ADJOURNED MEETING
JULY 23, .1991
The City Council met in session on this date at 11:30 A.M. at the Public
Works Complex, Yakima, Washington. Councilmembers Henry Beauchamp,
George Pechtel, Skip Semon (present after 12:15 P.M.) and Bernard. Sims
present. Mayor Pat Berndt and Councilmembers Clarence Barnett and Lynn
Buchanan absent and excused: City Manager Zais '(present after 12:10 P.M.),
Ass ist{ant .City Manager Stouder ; Jerry Copeland, Publfic r Works' , Director,
Nancy Gaudette, Refuse and , Recycling Manager, Dave Hussell, Street and
Traffic Operations Manager, David Flaherty, Parks and Recreation Manager,
Bill Schultz, Transit Manager, John Haddix, Transit Associate Planner,
Willma Meyer, Acting Administrative Assistant, and City Clerk Roberts also
present.
1. CONTINUATION OF PUBLIC WORKS ADMINISTRATIVE STAFF REVIEW (CONTINUED
FROM MAY 21, 1991)
Public Works Director Copeland began the discussion at noon,
stating this is a continuation of the review of the 1991 proposed
budget policy issue which was deferred to gather additional data.
He reviewed the proposed administrative staffing changes. The cost
for the changes have been included in the 1991 budget and is about
$75,000 above the 1990 budget. Councilmember Pechtel asked where
the money will come from to fund these changes. Mr. Hussell
referred to a list of problem statements which prompted the
proposed staffing changes. The statements were: 1) insufficient
counter services; 2) lack of proficient and full -time word
processing; 3) insufficient receiving station and inventory
control; 4) insufficient purchasing oversight; 5) insufficient
back -up administrative support system; 6) lack of productive
administrative work space; 7) insufficient support services to
director, divisional managers, and professional staff; and 8) lack
of timely support from director (absent from department).
Ms. Meyers stated the 1991 budget policy requested an Assistant
Public Works Director and an Accounting Specialist. Phase 1 for
personnel changes include a Warehouse Tech I, Warehouse Tech II,
Word Processor, part -time Department Assistant, and retaining the
Administrative Assistant to the Public Works Director. She
explained the duties of these positions and how it would address
the problems previously mentioned. She stated that Phase 1 is in
the budget at this time as far as funding is concerned. She stated
they want to hire these positions instead of what they had
previously requested. City Manager Zais commented this department
looked at how its organization should be without considering the
budget. This may be a five year process. Councilmembers Semon and
Pechtel indicated they would have preferred staff not supplying all
this detailed information since Councilmembers set policy, and
should not be involved in administration. Mr. Copeland stated
staff has just completed a packet of information for this meeting
and planned to return to Council in August about implementing

Phase. 1. Phase 2 would ( be,, in the 1992 budget. Following
discussion regarding' the 'amount of information prepared for
Council, it was the general, consensus to distribute the material'
already prepared and meet again, if necessary.
