BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. For Meeting of November 1, 2011 ITEM TITLE: 2011 3 Quarter Capital Improvement Projects Report SUBMITTED BY: Michael Morales, Assistant City Manager CONTACT PERSON /TELEPHONE: Douglas Mayo, PE, City Engineer, 576 -6678 SUMMARY EXPLANATION: Attached is the Engineering Division's 3 Quarter Capital Improvement Projects Memorandum and Report which includes Water /Irrigation and Wastewater Capital Improvement Projects. Also attached is the current project spreadsheet developed by the Sewer, Water, Irrigation, Streets, Traffic and Engineering Divisions. The current project listing assists in the planning of current and upcoming projects. It helps the divisions coordinate their work so that, for example, a street is not rebuilt or seal coated just prior to planned underground work on the same street. • New, proposed and continued construction plus construction administration for 2011 is as follows: Engineering: $ 15,000,000 Water: $ 3,000,000 Irrigation: $ 1,600,000 WasteWater Collections: $ 4,280,000 WasteWater Plant: $ 6,120,000 (additional $7,140,000 in 2012) Total: $ 30,000,000 SEE ATTACHED MEMORANDUM AND REPORT Resolution Ordinance Contract Other (Specify) Memorandum and Report Funding Source APPROVED FOR SUBMITTAL: GO C Manager STAFF RECOMMENDATION: Accept Report • BOARD /COMMISSION /COMMITTEE RECOMMENDATION: COUNCIL ACTION: 1 -- October 25, 2011 MEMORANDUM October 25, 2011 TO: Mayor Micah Cawley Members of City Council FROM: Joan Davenport, Acting Director of CED Doug Mayo, PE, City Engineer SUBJECT: 2011 Capital Improvement Projects: 3 Quarter INTRODUCTION This Quarterly Report information is intended to provide a status overview of the City's capital improvement projects for the 3rd Quarter of 2011, including current project status, milestones, and any new developments that may significantly alter the schedules or costs of the projects. This narrative report includes projects of the Water /Irrigation Division, Wastewater Division and Engineering Division. CAPITAL IMPROVEMENT PROJECTS 4110 Railroad Grade Separations; Lincoln Avenue (& Martin Luther King jr. Blvd.) 1St Street to 1St Avenue; Phase 2 (MLK: Phase 3) This project consists of re- constructing Lincoln Avenue so the roadway will pass beneath the existing BNSF railroad tracks. It also includes constructing a bridge for Front Street that will bridge over Lincoln Avenue. Phase 1 of this project, which relocated utilities for both underpasses; was completed in the fall of 2007. All of the right -of -way required for both underpasses has been acquired. Phase 2 of this project, which constructs the Lincoln Avenue underpass, was awarded to Apollo, Inc. of Kennewick, on February 3, 2010. Construction began in March of 2010. Due to the existing ground conditions differing from those described in the plans and specifications, the bottom seal construction method required modification, which has increase the cost of and extended the length of the project. Construction of the bottom seal was completed in late September. The underpass west of the railroad tracks has been paved with its' first lift of asphalt. The contractor continues to work on the east half of the underpass, by installing the stormwater system and plugging anticipated leaks in the bottom seal. It doesn't appear that this work will be completed prior to the asphalt plants closing down (around Thanksgiving), so the project most likely won't be completed until April, 2012. Design of Phase 3, the MLK underpass, is 95% complete and on hold until additional funding is secured. We estimate that the project is about 4110 $4.5 million short of being fully funded. We continue to search for additional funds and hope to go out to bid on the MLK underpass mid 2012. 1 ♦ Projected completion date for Lincoln Avenue Underpass: 2nd Quarter FY2012. O Washington Avenue — BNSF Crossing Upgrade This project consists of upgrading the signals and improving the track crossing by installing new concrete crossing pads. The Engineering Division continues to request apparent low bidders of public works contracts to document their efforts to achieve the City of Yakima's goal of 10% MBE, WBE or DBE participation goal prior to contract award. However, changes in state law due to the passage of Initiative 200 prohibit certain practices by contracting agencies (i.e. the City) for the award of public works projects such as requiring W/M /DBE subcontracting. While some contractors have voluntarily reported such information in the past, we have not received any such reporting this year. Although we do not receive such information voluntarily, the City must still meet certain of these federal requirements and each contractor must comply with the Standard Specifications that are included on each City Public Works Contract. The City is responsible to; • Conduct pre- construction conferences during which EEO and City policies are discussed with the contractor. • Monitor on -site compliance with the EEO and City policies. • Ensure our contractors locate, qualify, and increase the skills of minority groups, women employees, and applicants for employment as required by City policies. • Ensure the preparation of required EEO and related reports. • 15 Prof Proj.
