CITY OF YAKIMA, WASHINGTON
OCTOBER 15, 1991
ADJOURNED MEETING
The City Council met in session on this date at 11:30 A.M. at
Cavanaugh's in the Upper Terrace Room, Yakima, Washington for a
luncheon meeting with the Yakima Regional Planning Commission.
Councilmembers present were Mayor Pat Berndt, Henry Beauchamp, Lynn
Buchanan, George Pechtel, Skip Semon, and Bernard Sims.
Councilmember Clarence Barnett absent and excused. Staff members
present were City Manager Zais, Assistant City Manager Stouder,
Director of Community and Economic Development Rice, Planning
Manager Skone, and City Clerk Roberts. Regional Planning Commission
members present were Dave McFadden, Bill Huibregtse, Kara Kondo,
Walt Weeks, Curt Layman, and an appearance by Deb Patterson who
could not remain for the meeting.
Glenn Rice reviewed the relationship with the Planning Commission
which was formed in 1981 to deal with those issues between the City
and County that are urban in nature. Staff has been working on
meeting the Growth Management Act requirements. Mr. Stouder
reported the work the Commission is doing now on refining the
zoning ordinance is important, as well as making sure the mechanics
are in place.
The Vision 2010 process was praised as preparing the community for
the Growth Management Act. Ms. Kondo reported she attended the
initial meeting of the Thousand Friends of Yakima, whose objective
is similar to the Growth Management Act - how to develop and grow
and maintain the quality of life.
The role of the Regional Planning Commission in the development of
the comprehensive plan was discussed. Mr. McFadden suggested the
Commission could serve as a sounding board for issues that arise
from the Growth Management Act. He stated that the Commission
needs to be kept informed about the planning process. He requested
staff reports from the City, County and Conference of Governments.
Mr. Stouder stated that this body is one of many that will be
involved for the next three to four years in setting the future for
the next 20 'years. Mr. McFadden commented it is his belief that a
new urban area agreement will come up. The Planning commission can
debate how the new vision would impact the urban area agreement.
Mr. Layman suggested the Commission meet for a couple of visioning
meetings to provide Council with some of the interesting things the

Commission would like to do. (Councilmember Pechtel absent after
1:10 P.M.) Mayor Berndt commented she believes it is time for the
Commission to expand its horizons beyond the entities who have been
represented since we have worked with Naches, Selah and Moxee.
The visioning process was intended to be upper valley - wide.

Mayor Berndt thanked the Commission for this discussion and urged
them, as a group, to study the vision document.
The meeting was adjourned at 1:30 P.M.
