CITY OF YAIA, WASHINGTON
DECEMBER 10, 1991
BUSINERSMETiNG
1. ROLL CALL
The City Council met in session on this date at 2:00 P.M. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Pat
Berndt, presiding, Councilmembers Clarence Barnett, Henry
Beauchamp (present after 2:50 P.M.), Bill Brado, Skip Semon and
Bernard Sims present on roll call. Councilmen ber Lynn Buchanan
absent and excused, attending National League of Cities Conference.
City Manager Zais, City Attorney Vanek, City Clerk Roberts and
Clerk Harris also present.
2. INVOCATION /PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Director of Community and
Economic Development, Glenn Rice.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER
Mayor Berndt announced the public hearing before the Hearing
Examiner on the rezone of the Stone Church has been postponed until
January 9, 1992 at 9:30 A.M.
4. CONSENT AGENDA
Mayor Berndt referred to the items placed on the. Consent Agenda,
questioning whether there were any additions or deletions from
either Councilmembers or citizens present. There being none, the
City Clerk then read the Consent Agenda items, including
resolutions and ordinances by title. It was IIWW BY SINS,
SECONDED BY SENOR, IBAT 1HE CONSENT AGENDA, AS BEAD, BE PASSED.
The motion carried by unanimous roll call vote; Beauchamp and
Buchanan absent. (Subsequent paragraphs preceded by an asterisk
( *) indicate items on the Consent Agenda handled under one motion
without further discussion.)
*5. APPROVAL OF MINUTES OF THE NOVEMBER 12, 1991 ADJOURNED MEETING AND
NOVEMBER 19, 1991 ADJOURNED AND BUSINESS MEETINGS
The Council minutes of the November 12, 1991 Adjourned meeting and
11/ November 19, 1991 Adjourned and Business meetings were approved,
having been duly certified accurate by two Councilmembers and no
one present wishing to have said minutes read publicly.
6. AUDIENCE PARTICIPATION
None
7. CONSIDERATION OF ADOPTION OF 1992 LEGISLATIVE PRIORITIES
City Manager Administrative Assistant Oliver updated the Council on
the amended list of legislative priorities. Criminal Justice

funding was changed to a number one priority. Personnel matters
were changed fram priority A to priority B. The hotel /motel tax
was changed from 5% to 3 %. Councilmember Brado asked for
additional information on the personnel issue. Ms. Oliver assured
him that he would be provided with the necessary background
information. City Manager Zais explained this was the issue that
was decided by the Supreme Court on the negotiation of personnel,
Civil Service rules governing disciplinary actions, and testing
promotions in a collective bargaining context. It was MOVED BY
SENON, SECONDED BY BAMM, THAT THE Inc ISEATIVE PRIORITIES BE
ADOPTED. The motion carried by unanimous voice vote; Beauchamp and
Buchanan absent. Councilmember Barnett remarked that the
priorities have been somewh modified from those in the original
packet and are available upon request.
8. REPORT FROM YAKIMA COMMUNITY TELEVISION:
A. 1992 YAKIMA COMMUNITY TELEVISION PLAN
Cable Communication Manager Warren presented the Council with
information regarding the 1992 Television Plan and Consultant
Report. In reply to Councilmember Semon's inquiry, Ms. Warren
stated they have twelve to fifteen persons who attend classes each
month to become certified producers. Larry Mathews, 805 S. 17th
Avenue, discussed the high cost of cable TV. He ask the Council to
take an active role in the City regaining some control over the

B. ANNUAL CONSULTANT REPORT FOR 1991
Ms. Warren stated there is a possibility of telephone companies
taking a competitive role in the cable TV industry, which will
cause prices to be more competitive. Councilmember Barnett had a
question concerning the Franchise ordinance. Ms. Warren stated the
ordinance was only a draft ordinance from the consultant.
Councilmember Semon stated he felt the cost of the consultant was
not warranted, considering the information the Council received.
Ms. Warren replied that the consultant has more than saved
Community Television the cost of his fee in unpaid franchise fees
and costs, which the consultant discovered. Councilmember Semon
felt this same information could have been received through the
national association, conferences, and workshops which are normally
attended. Community and Economic Director Rice stated he felt the
City has received its money's worth from the consultant. Following
further discussion, it was MOVED BY SIMS, SECONDED BY SI X W, '10

by unanimous voice vote; Beauchamp and Buchanan absent.
9. PRESENTATION OF MANAGEMENT COMPENSATION PROPOSAL FOR 1992
City Manager Zais presented the proposed 1992 compensation proposal
adjustment from management. He reviewed the revisions and
salary comparisons to other cities. He explained the supervisory

and exempt employees desire to trade over -time for 3% deferred
compensation match, provided the legal safeguards are met, and the
medical benefits and cost sharing. Councilmember Beauchamp present
at 2:50 P.M. Councilmember Barnett questioned the merit approved
increases. Mr. Zais replied that all raises are based on
satisfactory or better performance. He also explained the
progressive step increases. Larry Mathews, 805 S. 17th Avenue,
stated that due to the recession and lower cost of living in Yakima
and the public's reaction to increases in City Administrators'
salaries, that the increases should not be made at this time.
Counci]member Sims wed City Management for an excellent job
and stated he did not feel these increases were excessive. It was

*10. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT WITH
YAKIMA COUNTY AND PEOPLE FOR PEOPLE FOR TRANSPORTATION OF ELDERLY
AND HANDICAPPED CITIZENS
RESQUUTION ND. D -6029, A RESOLUTION authorizing the City Manager
and City Clerk of the City of Yakima to execute an agreement with
Yakima County and People for People, Inc., relating to transporting
elderly and handicapped citizens.
*11. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT WITH
YAKIMA COUNTY AND OFFICE OF AGING AND LONG TERM CARE FOR
PREVENTATIVE F0OTCARE PROGRAM FOR SENIOR CITIZENS
RESOLUTION ND. D-6030, A RESOLUTION authorizing and directing the
City Manager and City Clerk of the City of Yakima to execute an
agreement with the County of Yakima, Office of Aging and Long Term
Care, for the Geriatric Footcare Program.
*12. OONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT' WITH
THE YAKIMA HERALD - REPUBLIC FOR PRINTING AND DISTRIBUTION OF PARKS
WINTER GUIDE

*13. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT WITH
SECURITY PACIFIC BANK FOR YAKEMA HOUSING CENTER INSPECTION
SERVICES
RESOLUTION ND. D-6032, A RESOLUTION authorizing the Director of the
Department of Ccmununity and Economic Development to sign an
Agreement with Security Pacific Bank Housing Rehabilitation Center
to provide inspection services for fees to determine housing

conditions of primarily low /moderate income families securing
federal loans.
