ROIL CALL IIF The City Council met in session on this date at 2:00 P.M. in the Council Chambers of City Hall, Yakima, Washington. Mayor Pat Berndt, presiding, Councilmembers Henry Beaucharrp (present after 2:10 p.m.), Lynn Buchanan, George Pechtel, Skip Semon and Bernard Sims present on roll call. Councilar Clarence Barnett absent and excused. City Manager Zais, City Attorney Vanek, City Clerk Roberts also present. 2. INVOCATION/PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Oouncilmember Buchanan. 3. OPEN DISCUSSICNJ FOR THE GOOD OF THE ORDER Dave Brown, State Wide Program Manager for Washington Service Corps Program, presented'the City with a public service project award for its Yakima Community Television production promoting safe and affordable housing for low - income citizens. Dixie Kracht, Block Grant Manager, ? ndy Warren, Cable Communications Manager, Michael Zavala, Corps member, and Richard Tabayoyon, Cable Division, were introduced. as being instrumental in the production of this program. Rick Pettyjohn, Information Systems Manager, announced and displayed a geographical information system award the City received for its parks location and facility map. He acknowledged the staff members who were involved in this project. 4. The motion carried by unanimous voice vote; Barnett absent. 5. AUDIENCE PARTICIPATION A. INTRODUCTION OF GUATEMALA COMMUNITY LEADERS Mayor Berndt read a proclamation declaring Visitors from the Country of Guatemala as honorary citizens of Yakima. Twenty -three dignitaries from Guatemala were introduced and presented with certificates of honorary citizenship. Mayor Berndt was presented with a colorful coat from this group, sponsored by the American Culture Exchange. AAD /1 NOVEMBER 5, 1991 , } 4.1 Mayor. Berndt read a proclamation declaring the month of November 1991 as Accessible > r Housing Month, ..which she presented to Larry Gamache. Wendy Warren reported the audio problems with the airing of the Council meetings was investigated and found to lie with TCI. TCI is working to correct the problem. Paul Adams, 1306 So. 20th Avenue, stated he wished to address the Council's decision to allow the removal of`trees along South 1st Street. Mayor Berndt excused herself from this discussion due to a Conflict of interest, and gave the gavel to Assistant Mayor Buchanan. Mr. Adams reported he was a member of the_Tree Committee and disagreed with the recommendation to remove the trees. Be stated the value of those trees amount to $4,000 each. He spoke about the welcoming ambience presented by the trees for visitors to the community. He appealed to the Council to reconsider their decision. There being no action forthcoming from the Council, Mayor Berndt returned to the meeting. 6. STATUS REPORT ON SEWER OPINION QUESTIONNAIRE RESPONSES Marketa Oliver, Administrative Assistant to the City Manager, presented an update on. the status of the sewer opinion questionnaire. City Manager Zais stated that 14,370 questionnaires were mailed to citizens and 4,241 responses have been received. Ms. Oliver stated that 76% of the responses agree the annexation policy should be maintained for West Valley residents; 89% agree the City's $2 million investment in the West Valley sewer system should be ,recovered; and 85% agree that West Valley residents shoul& be a to honor their sewer contract commitments. She stated that approximately 25% of the surveys contained comments; however, staff is -still entering that information in the computer. Mr. Zais suggested that the results - of this survey be printed on the next utility bills..,.Councilmember Beauchamp suggested an ad be placed in the newspaper announcing the results of the survey., Staff will continue to process the questionnaire throughout this week. It was MOVED BY BRIAN, SECONDED BY PECHrEL, THAT THE REPORT BE ACCEFIED. The motion carried by unanirmous voice vote; Barnett absent. 7. REPORT* FROM PUBLIC ACRES REGARDING. .REVIE .. OF : .FUTURE PARKS BOND ISSUE NEEDS Dave Flaherty, Parks and Recreation Manager, stated.that staff has provided Council with report, as requested, regarding future bond issues for Parks and Recreation. The four priorities are: 1) development of existing park property (Chesterley, Kissel, Gailleon and Swan Avenue); 2) repair, renovation. and replacement of -existing facilities in the Parks system; 3) development of pathways in and around the City; and 4) acquisition of additional property for future parks. He stated the Commission also spoke about enhancement of existing facilities, making than more multi- purpose type facilities. He recommended that a citizen committee be formed to look at what is proposed and the City's needs; staff AAD /2 NOVEMBER 5 199; 42 continue to work to complete the Parks and Recreation Comprehensive Plan; and that Kissel Park be developed. He responded to Council's questions and stated he would provide quarterly updates on the progress of the Comprehensive Plan. 8. SET DATE OF PUBLIC HEARING FOR NOVEMBER 19, 1991 CN EAST VIOLA/FRONTAGE ROAD ANNEXATION It was MOVED BY BUC HANAN, SEOONDED BY SIMS, TO SET THE DATE OF NOVEMBER 19TH AS THE MATE OF PUBLIC BEARING C* THE EAST VIOLA/FRONTAGE ROAD ANNEXATICM. T h_e , motion carried by unanimous voice vote; Barnett absent. 9. OTHER BUSINESS Councilmember Pechtel stated that two weeks ago Council brought an issue up at the end of the Executive Session and was advised to discuss it in open session. He stated the issue was one of representation by a councilnember serving on a board or commission in his capacity as a councilmember. It was MOVED BY BUCHANAN, SECONDED BY PECHTEL, THAT MEMBERS OF COUNCIL MO ARE SERVING CN MARES AND C1MISSIONS ARE THERE TO REPRESENT THE CITY OF YAKIMA AND THE CITIZENS OF YAKIMA. The motion carried by unanimous voice vote; Barnett absent. City Manager Zais stated Council received a report from the City Clerk regarding vacancies and term expirations of City boards and commissions. Staff will be working on obtaining additional applications for these positions. Following the City Manager's suggestion, it was PEED BY BUCHANAN, SECONDED BY Pia, TO SET THE DATE OF DER 26, 1991 AT 2:00 P.M., MR= PUBLIC HEARING ON THE 1992 PRELIMINARY BUDGET. The motion carried by unanimous voice vote; Barnett absent. John Hanson, Director of Finance and Budget, announced a change in the budget review schedule, moving the review of the Code Administration Division budget to November 12th. Councilmember Sims requested the revised budget review schedule contain the page numbers of the budgets being discussed. Information Items: Items of information provided to Council were: Monthly Annexation Status Report for October 1991; Rebound Plus Monthly Report for October 1991; Trolley Ridership Report as of November 1, 1991; Transit Third Quarter 1991 Report; Assignments Pending in Office -- of Environmental Planning as of November 5, 1991; Agenda for October 23, 1991 Yakima Housing Authority meeting and minutes of its August 28, 1991 meeting; Agenda for November 6, 1991 Comm Programming Advisory Committee meeting and minutes of its August 7, September 4 and October 9,.1991 meetings; and Minutes of the August 24, 1991 Eastern Washington Cities Coalition and notification of December 7, 1991 meeting.
