City Manager Zais reminded
Council that that is the new law.
The meeting adjourned at the hour of 8:15 A.M.
