Room of City Hall, Yakima, .Washington. Mayor Pat B erndt, .presiding, Councilmembers Clarence Barnett (after•7:40 A.M.), Lynn Buchanan,. George Pechtel, Skip Semon and Bernard Sims present. Councilmember Henry Beauchamp absent and excused. .Staff members City Manager Zais, and City Clerk Roberts also present. 1. INFORMAL DISCUSSION AMONG COUNCIL MEMBERS. Councilmembers inquired about the status of the water slide at Franklin Pool and the Miller Pool improvement project, expressing _ the opinion that both these projects should have been completed by now. Concern was expressed that perhaps the purchasing guidelines are too restrictive and delay projects unnecessarily. -Council referenced the recent'•trolley advertising bid to illustrate that point and perhaps the Purchasing Division need not exercise that much control over a project. City Manager Zais stated that the role of the Purchasing Division is to make sure that State laws relating to public works improvement projects and purchasing are followed. Mayor Berndt stated she has had requests -from private enterprise to use the downtown trolleys. Councilmember Sims commented that it could be available on Sundays, as long as they pay for all costs, plus overhead. City Manager Zais stated staff would have to review this for any restrictions or requirements because the trolleys were funded by UMTA. Councilmember Sewn shared some figures on trolley ridership, stating it is averaging 497 riders per day on the trolleys. Mayor Berndt stated she hopes staff will really scrutinize the trolley times and routes. Councilmembers discussed the possibility of not. .allowing the sale of fireworks in the city. Councilmembers also discussed the.request of the Housing Authority that the City consider appointing a tenant to the Housing Authority Board. Councilmember Sims proposed, after legal review, that Council respond to Mr. Adamski and tell him Council would consider appointing a tenant as an advisory member to the Board. Subjects for the Council Forum programs were suggested, as follows: irrigation system, drug coalition (next topic), visioning and foreign trade zone. To make the program more interesting, it was suggested that Council utilize the capabilities of YCTV with character generators, video inserts, etc. lADJ /1 4 1 2 ADJOURNED MEETING"- JUNE 11, 1991 City Manager Zais °C ridicated ■,he■ would refer a question from Councilmember. CouncilslinemberBuchanan commented he thought the City was spending too much money on these other projects. Councilmembers discussed the status of the proposed PTBA for the County, the proposed transit transfer• facility site and its impact on redevelopment of the City, need for airport overlay zone (noise a"nd ,increased traffic), possibility of acquisition of Westwood West, and possible City services required for the golf course and housing development on Occidental which is outside the present urban area boundary: There being no further items for discussion, the meeting adjourned at the hour of 9:00 A.M.
