ADJOURNED BUSINESS MEETING /STUDY SESSION
1. ROLL CALL
The City Council met in session on this date at 2:00 P.M. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Pat
Berndt, presiding, Councilmembers Clarence Barnett, Henry
B Lynn Buchanan, George Pechtel, Skip Semon and Bernard
Sims ,_present on roll call. City Manager Zais, Assistant City
Attorney_ , Paole_1l_a_ Clerk Roberts and Deputy City Clerk Lovell
also present.
Mayor Berndt read a proclamation designating July 29 -31, 1991 as
Seafirst Bank /Sonics Jammin' Hoops Camp Days.
Mayor Berndt_ read a proclamation designating August 6_, 1991 as the
8th Annual National Night Out in the City of Yakima. The
proclamation was accepted by Police Office Theresa Schuknecht and
Esther Huey, Director of the Coalition for the War on Drugs.
Mayor Berndt announced that a Soviet delegation is in Yakima today
to visit local food processors. She also invited Councilmembers to
attend the welcoming ceremony for visitors arriving from our
sister city of Itayanagi

2. CONSIDERATION OF RESOLUTIONS APPROVING PUBLIC WORKS TRUST FUND
PROJECTS (INFORMATION AVAILABLE MONDAY):
Engineering and Utilities Director Covell returned to Council for
direction on Public Works Trust Fund projects, following
postponement of action last week. The projects were divided into
two separate resolutions as requested by Council:
A. LOCAL IMPROVEMENT DISTRICT FOR NORTH FIRST AVENUE PROJECT`
Mr. Covell met with North First Avenue" property owners to discuss
a reduction in their percentage of participation in the project.
At the meeting, over 52% of the property owners signed the petition
to participate in the street improvement at a 30% level. The 30%
represents a contribution of $495,000. Signatures obtained after
the meeting increased participation to 66.4 %, which represents
almost 62% of the front footage. This satisfies the state legal
requirement that a majority of the area proposed in the improvement
area sign the petition. Adjustments will be made in the 1/2 -cent
tax fund to accommodate the reduced property owner participation.
Projections for the next five years indicate the City will have a
slim ability to compete for state and federal matching funds.
Mr. Covell cautioned that the City may not be able to undertake
major new street projects without finding new funding sources or
public- private partnerships. Staff will explore other options to
generate funding for local street improvement projects, including
the possibility of new taxes. Resolution No. D -5971, having been
read by title, it was MOVED BY SIMS, SECONDED` BY BUCHANAN, TO ADOPT
THE RESOLUTION. The motion carried by unanimous roll call vote.

RESOLUTION NO. D = 5971, A RESOLUTION authorizing the execution of an
agreement with the Washington State Department of r ConTnunity
Development for a loan for partial reimbursement of costs for
improving North 1st Avenue in the City of Yakima.
B. FRUITVALE CANAL WASTEWAY PROJECT
Council had no questions on the Fruitvale Canal Wasteway Project.
Resolution No. D -5972, having been read by title, it was MOVED BY
PECHTEL, - SECONDED.BY BUCHANAN, TO ADOPT THE RESOLUTION. The motion
carried by a 5-2 roll call vote; Barnett and Beauchamp voting nay.
Councilmember Barnett stated that he 'voted nay : for -- the same reasons
that he enumerated during discussion at the meeting last week.
Councilmember Beauchamp voted nay for the same reasons he gave at
the meeting last week.
RESOLUTION NO. D -5972, A RESOLUTION authorizing` the execution of an

3. REPORT ON INVENTORY AND DATA ANALYSIS REGARDING METROPOLITAN PLAN
PROGRESS AND WETLANDS CRITICAL AREAS
Assistant City Manager Stouder stated that the purpose of today's
discussion is to allow Council the opportunity to identify the
most important issues for the next 2 -3 years, as work progresses on
the Growth Management Act (GMA) and the Metropolitan Yakima Plan.
He noted*that'the. nine• Visioning:_steering committees have completed
' their work, and a common f inah report will be :presented to the
community at a .town -hall meeting in September. Mr. Stouder
stressed the importance of cooperation between all local
jurisdictions to address and meet common goals. Councilmembers
mentioned particular areas of concern including: the capabilities
of the Wastewater Treatment Plant, long range parks and recreation
planning, industrial development, urban area boundaries,
housing and.airport growth and development. Councilmember Pechtel
suggested a bus tour of the urban area to give Council a first hand
' look at local development.
Staff members involved in the Growth Management process were
introduced by the Planning and Information Systems managers. They
explained the GIS mapping system and other work underway to comply
with GMA requirements. Councilmembers were pleased with the maps,
and encouraged staff to share this resource with other local
jurisdictions. A 12- minute video produced by _ the State Community
Development Department was shown to explain the purpose and
requirements of the GMA.
City Manager Zais advised Council that this entire process is still
developing.. The magnitude of the project is just beginning to be
understood, and will have a major impact on this community and the
entire state. Communication will be critical, as the public has
very little understanding of the entire Growth Management issue.
Since the plan will not be implemented until 1993, the challenge
for the next 18 months will be to identify the issues and to focus

on reaching the City's vision. Assistant City Manager Stouder
encouraged the Councilmembers to stay involved in the "GMA process,
and to submit any questions they have regarding the program.
4. OTHER BUSINESS
Councilmember Buchanan showed a sample of rusty water obtained from
water pipes on the second floor of City Hall.
Councilmember Sims requested that staff research the possibility of
faxing City "Utility'bills "to, commercial customers.

It was MOVED BY BEAUCHAMP, SECONDED BY SIMS, TO ADJOURN TO
AUGUST 6, 1991 AT 11:30 A.M. AT THE HOLIDAY INN, BALLROOM C TO MEET
WITH THE YAKIMA DOWNTCJWN COALITION. The motion carried by
unanimous voice vote. (Barnett absent at 3:20 P.M.) The meeting
was adjourned at 3:45 P.M.
