AN ORDINANCE relating to Rules and Regulations of Parks and Playgrounds;
amending Yakima Municipal Code section 13.16.070, entitled, "Intoxicating liquor
regulated," for the purpose of amending the code to include Fisher Park Golf Course.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Section 13.16.070 of the City of Yakima Municipal Code entitled,
"Intoxicating liquor regulated," is hereby amended.
Section 2. Section 13.16.070 of the City of Yakima Municipal Code is hereby
amended to read as follows:
Yakima Municipal Code Section 13.16.070: Intoxicating liquor regulated.
No intoxicating liquor of any kind or nature shall be possessed, consumed or brought
within the limits of any city park, city playground, or any property owned, operated
and /or managed by the Yakima Greenway Foundation and its successors and assigns
within the boundaries of the city of Yakima, except for intoxicating liquor served
pursuant to a valid permit issued by the Washington State Liquor Control Board at Sarg
Hubbard Park, Sherman Park, the Gateway Sports Complex at Kiwanis Park, Fisher
Park Golf Course, and /or the Harman Center at Gailleon Park.
Section 3. This ordinance shall be in full force and effect 30 days after its
passage, approval, and publication as provided by law and by the City Charter.
PASSED BY THE CITY COUNCIL, signed and approved this 21St day of
February, 2012.

consumption of alcohol during special events at Fisher
Park Golf Course

SUMMARY EXPLANATION:
Requests have been received from organizations and businesses asking for
permission to serve alcohol to their guests when they rent Fisher Park Golf Course
for their private group outing. Currently, YMC 13.16.070 regulates liquor
consumption at specific parks facilities. The proposed ordinance would amend the
Yakima Municipal Code to include Fisher Park Golf Course, along with The Harman
Center, the Gateway Sports Complex, and parks owned by the City and operated by
the Greenway.
If the amended ordinance is passed, alcohol consumption would be allowed and
regulated at Fisher Park Golf Course during private events. These events would be
closed to the general public. Functions requesting alcohol consumption would only
be allowed to be booked when school is not in session.
Since Eisenhower High School is across the street from Fisher Park Golf Course,
Yakima School District was asked for their input and the response is attached.
Currently, applicants who reserve spaces at other city facility locations like The
Harman Center and Gateway Sports Complex, where alcohol consumption is
allowed, apply for a "banquet" type permit from the Washington State Liquor Control
Board.

STAFF RECOMMENDATION:
Staff recommends passing the Ordinance amending YMC 13.16.070 to allow alcohol
consumption during special private events booked at Fisher Park Golf Course.
BOARD /COMMISSION RECOMMENDATION:
The Parks and Recreation Commission discussed this request at the January 11,
2012 meeting and voted to recommend the proposed ordinance amendment to the
full City Council for consideration.

I received your email regarding f=isher Park Golf Course and the possibility of alcohol
consumption at that site. As I explained in my initial response: viii email, l would take
your request to our Cabinet, which I have now done,
In regards to your question of whether or not the Yakima School District has any
objection to alcohol being, served at the fisher Gaff Course, we considered when' these
functions would take place:
• If the function takes place outside the regular school day during the school year,
we have no objection;
• If the function takes place during non- school days during, the School year, we have
no objection;
• If the function takes place during; the summer months, we have no objection; and
• If the functions takes place during the regular school day during; the school year,
we do have an objection.
